About this file

This Statement of Work (SOW) details a contract for modifying the bypass weir at Jones Hole National Fish Hatchery to prevent New Zealand Mud Snail invasion. The primary scope includes demolishing two existing steel-plated weirs, removing accumulated sediment, and extending the weir height by 5 feet using reinforced concrete with six 18-inch steel pipes. The contractor must cover both upstream and downstream weirs with 18-gauge copper sheeting, as New Zealand Mud Snails cannot tolerate copper beyond 3 feet.

The project site is located at 24400 E Jones Hole, Hatchery Rd, Vernal, UT 84078. The contractor will manage water flow diversion, with current water flow estimated at 15,000 gallons per minute upstream and 1,000 gallons per minute in the raceway bypass vault. The project must be completed within 60 calendar days of the Notice to Proceed, with typical working hours from 7:30 am to 4:00 pm Monday through Friday. The contractor can use electricity, water, and sewer at the facilities, and no engineering stamp or inspection is required for the concrete work.

STATEMENT OF WORK

TO

25-F01 MODIFY THE BYPASS WEIR FOR NEW ZEALAND MUD SNAIL PREVENTION

AT

JONES HOLE NATIONAL FISH HATCHERY

I. GENERAL WORK

A. The general requirements to complete in this contract are, additional details are located below:

1. Contractor shall demolish two current steel plated weirs and remove sediment that has accumulated behind said weirs.

2. Contractor shall extend the weir from its current height to an additional 3 feet with six 12-inch copper lined, interior, and plated, exterior, pipe that extends 3 feet downstream from the weir.

3. Contractor shall cover the weir, current and new, with copper sheeting.

a. New Zealand Mud Snails can only tolerate copper to a maximum of 3 feet copper sheeting.

B. Contractor is responsible for temporarily stopping water flow up stream from the work and bypassing the water past the work to the stream.

1. Current water flow is approximately 15,000 gallons per minute.

2. Sediment at the weir is approximately 150 feet upstream of the northern weir and approximately 200 feet from the opening to the downstream creek.

3. Method of stopping water flow and diversion will be determined by the contractor.

C. Contractor is responsible for pumping water from the raceway bypass vault.

1. The flow in the vault is approximately 1000 gallons per minute.

2. Downstream flow will be blocked by inserting a plug provided by Jones Hole

National Fish Hatchery.

3. The bypass vault is approximately 250 gallons per minute from the opening to the downstream creek.

D. Contractor shall demolish two current steel plated weirs and remove sediment that has accumulated behind said weirs.

1. The upstream weir (See Figure A) is approximately 0.5 inch thick x 4 feet height x 8 foot width steel plate and is currently bowing due to the force of sediment and water flow against it.

a. There is approximately 120 cubic yards of sediment pressing against the weir.

b. The weir needs to be demolished and the sediment removed and disposed of in a lawful dumping site.

2. The downstream weir (See Figure B) is approximately 0.5 inch thick x 4 feet height x 18 foot width steel plate.

a. There is approximately 50 cubic yards of sediment pressing against the weir.

b. The weir needs to be demolished and the sediment removed, and disposed of to designated location on the hatchery grounds.

E. Contractor shall extend the weir from its current height of approximately 3 feet to an additional 5 feet with six 18-inch x 3-foot copper lined pipe.

1. The downstream weir is approximately 4 feet high x 18 feet long x 8 inches wide with a slop that is approximately 3 feet high x 18 feet long x 7 feet wide and a slope of approximately 30 degrees (See Figure B).

2. Contractor shall extend the concrete weir by 5 feet, matching both the length and width of the current weir, with reinforced concrete.

a. The finish product will have the durability to withstand occasional high velocity flow events with debris: trees, rocks, etc.

b. OPTION A: Extend the current weir by either pre-cast wall or cast-in-place.

c. OPTION B: Demolish the current weir and construct wall to be 9 feet above the floor of the channel.

3. The concrete weir shall be anchored into the walls of the bypass channel.

4. The weir will have six 18-inch x 3-foot copper lined pipe evenly spaced into the concrete weir that will allow for normal water flow (see Figures B and C).

5. Contractor shall cover the weir, both upstream and downstream, with 18-gauge

(40 mil) copper sheeting.

6. The contractor shall provide all materials, equipment and labor required to make the improvements to the current weir structure.

7. Typical working hours are 7:30 am to 4:00 pm Monday through Friday. Any work that deviates from this schedule or during a holiday requires Contracting Officer Representative approval. These times can be negotiable during the pre-construction meeting.

Jones Hole NFH Rehabilitate the Weir at the Bypass Channel

Solicitation # 140FGA25Q0066 Questions and Answers

1. Section I.1) Says, from current height to an addition extension of 3’. Section E) Says, from current heights of 3’ to an additional 5’. Also, between the two sections, it says 12” copper lined piping and 18” copper lined piping. If we can please choose between either size and have it amended, that will help with finishing the bid and avoid any issues at the end?

Response: The weir extension is to be 5 feet from the existing weir. The pipes are to be steel 18".

2. Will this concrete work need to be engineered and stamped or inspected in any way? If so, does it need to be a specific entity that does it when working with Government properties? If not, great. We just need to know either way.

Response: No, it is not required.
