About this file

This is a Statement of Work (SOW) for Exercise Drone Support issued by the 23d Wing (23d WG). The 23d WG seeks contractor services to operate fixed-wing, multi-drone systems in support of a 300-level Wing Training Exercise scheduled for mid-April off the coast of Southeast Georgia over designated Military Operating Areas (MOAs). The primary training objective is to provide low and slow fixed-wing Unmanned Aircraft System (UAS) threat detection and targeting capabilities, with drones operating as red forces in dry, non-kinetic operations over open water.

The contractor must provide up to two Group 3 UASs already owned by the contractor (not newly procured) and all associated equipment for maintenance and operation. Specific contractor responsibilities include conducting full-spectrum drone operations including launch and recovery coordination, participating in mission planning with affiliated Mission Generation Force Elements (MGFEs), operating in designated airspaces while emulating adversary unmanned aircraft systems, and maintaining continuous communication with a designated planning cell point of contact. Flying operations will occur for two hours each day during mid-April in alignment with MGFE flying operations. The contractor must comply with 14 CFR Part 107 and 49 U.S.C. § 44807, including submitting any required FAA waivers or exemptions no later than March 15 to obtain approval prior to exercise operations. Points of contact are Captain Ryan Lowery (Primary) and Captain Marcel Alves (Alternate), both from 23d WG A-Staff.
