About this file
This is a Statement of Work (SOW) for the procurement of a complete Evident OmniScan X4 phased array ultrasonic testing system by NASA Armstrong Flight Research Center in Edwards, California. The system is required to support nondestructive inspection of aircraft, aircraft components, research hardware, weldments, composite structures, bonded assemblies, and related aerospace structures in accordance with applicable Government, NASA, and Department of Defense nondestructive inspection procedures. The OmniScan X4 platform has been selected to maintain standardization with existing Evident/Olympus-based inspection workflows, procedures, and accessories; use of an alternate manufacturer or platform would require redevelopment and revalidation of inspection techniques, resulting in added technical risk, cost, and schedule impact.
The deliverables consist of one complete Evident OmniScan X4 16:128PR phased array instrument (Part No. OMNIX4-PATFM16128PR-U) with 16 pulsers and 128 receivers, 32-element TFM capability, and accompanying software; two lithium-ion batteries with external power supply and charger; protective transport case; multiple phased array probes (RollerFORM wheel probe, 5L64 standard probe, 7.5L16 standard probe, and 10L16 standard probe) with associated wedges and cables; one ENC2 wire encoder with universal holder kit; and applicable warranty documentation and software licenses, all specified in Evident Quotation Q-00238118-V3. The system must provide conventional ultrasonic testing, phased array ultrasonic testing, time-of-flight diffraction, total focusing method, phase coherence imaging, and plane wave imaging capabilities with electronic beam steering, encoded inspection capability using two-axis encoder interface, onboard scan planning and analysis functions, and portable operation with touchscreen display. All components must be new OEM Evident equipment or OEM-approved accessories. Delivery shall be coordinated with the Government point of contact to NASA Armstrong Flight Research Center in Edwards, California, with the period of performance beginning on the date of award and continuing through final delivery and Government acceptance. Government acceptance will occur after verification of delivered quantities, model and part numbers, software licenses, calibration documentation, warranty documentation, and basic system condition, which may include functional testing.

STATEMENT OF WORK
Evident OmniScan X4 Phased Array Ultrasonic Testing System
1. Objective/Requirements
NASA Armstrong Flight Research Center requires an Evident OmniScan X4 phased array ultrasonic testing system to support nondestructive inspection of aircraft, aircraft components, research hardware, weldments, composite structures, bonded assemblies, and related aerospace structures. The system is required to support conventional ultrasonic testing, phased array ultrasonic testing, encoded data acquisition, advanced ultrasonic imaging, image review, flaw characterization, and inspection documentation in accordance with applicable Government, NASA, and Department of Defense nondestructive inspection procedures.
The OmniScan X4 system is required to maintain standardization with Evident/Olympus-based phased array inspection workflows and with inspection procedures, setup files, probes, wedges, scanners, encoder interfaces, calibration methods, analysis software, and training that rely on the Evident inspection platform. The flaw detector, probes, wedges, scanners, cables, software, calibration process, data files, and analysis workflow function together as a controlled inspection system. Use of a different manufacturer or platform could require redevelopment and revalidation of inspection techniques, replacement or adaptation of compatible accessories, additional personnel training, and verification of data and reporting workflows, resulting in added technical risk, cost, and schedule impact.
2. Characteristics, Scope, and Specifications
The contractor shall provide one complete Evident OmniScan X4 phased array ultrasonic testing system and associated accessories. The exact pulser/receiver channel configuration, probes, wedges, scanners, software, accessories, and manufacturer part numbers shall be those identified in the accepted quotation. The system shall include the following items:
One Evident OmniScan X4 phased array flaw detector in the channel configuration identified in the accepted quotation.
Two hot-swappable lithium-ion batteries, external power supply/charger, power cords, and required operating cables.
One protective transport case and the standard accessories required for field and laboratory operation.
Phased array probes, conventional ultrasonic probes, wedges, probe cables, adapters, scanners, and encoder accessories identified in the accepted quotation.
Evident software licenses and applications required for instrument setup, data acquisition, data review, analysis, reporting, and file transfer, as identified in the accepted quotation.
Manufacturer calibration documentation, operating manuals, setup documentation, warranty documentation, and applicable software or firmware updates available at delivery.
At a minimum, the OmniScan X4 system shall provide the following capabilities:
Conventional ultrasonic testing (UT), phased array ultrasonic testing (PAUT), time-of-flight diffraction (TOFD), total focusing method (TFM), phase coherence imaging (PCI), and plane wave imaging (PWI).
Electronic beam steering and focusing using linear, sectorial, and compound phased array scan configurations.
Encoded inspection capability using a two-axis encoder interface for manual, semiautomated, or automated scanning.
Onboard scan planning, calibration, acquisition, analysis, data storage, data export, and inspection reporting functions.
Portable operation with a touchscreen display, internal solid-state data storage, external data-transfer capability, and field-replaceable batteries.
Compatibility with the Evident probes, wedges, scanners, cables, software, and data-analysis workflow included in the accepted quotation.
All components shall be new OEM Evident equipment or OEM-approved accessories and shall be mutually compatible as a complete phased array ultrasonic inspection system. Substitution of another manufacturer, alternate platform, or alternate model is not acceptable unless specifically approved by the Government.
