About this file
This Statement of Work outlines the procurement of two National Instruments Data Acquisition systems for the Air Force Institute of Technology (AFIT/ENY) at Wright-Patterson Air Force Base, Ohio, dated 5 February 2026.
The requirement specifies a complete NI LabView-controlled DAQ system consisting of eleven specific components: a PXIe-1088 9-slot 3U PXI Express Chassis, PXIe-6509 digital I/O module, PXIe-8862 controller with Windows 11 IOT LTSC 24H2 64-bit operating system, NI PXIe-6361 X Series DAQ, two PXIe-4331 bridge analog input modules, PXIe-4353 thermocouple input module, NI TB-4353 isothermal terminal block, SCB-100A connector block, cable assembly, power cord, and three years of warranty on all parts. All products must be domestic or qualifying country end products per DFARS 252.225-7001 Buy American requirements. The contractor must deliver the complete system to Air Force Institute of Technology/ENY at WPAFB (DODAAC: F4F5AV) no later than 60 days after contract award, with payment on a 100% basis upon completion of all requirements via Wide Area Work Flow (WAWF). The delivery procedures section specifies that commercial vehicles larger than a pickup truck must be inspected at the Wright-Patterson Commercial Vehicle Delivery Gate (CVDG) at Gate 16A, with provisions for exemptions, resealing procedures for multi-location deliveries, and escort requirements for contractors without proper security clearances.

STATEMENT OF WORK
FOR
2 NI DAQ SYSTEM
5 Feb 2026
BACKGROUND: AFIT/ENY is currently operating 2 aging NI Data Acquisition Units, DAQ, that were purchased for the purpose of capturing data, and controlling two supersonic wind tunnels. ENY is moving the tunnels into hypersonic conditions and require updated NI DAQ’s. AFIT has invested hundreds of engineering hours developing processes in the NI software platforms, as well as integrating existing sensors, control components and transducers. Due to short timing opportunity of the replacement units, NI being the industry standard COTS DAQ units, NI LabView controlled DAQ should be the only DAQ units considered.
I. MINIMUM TECHNICAL REQUIREMENTS:
The systems shall meet the following characteristics:
1. PXIe-1088 9-Slot 3U PXI Express Chassis
2. PXIE-6509, 96-CH 5V/TTL/CMOS (24MA) DIGITAL I/O MODULE
3. PXIe-8862, 2.6 GHz 8-Core i7 Controller with Removable Drive, Windows 11 IOT
LTSC 24H2 64-bit
4. NI PXIe-6361, X Series DAQ (16 AI, 24 DIO, 2 AO)
5. 2 each, PXIe-4331 8-Ch Bridge Analog Input, 102.4kS/s
6. PXIe-4353 32-Ch Thermocouple Input
7. NI TB-4353 Isothermal Terminal Block for PXIe-4353
8. SCB-100A Noise Rejecting, Shielded I/O Connector Block
9. Cable Assy, Type SH100-100-Flex, 1 m
10. Power Cord, AC, U.S., 125VAC, 15A
11. 3 years of warranty on all parts
II. QUALIFYING COUNTRY PRODUCTS: All products proposed/delivered to satisfy these requirements shall be either domestic or qualifying country end products in accordance with DFARS 252.225-7001. Buy American and Balance of Payments Program.
III. DELIVERY: The contractor shall deliver a complete system to the following address:
SHIP TO DODAAC:F4F5AV
POC: Jamie Smith Air Force Institute of Technology/ENY 2950 Hobson Way
WPAFB, OH 45433
Phone number 937-656-6096 Email address: Jamie.Smith.1@us.af.mil ranell.easterday@us.af.mil
IV. LEAD TIME: The contractor shall deliver a complete system no later than 60 days after award of contract.
V. WARRANTY: 3 years
VI. DELIVERY PROCEDURES COMMERCIAL VEHICLES: All vehicles larger than a large pick‐up truck is required to be inspected by the Wright‐ Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.
7.1 Vehicles to be inspected include, but are not limited to, the following:
7.1.1 Step van/panel truck
7.1.2 Tractor/trailer, box, and flatbed containing cargo
7.1.3 Tanker trucks
7.1.4 Box Trucks
7.1.5 Tour buses
7.1.6 Garbage/recycled waste trucks
7.1.7 Concrete trucks/mixers, dump trucks
7.1.8 Cranes, recreational vehicles, petroleum tanker
7.2 This inspection will be conducted at Gate 16A located off State Route 444. The following are exceptions to vehicles utilizing the CVDG:
7.2.1 If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the
CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B.
If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
7.2.2 If a delivery vehicle must exit, and then re‐enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre‐clearance form. The driver shall present the pre‐clearance form to the entry controller at the next point of installation entry. This reentry can be at any base gate.
7.2.3 Wright Patterson Integrated Defense Plan, paragraph 3.10.12.9.2. All irregular deliveries will be sent to the CVDG for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed on WPAFB unless escorted by the receiving agency. This will take place after the individual(s) are issued a pre‐ clearance form at the CVDG. After successful completion of the vehicle inspection, the receiving agency will escort the individual to and from their destination on WPAFB. An inspector at the CVDG will contact the receiving.
agency, informing them to send an escort to the CVDG. Escorts will remain with the vehicle at all times while it is on WPAFB.
7.3 Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
7.4 Payment: 100% payment upon completion of all requirements specified in this Statement of Work. Invoices shall be submitted and paid through Wide Area Work Flow (https://wawf.eb.mil)
