A. General Description of the Work to be Performed

The general description below is given to indicate the approximate scope of this project only. It does not limit the work required under this statement of work and associated contract drawings.

The proposed project consists of replacing the three (3) existing aboveground diesel fuel tanks. The area of concern is located in Cape Cod Space Force Station (SFS). The project includes the removal of the three (3) existing tanks including existing concrete pads and the installation of three (3) new double wall diesel fuel tanks on new concrete pads including all work necessary to install the new fuel tanks and connect to the existing fuel lines and electrical feeds. The installation of three (3) new concrete pads shall be according to fuel tank manufacturer guidance and the detail shown on the contract drawings.

a. Tank 1 (Base Bid Item 0001): The existing 1,000 gallon tank is located behind Building 58 on the south-west side (Photo 1) and feeds both a 80 KW back-up generator (Photo 2), and the building’s furnace (Photo 3-5). There is currently no remote monitoring of the fuel tank. There is approximately 20 ft of clearance between the building and the tree line, and there is good access from the parking area directly to the south.

b. Tank 2 (Optional Bid Item 0002): The existing 1,000 gallon tank is located beside Building 50 on the south side (Photo 6) and feeds the building’s furnace (Photo 7). There is currently no remote monitoring of the fuel tank. The tank is approximately 7 ft from the transformer and 8 ft from the secure perimeter fence for the adjacent facility (Photo 8). Access from the front/side of the building is limited by the transformer as well as anti-vehicle boulders and other possible underground utilities (Photo 9). There is a dirt/gravel road behind the building that could possibly be used for access (Photo 10 and 11).

c. Tank 3 (Optional Bid Item 0003): The existing 1,000 gallon tank is located behind Building 10 on the south-west side (Photo 12) approximately 5 ft-10in from the building, and feeds a furnace (Photo 13).

There is currently no remote monitoring of the fuel tank. The fuel lines for the tank run through a trenched line to the building (Photo 14).

Any part of the work required under this statement of work that is not described nor shown on the contract drawings which is ancillary, necessary, or normally required as a part of such work, or is necessary or required to make such installation satisfactorily and legally operable, shall be performed by the Contractor as incidental work at no additional cost to the Government.

The Contractor will be required to provide, on a daily basis, their list of escort personnel. The Contractor shall implement necessary security controls as prescribed by the installation commander. The requirements for and responsibilities for escort personnel are addressed herein.

http://www.uscis.gov/e-verify http://www.uscis.gov/e-verify

a. Escorts requires only when the contractors without a secret security clearance working inside the restricted area. Only the Tank 3 for the Entry Control Point, Building 10, would require escorts. The escorts don't have to be AF personnel, as long as the employees have the security clearances, they will be allowed in the area. To get access through the SFS security gate, it is required a list of the contractors with full name and driver's license number. That information is used to create an Entry Authorization List for getting into the restricted area as well as verifying access through the gate. Vendors/deliveries shall be preannounced to get through the gate. If a delivery is required into the restricted area, then the name and driver's license information is needed as well. The background check isn't required. For the USACE staff, escorts would only be required in the restricted area if the staff member does not have at least a secret security clearance. A visit request is submitted in the Joint Personnel Adjudications System (JPAS) so the clearance information can be verified and they can receive badged into the restricted area.

If they don't have a clearance, they would need to be escorted in the restricted area.

b. The Contractor will supply the required number of escorts per day to adequately supply all construction operations and fulfill the station's security escort requirements. One escort is required for every six (6) Contractor personnel. However, in the event one of the individuals needs a break or must leave the area, the entire work crew must accompany them until they are clear of the restricted area or they are finished with their break. The recommendation is to use a minimum of two escorts. The Contractor is responsible for all costs associated with providing escort personnel. An average of approximately 20 minutes shall be anticipated each time an individual enters the restricted area. This is a routine matter during which the entry controller and escort official search vehicles and hand-carried items and check badges and credentials at the entry control points. Longer times will be experienced if Contractor employees must wait for an escort official. With proper planning and coordination with government project managers, entry into the restricted area IS NOT a time consuming process and rarely exceeds ten (10) minutes. Prior to entry into the restricted area, all visitors and their escorts must be approved by an escort official. It is the escort official that is ultimately responsible for any breach of security. The Contractor must ensure that entry requirements are arranged at least 5 work days in advance to ensure the availability of an escort official. Entry arrangements should be coordinated through the Civil Engineering Liaison, (508) 968-3276 or the Site Support Officer, (508) 968-3213. Any personal computers, laptop computers, cameras, cell phones, hand held radios or other recording type devices must receive prior approval of the installation commander. The Contractor shall submit the item(s) description, model number, and serial number seventy-two (72) hours prior to required entry.

