Sachuest Point NWR, Rhode Island
Landfill Berm Rehabilitation
Statement Of Work
1.0 Introduction and Overview
Sachuest Point National Wildlife Refuge requires a rehabilitation of an old, unconsolidated berm used to control water release from an existing shallow, seasonal pond at the Sachuest Point
Landfill, Middletown, Newport County Rhode Island. The required scope of work is described below.
The berm allows capture of seasonal runoff to provide a small ponded area. It’s unconsolidated material is leaking water, preventing holding of water in the pond later into the spring and early summer. This project includes mowing of vegetation at the site, removal of unconsolidated material to stockpile area located within 300 feet of the berm; replacement of the material with clean materials suitable to function as a water-holding berm, compacted, and with placement of trap rock in newly created spillway. The top elevation of the berm will be matched to elevations of a wellhead located 35 feet from berm. All disturbed sites to be hydro-seeded. This project is part of the remediation work at the Sachuest Point Landfill.
1.1 Scope of Work
The Contractor shall:
Visit the site of the work, discuss the project with Refuge personnel, assess the situation, and provide a design for the proposed work;
Shall perform the work using the design approved by Refuge personnel within the project timeframe.
Shall submit a final as-built design of the rehabilitated berm.
1.2 Period of Performance
The work shall be completed in 365 days.
2.0 Project Requirements
A. The design must be provided to refuge personnel within six months of the contract origin, and be approved by refuge personnel prior to beginning construction activities.
The maximum berm height shall match the elevation of a concrete wellhead located within 50 feet of the project.
The overflow relief channel located on the top of the dike shall match an elevation of 0.5 feet below the height of the wellhead; be lined with traprock, be 35 feet in length, and include traprock-lined overflow channels on each side of the berm from top of overflow channel to toe of berm.
The overflow relief channel on top of the berm shall have no more than a 4:1 slope where the elevation of the overflow channel meets the higher elevation of the berm.
Based on review of the design submittal, some of these parameters may change.
The berm design shall also include the compaction requirements per American Society for Testing and Materials (ASTM) D1557 standards.
Provide all the erosion control measures to be used during construction activities.
B. Health and Safety.
The Contractor shall be responsible for strict compliance with all provisions of Occupational
Safety and Health Administration (OSHA) requirements 29 CFR 1910 and 29CFR 1926 during the performance of the work.
C. Materials
1. A description of materials proposed for use provided to the Government for approval when the proposed design is submitted for approval.
2. All materials shall be of a native material capable of holding seasonal runoff above the berm while allowing for overflow of water, which will result in minimal erosion of the new berm. Al materials will be compacted.
3. Materials to be excavated and unused during rehabilitation shall be placed in the stockpile area, graded to slope no greater than 3:1, and hydro-seeded with wild rye (Elymus glabriflorus, or otherwise as approved by refuge personnel).
D. Site Access.
1. Access to the site is from Sachuest Point Road, through a small gate and across an 800 foot administrative road constructed of native materials. The gate must remain closed when not in use.
2. Temporary storage of equipment will be allowed in the material stockpile area. All equipment must be removed from the site prior to completion of contract work.
3. No equipment or vehicles are allowed on the landfill cap, located just north easterly of the access road.
E. End Results/Deliverables
1. Provide and install all materials required to perform the work according to the approved design, so that the berm is functional and materials excavated have been placed in the storage area to contract standards.
2. Upon completion of the project, all work areas shall be free from equipment rubbish and debris.
3. Provide final As-Built electronic drawings to the Service showing location and elevations of the berm.
4. All disturbed sites must be hydro-seeded with wild rye (Elymus glabriflorus, or otherwise as approved by refuge personnel).
