About this file
This is an Overhaul Description specification for the 175' WLM Z-drive Clutch Assembly, issued by the U.S. Coast Guard Surface Forces Logistic Center (SFLC) in Baltimore, MD. The specification establishes comprehensive requirements for receiving, disassembling, inspecting, overhauling, assembling, testing, preserving, and packaging the clutch assembly identified by National Stock Number 2520-20-007-4630, Part Number C680912-980CR. The contractor must restore the clutch assembly to like-new operating and performance characteristics and provide all necessary labor, equipment, special tools, and materials. Key requirements include submitting a detailed receiving/disassembly inspection report for Contracting Officer approval that documents the assembly's condition, identifies all required replacement parts with individual pricing, calculates labor hours by type, and recommends applicable OEM service bulletins before proceeding with overhaul work.
The contractor must maintain compliance with applicable government documents including QPL 15074-37 for corrosion preventive materials and COAST GUARD SPECIFICATION 4330-D-000-100 Rev E for bar coding. Quality assurance requirements mandate an ANSI/NCSL Z540-1 compliant calibration program traceable to NIST, with equipment calibrated yearly at minimum. Preservation and packaging specifications require cleaning, fingerprint/perspiration removal, sealing in greaseproof plastic bags with desiccant packs and humidity indicators, and placement in fully enclosed wooden boxes constructed of exterior grade plywood with removable lids. Packaging must include specific markings in the upper left-hand corner identifying stock number, item name, part number, serial number, purchase order number, shipping weight, and condition code. Bar code labels conforming to Coast Guard Specification 4330-D-000-100 Rev E (Type V, Grade A, Style 2) must encode stock number and purchase order number. The warranty is a Standard Manufacturer's Warranty with a 90-day defect guarantee following installation for up to two years after government acceptance at destination.