Equipment authorization should be coordinated through the Civil Engineering Liaison, (508) 968-3276 or the Site Support Officer, (508)968-3213.

c. Security Escort Contractor Requirements USSF restricted areas are established to provide special security measures to deter and counteract espionage, sabotage, or theft of Space Force operational resources. The escort shall ensure all Contractor construction personnel comply with procedures established for circulation control of personnel and materials within the restricted area. Escorts shall not have other duties except escorting. Escort personnel will require unescorted entry into the restricted area. To be escort personnel or to be eligible for unescorted entry to a restricted area, personnel must be United States citizens and the subject of a favorable National Agency Check. Since a NAC is also a prerequisite for a secret clearance, personnel possessing a secret clearance for access to classified information meet the escort personnel and/or unescorted entry prerequisite. All Contractor escort personnel will enter the restricted area through the established entry control points. After entry to the restricted area, all Contractor escorts will display restricted area badges on their outer garments above the waist in a highly visible area. The restricted area badge shall be removed upon leaving the restricted area. Loss of a restricted area badge shall be reported to the security police at Cape Cod SFS. The station commander will deny entry into the restricted area to any Contractor escort personnel whose NAC is unfavorable or who pose a security risk or who can be considered harmful to national security interests. The deviation from established security procedures by Contractor escort personnel can result in confiscation of restricted area badges and denial of future entry into the restricted area by the station commander. The Contractor escort personnel shall ensure that they and all escorted construction personnel leave the restricted area when directed to do so by the station commander or his representative due to operational requirements or emergencies

d. The contractor shall supply escorts as outlined for the entire time they are onsite. The escorts may be from an agency of the contractor’s choosing, provided they meet all applicable guidelines or the contractor may choose to use escorts provided by Cape Cod Space Force Station. CCSFS individuals escort at the rate of $16/hour but shall be confirmed with the Civil Engineer Liaison at CCSFS prior to the start. All costs associated with the escorts shall the responsibility of the contractor.

22. Normal working hours at Cape Cod Space Force Station are from 0730-1630 excluding weekends and holidays. All federal holidays are recognized. A one week notice is required to work a weekend or holiday.

Work on a weekend or holiday is on a case by case basis.

23. Damaged Property –Work shall proceed in a manner which will minimize disturbance or risk of damage to structures and surrounding lands. The Contractor shall repair such items damaged in the course of carrying out the work at no additional cost to the Government. All repairs shall match similar existing items in all aspects. All replacements shall be in kind.

24. The Contractor shall coordinate with the SABER Project Manager/Inspector, facility security/occupants/users, CCSFS Environmental office, Communications Lead, Security Forces and JBCC Fire Department.

a. To receive direct contacts for any individual or agency the Contractor may request this information from the SABER PM

26. Sanitary Facilities –In accordance with Section 2 of EM 385-1-1, provide, maintain, and make available to all workers provisions for sanitation. Maintain these provisions at all times without nuisance. Upon completion of the work, all sanitary provisions and facilities shall be removed from the premises by the Contractor, leaving the premises clean and free from nuisance.

In accordance with Section 2, Subpart 02.C of EM 385-1-1, provide, maintain, and make available to all workers an adequate supply of potable water for both drinking and personal cleansing. During hot weather, provide cool drinking water.

In accordance with Section 2, Subpart 02.E of EM 385-1-1, provide, maintain, and make available to all workers adequate minimum field-type portable toilets. Portable toilets shall be properly secluded from public observation in such a manner as required or approved by the Contracting Officer. Periodically remove waste to a commercial facility that accepts sanitary sewage. Include provisions for pest control and elimination of odors. Any penalties and/or fines associated with improper discharge of wastewater shall be the responsibility of the Contractor. Government toilet facilities will not be provided.
