About this file

This is a Statement of Work for NASA's Armstrong Flight Research Center (AFRC) to procure aviation navigation and operational support services for the Boeing 737-700 BBJ1 aircraft (Tail N837NA).

The SOW identifies Jeppesen as the sole source capable of providing two essential services: (1) GE FMS NavData—an annual subscription delivering 13 AIRAC cycles of worldwide navigation data for the aircraft's GE Flight Management System, tailored to BBJ Tail # N712JM, and (2) Jeppesen Airport Data for Boeing OPT—annual access to comprehensive airport, runway, terrain, and obstacle data supporting Boeing's Operational Performance Tool for flight planning and performance calculations. The document emphasizes that Jeppesen holds exclusive proprietary rights to both datasets and represents the only FAA/EASA-accepted, OEM-compatible source capable of ensuring regulatory-compliant navigation and airworthiness certification for the aircraft. Services will be performed at NASA with a period of performance from October 1, 2026 to October 30, 2027. Delivery is planned within 7 days following execution of agreements and issuance of a purchase order, per the vendor's quotation.

STATEMENT OF WORK

1. Objective/Requirements

Jeppesen is the only responsible source capable of providing the GE FMS Worldwide

NavData and Jeppesen Airport Data for Boeing OPT required to operate and maintain

NASA AFRC’s Boeing 737-700 BBJ1, Tail N837NA. The navigation data and airport performance datasets used by the aircraft’s GE Flight Management System (FMS) are proprietary, highly specialized, and produced exclusively by Jeppesen. Jeppesen NavData is globally recognized as the sole OEM-compatible, FAA/EASA-accepted source for

GE-formatted FMS navigation databases, built from Jeppesen’s certified, continuously updated aeronautical information system. No alternative provider has the legal rights, data production infrastructure, or technical compatibility to generate the datasets required for the GE FMS used on N837NA.

Similarly, the Jeppesen Airport Data required for Boeing’s Onboard Performance Tool

(OPT) is a proprietary Jeppesen product designed specifically to meet Boeing’s performance-computation requirements. Jeppesen maintains the only legally authorized and technically correct database for OPT, incorporating global airport, runway, terrain, and obstacle data validated for Boeing operations. This dataset is not available from any third party, and Jeppesen is the only source able to ensure regulatory-compliant, aircraft-specific performance calculations for N837NA

Because Jeppesen holds exclusive proprietary rights to the GE FMS NavData and Boeing

OPT Airport Data, and because these datasets are essential for compliant navigation, airworthiness, and mission readiness of AFRC’s Boeing 737-700 BBJ1 (N837NA), Jeppesen is the only responsible source capable of meeting the Agency’s needs. Any attempt to obtain these services from another provider would result in incompatible or uncertified data, violation of proprietary restrictions, and inability to support required operational and safety standards.

2. Characteristics, Scope, and Specs

To meet the AFRC’s 737 YFT project’s needs, the required supplies and services consist of Jeppesen ForeFlight-proprietary digital navigation and operational support, specifically:

• GE FMS NavData: Annual subscription providing 13 AIRAC cycles (28-day updates) of worldwide navigation data for the GE Flight Management System, tailored to

BBJ Tail # N712JM. This ensures up-to-date, compliant navigation capability for flight operations.

• Jeppesen Airport Data for Boeing OPT: Annual access to comprehensive airport data, supporting Boeing’s Operational Performance Tool (OPT) for flight planning, performance calculations, and operational readiness.

These services are essential for maintaining compliant flight operations, airworthiness certification, and mission readiness for AFRC’s 737-700 BBJ1. Delivery of services is planned within 7 days after execution of agreements and issuance of a purchase order, per the vendor’s quotation.

3. Place of Performance
