About this file

This document is a Requirements Statement for a Navy Operations & Maintenance contract for SeaSpace TeraScan Software Maintenance Subscription Renewal. The Fleet Numerical Meteorology and Oceanography Center (FNMOC) requires the renewal of TeraScan software licenses to support the Navy's Environmental Satellite Receiver Program (ESRP), enabling the ingestion, processing, and display of meteorological satellite data from polar and geostationary assets. The contract covers six line items across multiple cluster domains, including TeraScan and GRB missions on high-performance computing systems.

The contract period runs from December 1, 2025, through November 30, 2026. The technical point of contact is James A. Vermeulen (831-657-1493), and the requirements liaison is Julie Owen (831-657-1427). The requirement is specific to FNMOC in Monterey, CA, and emphasizes that these are exclusive licenses with no comparable commercial alternatives. The software is critical to FNMOC's mission of collecting, interpreting, and applying global atmospheric and oceanographic data in support of strategic and tactical warfare and peacekeeping initiatives.

OPERATIONS & MAINTENANCE, NAVY

REQUIRMENTS STATEMENT

Title: SeaSpace TeraScan Software Maintenance Subscription Renewal

1.0 BACKGROUND:

The Fleet Numerical Meteorology and Oceanography Center (FNMOC), under the direction of the Commander, Naval Meteorology and Oceanography Command (METOC), has the mission to collect, interpret, and apply global atmospheric and oceanographic data and information in support of strategic and tactical warfare and peace-keeping initiatives. Located in Monterey, CA, FNMOC runs regularly scheduled numerical predictions of the global atmosphere. FNMOC consists of supercomputer systems that run the numerical atmospheric/oceanographic models and other systems, including clusters, which provide data communications, pre- and post- processing, derived applications, and web services. METOC products are then distributed either directly to customers, including active warfighters, or to regional centers and made available to Department of Defense (DOD) activities worldwide.

FNMOC operates a sophisticated suite of numerical environmental models and customer product applications that exploit all levels of High-Performance Computing (HPC). The systems that comprise FNMOC's computing suite are called the Primary Oceanographic Prediction System- Meteorology (POPS-Met). FNMOC processes the world's most complete database of oceanographic and atmospheric observations assimilated several times daily into global and regional METOC models.

Fleet Numerical Meteorology and Oceanography Command (FNMOC) requires Terascan software licenses to support the Navy's Environmental Satellite Receiver Program (ESRP). These licenses provides the Navy the ability to ingest, process, and display meteorological satellite data from polar and geostationary assets. FNMOC provides products using these exclusive licenses and there is no other product on the commercial market that can be used.

2.0 OBJECTIVE/SCOPE:

2.1 The Contractor shall provide renewal of the base license and support for Terascan software license for twelve (12) consecutive months of software installed on high-performance computers located at Fleet Numerical Meteorology and Oceanography Center (FNMOC), 7 Grace Hopper Avenue, Stop 1, Monterey, CA 93943-5501. The POP for this requirement is 12/01/2025 – 11/30/2026.
