1.0 Background
This project site is located on US41, Tamiami Trail, west of North Krome Avenue in Miami Dade County.
The eastern reach of the L29 canal, between spillways S333 and S334, provides an important source of water to Everglades National Park (ENP) and is a significant outlet for Water Conservation Area 3A to the north. The canal provides water to ENP via culverts, a 2.6 mile-long bridge, and a 1.0 mile-long bridge that allow water to flow under the US41 roadway from the canal into ENP. The quantity of flow that can be provided is dependent on the water level in the canal, and the water level in the canal is currently limited because of concerns that water levels approaching 7.0 feet (NAVD88) will compromise the integrity of the road base.
The Florida Department of Transportation has agreed to allow the canal to be operated up to the 7.0 feet NAVD88 limit provided that monitoring is conducted to ensure the integrity of the road base. The purpose of this project is to maintain the existing Automated Data Acquisition System (ADAS) to measure the potential for water to intrude into the road base. The ADAS currently includes six Remote Terminal Units (RTU) and the location for each RTU is shown in Table 1.
An RTU is defined as an electronic unit that has both inputs to read sensors and outputs to control other devices and transmit data. It is a term from the SCADA (Supervisory Control and Data Acquisition) industry. In this context, the RTU is expected to only collect and transmit data as there are no other devices that require control. A site sketch of a typical RTU for this project is shown in Figure 1. Four of the RTUs are located on the north side of US41, and two are located on the south side of US41.
Each RTU must, at a minimum, utilize the following sensors:
1. A Vibrating Wire Piezometer for measuring the water level in the road base. This sensor must be non-vented to the atmosphere and will be buried in an excavation at each RTU site.
2. A soil moisture reflectometer will also be utilized to monitor soil moisture in the road base. This sensor will also be buried in the road base.
3. A bubble level sensor or similar sensor will be used to measure the water level in the L29 canal, for the 4 sites located on the north side of US41 and the marsh water level for the 2 RTU sites on the south side of US41.
4. Data logger, transmitter and accessories (antennae, photo voltaic power supply, etc) as required to achieve the objectives of this scope of work.
In addition, a pressure transducer or barometer will also be needed to correct water level data for atmospheric effects. This device is currently located at CP17-TAMTM-PZ-03N and should be located at one of the RTU sites in the event the current location is removed or becomes otherwise compromised.
The coordinates for each of the RTUs are listed in the table below.

These sites were installed in November 2018, are currently operating, and collected data are available at https://respec.eagle.io/login
2.0 Scope of Work – Planned US41 road construction may disturb the existing ADAS and a reduction in the number of active RTUs should be anticipated.
2.1 Physical Operations – Maintain a minimum of 2 RTU sites through the contract period capable of measuring, logging, and transmitting data from the bubbler level system, the buried vibrating wire piezometer, and soil moisture reflectometer.
2.1.1 Automatically read, log, and transmit instrument data at preset, regular time intervals beginning at the top of each hour. Each piezometer, soil water content reflectometer, and bubbler level sensor shall be read once every 15 minutes.
With respect to the piezometers, both water level and temperature readings shall be obtained.
2.1.2 Provide for reliable communication between each RTU and the master RTU or directly to a centralized, internet accessible database system. The master RTU shall remotely call the transceiver in each of the other RTUs to collect their data every hour, plus monitor its locally wired sensors on the same schedule.
2.1.3 Automatically combine all data collected into a master log and transmit that data to an internet accessible database system that will receive, manage, and post the data to an accessible website. Data transmissions to the database system should be made each hour. For bidding purposes, the Contractor shall include the cost for 1 year’s worth of cell service, data management, and web hosting.

2.1.4 Automatically scan all instruments for threshold exceedance and indicate a warning condition if the water elevation recorded by any piezometer exceeds
+7.24 feet (NAVD88).
2.1.5 Record a barometric reading every 15 minutes, starting at the top of each hour, from a minimum of one of the RTU locations and use these data to correct the unvented pressure readings from the piezometers at all active sites.
2.1.6 Each RTU shall be independently battery powered. The 12V battery selected shall be capable of powering all RTU components for a minimum of 3 days without being recharged by solar power input.
2.1.7 Record local precipitation with a rain gauge if, in coordination with Government authorized personnel, determined to be critical to accurate analysis of roadbed water level conditions.
2.2 Web Hosting – Have a web interface for viewing the collected readings. This website shall be accessible (year-round 24/7) to the Government and others authorized by the Government.
This website shall be password protected with a unique username/password assigned to each user. As a minimum, the piezometer locations shall be shown in plan view with a link on each location for the instrument readings. Additionally, the following plots shall be provided:
2.2.1 A cross-section view with instrument readings indicated on the section (i.e.
piezometer, soil water content, and canal stage)
2.2.2 A time-history plot of each piezometer with the adjacent canal stage.
2.2.3 Provide additional data visualization tools in coordination with Government authorized personnel.
2.3 Maintenance – For the duration of the contract, the Contractor shall be responsible for all costs associated with maintenance of the ADAS. The complete system and all spare equipment shall be turned over to the Government at the end of the contract, and demonstrated to be in good working order.
2.3.1 Provide field-replaceable on-site spares for the ADAS equipment shall be furnished as follows (minimum):
Quantity Description
1 Solar controller module
1 Solar panel
1 Datalogger
1 Spread-spectrum radio
1 Vibrating wire sensor
2 VW piezometer with appropriate cable length
1 Bubbler sensor level
2.3.2 Conduct annual in-person, on-site maintenance of RTUs and associated equipment to ensure continued good working.
2.3.3 Coordinate the relocation, removal, and/or installation of equipment and RTU(s) with Government authorized personnel.
