STATEMENT OF WORK STATEMENT (SOW)
for
Procurement of a Water Tank for Leak Testing UH60M Main Rotor Blades
PART 1
GENERAL INFORMATION
1.0 GENERAL:
1.1 Scope: The Contractor shall provide a water tank to be used by artisans on the production floor to immerse UH60M Main Rotor Blades for Leak Testing after blade repairs are performed. Design and performance specifications for the tooling and all accompanying equipment and accessories shall meet or exceed the requirements outlined in this statement of work (SOW).
1.2 Background: Corpus Christ Army Depot (CCAD) machinists are required to utilize specific tooling as listed in the Sikorsky provided technical data for repairing UH60M Main Rotor Blades. The new tooling is necessary to work blades with PN 70150-09200-041/NSN 1615-01-546-1148.
1.3 Description of Services: The Contractor shall provide the following:
a) Water Tank with following requirements:
Quantity = 1 Dimensions large enough to submerse 292” long blade. Approximate dimensions should be 28’ length, 4.5’ width, and 4’ deep.
Ability to heat water to 130-140°F with controls.
Circulation pump(s) to ensure even heat distribution.
Filtration system to maintain water purification.
Inlet/Outlet plumbing to provide ability to drain and fill water tank.
b) Per Defense Federal Acquisition Regulation Supplement (DFARS) section 211.274-2, the contractor will providing DoD item unique identification.
1.4 Recognized Holidays: The following are recognized US holidays. The Contractor shall not perform services on these days:

1.4.1 Hours of Operation: The Contractor shall provide services between the hours of 0600-1430 Monday thru Friday, except on US Holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. For other than firm fixed price contracts, the Contractor shall not be reimbursed when the Government facility is closed for the above reasons. The Contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this SOW when the Government facility/installation is not closed.
CCAD may schedule a “compressed work schedule” during various times of the year. The Contracting Officer may authorize a “compressed work schedule” for Contractor operations during a planned CCAD “compressed work schedule”. The Contracting Officer will inform the Contractor of any planned CCAD “compressed work schedule” at least 7 calendar days prior to the change via email or memorandum.
1.5.5 Place of Performance: Performance for work under this contract shall be at Machine Shop Section 2, Corpus Christi Army Depot, 308 Crecy St, Building 8.
1.5.6.1 Physical Security: The Contractor shall be responsible for safeguarding all Government equipment, information and property for Contractor use. At the close of each work period, Government facilities, equipment and materials shall be secured.
1.5.7 Conservation of Utilities: The Contractor shall instruct employees in utilities conservation practices. The Contractor shall operate under conditions that preclude the waste of utilities which include turning off the water faucets or valves after using the required amount.
1.5.8 Special Qualifications: NOTE: The Government does not provide training to Contractors. Contractors must ensure that any personnel performing under a contract are fully trained, licensed, certified and qualified for the position in which they will be serving.
1.5.9 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the KO in accordance with the Federal Acquisition Regulations Subpart 42.5. The KO, COR, and other Government Personnel, as appropriate, may meet periodically with the Contractor to review the Contractor’s performance. At these meetings, the KO will apprise the Contractor of how the Government views the Contractor’s performance and the Contractor shall apprise the Government of problems, if any, being experienced.
The Contractor shall resolve outstanding issues raised by the Government. Contractor attendance at these meetings shall be at no additional cost to the Government.
1.5.10 Contracting Officer Representative (COR): The COR will be identified by a separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
PART 2
DEFINITIONS & ACRONYMS
2.0 DEFINITIONS AND ACRONYMS:
2.1 Definitions:
2.1.1 CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or services to the Government. The term used in this contract refers to the prime.
2.1.2 CONTRACTING OFFICER (KO). A person with authority to enter into, administer, and/or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.
2.1.3 CONTRACTING OFFICER’S REPRESENTATIVE (COR). An employee of the U.S. Government designated by the KO to monitor Contractor performance. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4 DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the
SOW.
2.1.5 DELIVERABLE. Anything that can be physically delivered and includes non-manufactured items such as meeting minutes or reports.
2.1.6 KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process that may be required to be used in the performance of a contract by the Key Personnel listed in the SOW. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.7 PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
2.1.8 QUALITY ASSURANCE. The Government procedures to verify that services being performed by the Contractor are performed according to the acceptable standards.
2.1.10 QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.12 WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.13 WORK WEEK. Monday through Friday, unless specified otherwise.
