VIPER Mass Properties Measurement Services Statement of Work

The National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC) is seeking mass properties measurement services of the VIPER Surface Segment, to be performed sometime during the last quarter of calendar year 2022. Vendors are requested to provide a Quote with the understanding that the final reference data will be provided after the Critical Design Review (September 2021). VIPER is a robotic mission that will be launched to the Moon in 2023.

The Contractor shall measure mass properties of the VIPER Surface Segment and Rover Release Mechanism, as specified in the Government Furnished Data:

• The Contractor shall perform on-site mass property measurement at the NASA Johnson Space Center, Houston, TX, currently schedule to be performed in the last quarter of calendar year 2022.

o Exact dates and duration will be determined after contract award.

• The Contractor shall provide measurement systems, fixturing, support equipment, and personnel to measure weight, 3-axis center-of-gravity and 3-axis moments-of-inertia of the integrated Surface Segment and Rover Release Mechanism.

o Mass measurement accuracy shall be +/- 0.2% o Center of Gravity measurement accuracy shall be +/- 0.25 inches o Moment of Intertia measurement accuracy shall be +/- 1.5%

• The Contractor shall perform mass properties measurement operations that are compliant with the design and constraints specified in VIPER Surface Segment & Rover Release Mechanism Reference Data (Attachment A)

• The Contractor shall perform the on-site property measurement in accordance with the VIPER-SIT-PLN-007 VIPER SI&T Local Contamination Control Plan (Attachment B).

• The Contractor shall provide mass properites measurements that are certified traceable to National Institute of Standards and Technology (NIST)

• The Contractor shall conduct meetings with NASA to discuss the measurement methods, fixture design and fabrication, contamination control, support requirements, scheduling, logistics, and other relevant information required to successfully complete the mass properties measurement.

• The Contractor shall specify support accommodations that are required to be provided by NASA in order to perform the mass property measurements, such as:

o Logistics support o Installation o Foundation requirements o Electrical requirements o Pneumatic requirements o Lifting Equipment o Tools and Equipment

• The Contractor shall provide a schedule for conducting all activities associated with the planning, delivery, set-up, execution, tear-down, and return of all equipment required to perform the mass properties measurement.

EAR ECCN 99 This document contains information within the purview of the Export Administration Regulations (EAR), 15 CFR §730-774, and is export-controlled (see Cover Page)

Government Furnished Data

The following Reference Data provides the design information for the Surface Segment/Rover Release Mechanism. The Contractor should provide a Quote with the understanding that the final Reference Data, will be provided after award.

• Attachment A: VIPER Surface Segment & Rover Release Mechanism Reference Data

• Attachment B: VIPER-SIT-PLN-007 VIPER SI&T Local Contamination Control Plan

Government Provided On-Site Provisions

NASA Johnson Space Center will provide personnel and operate equipment, as required, to enable attaching and detaching the Surface Segment/Rover Release Mechanism to the Contractor provided fixtures and mass properties measurement equipment, for example:

• Lifting devices (forklift, overhead crane)

• 4-point lift fixture

NASA Johnson Space Center will make available space in a Controlled Work Area that is in compliance with the VIPER-SIT-PLN-007 VIPER SI&T Local Contamination Control Plan (Attachment B) to the Contractor for set-up and performing the mass properties measurements.

NASA Johnson Space Center will make available typical hand tools and electrical tools, nominally found in a shop. Specific Contractor needs will be discussed with NASA, as required.

Delivery Schedule

• The Contractor shall deliver the final mass properties data within 30 days completing the measurement.
