Tonto South Zone Portable Toilets Statement of Work (SOW)
SECTION 1
GENERAL
1.1.1 SCOPE OF WORK. This project is for the use and maintenance of 39 portable restrooms in the Cave Creek Ranger District and Mesa Ranger District. The restrooms would be located at Bartlett Lake & Needle Rock Recreation Areas, St. Clair OHV Permit Zone, Desert Vista OHV Permit Zone, The Rolls OHV Permit Zone, and Bulldog Canyon OHV Permit Zone. All recreation sites are located between 45 to 50 miles from Phoenix.
1.1.1 LOCATIONS.
The portable restrooms will be located within recreation sites at Bartlett Lake & Needle Rock Recreation Areas, St. Clair OHV Permit Zone, Desert Vista OHV Permit Zone, The Rolls OHV Permit Zone, and Bulldog Canyon OHV Permit Zone on the Tonto National Forest. All areas will have units serviced year-round. All of these sites are located within Maricopa County, Arizona. See attached maps.
Year-Round:
Needle Rock Beach Recreation Site (5 Units): Located approximately 20 miles from the AZ Loop 101 and 3 miles from the intersection of FR20 & Rio Verde Dr., this site is a river-access point and dirt parking area. The 5 units should be placed within this site near the trash dumpsters directly across from the Forest Road 20/Needle Rock Road entrance. (See Map)
Box Bar Recreation Site (3 Units): ): Located approximately 20 miles from the AZ Loop 101 and 1 mile from the intersection of FR20 & Rio Verde Dr., this is another river-access, dirt parking lot. The 3 units should be located on left hand side of the entrance as you enter the area. (See Map)
Bartlett Flats Recreation Site (8 Units): Located approximately 3.5 miles from the intersection of Bartlett Dam Rd. & FR459 and one half mile from the end of Forest Road 459 & Yellow Cliffs recreation site. 4 units are placed near the existing vault toilet building. 2 units placed near the trash dumpsters along the entrance road, an additional 2 units are placed along the loop of dispersed camping sites. SB Cove Recreation Area (3 Units): Located approximately 3.5 miles from the intersection of Bartlett Dam Rd. & FR459 and one quarter mile from the end of Forest Road 459. 3 units placed near the trash dumpsters that are directly across from where the road changes from pavement to dirt. (See Map)
Year-Round (OHV):
Kentuck Staging Area (2 Units): Located approximately 2 miles from the intersection of Bartlett Dam Rd & Horseshoe Dam Rd (FR205). 2 units placed near the information kiosk within the staging area, approx. 500 feet from the entrance. (See Map)
Indian Spring Staging Area (2 Units): Located 9 miles east on Bartlett Dam Rd. 2 units placed along North side of vegetation within the staging area, approx. 500 feet from the entrance. (See Map)
Westland (2 Units): Approximately 3.5 miles from the intersection of 144th St & Rio Verde Dr., take FR 2123 entrance road for an additional 1 mile to access this dirt parking area. The 2 units should be placed within this parking area in the far corner directly across from the Forest Road 2123. (See Map)
Ranch Rd. Staging Area (2 Units): Approximately 2.5 miles from the intersection of 144th St & Rio Verde Dr., take the staging area entrance road for an additional .5 miles to access this dirt parking area. The 2 units should be placed within this parking area in the far Southeast corner. (See Map)
MT-2118 (2 Units): Located approximately 20 miles from the AZ Loop 101 and 2 miles from the intersection of FR20 & Rio Verde Dr., this site is adjacent to a dirt road. The 2 units should be located on right hand side of the road as you enter the area. (See Map)
Four Peaks Staging Area (2 Units): Located approximately 25 miles from the AZ Loop 202, this site is a dirt parking area 1 mile East on FR143. The 2 units should be placed within this site in the Southeast corner. (See Map)
Cottonwood Staging Area (2 Units): Located approximately 25 miles from the AZ Loop 202, this site is a dirt parking area 2 miles East on FR143. The 2 units should be placed within this site in the Southwest corner. (See Map)
Blue Point (2 Units): Located approximately 9.5 miles from the AZ Loop 202, this site is a dirt parking area along Bush Hwy. The 2 units should be placed within this site in the Southwest corner. (See Map)
Usery (2 Units): ): Located approximately 6 miles from the AZ Loop 202, this site is a dirt parking area along Usery Pass Rd. The 2 units should be placed within this site in the Northeast corner. (See Map)
Dutchman Staging Area (2 Units): Located approximately 11 miles from the AZ Loop 202, this site is a dirt parking area along Hwy 88. The 2 units should be placed within this site in the Northwest corner. (See Map)
1.1.2 ACCESSIBILITY
a) The Cave Creek Ranger District Office can be accessed via the 101 North to Pima Road, then east on Cave Creek Road to the Bartlett Lake turn-off. To reach Bartlett Lake, continue east on Bartlett Dam Road, which terminates at the recreation area. To reach Needle Rock & Box Bar, travel east on Rio Verde Dr. from Pima Rd. for approximately 14 miles, turning north onto FR 20.
b) The Mesa Ranger District Office can be accessed via the 202 East to South Higley
Road, then a short distance West on Ingram St. To reach Four Peaks and Cottonwood Staging Areas, continue North on Hwy 87 from 202 East. To Reach Blue Point, head North on Bush Hwy from 202 East. To Reach Usery, head East on Mckellips Rd from 202 East then North on Usery Pass Rd. To reach Dutchman Staging Area, head east on Apache Trail from 202 East and continue onto Hwy 88.
1.1.3 OBJECTIVES
a) Portable Toilets: 39 Standard single person non-ADA units.
b) Service: Cobwebs will be swept off the walls, ceilings, and around windows.
Dirt and other solids on the floor and walls will be removed. Toilet risers and seats will be sanitized with antibacterial cleaner. Toilet paper will be restocked.
The district contact will be notified of any vandalism or graffiti that needs to be removed.
**Any garbage can be placed in the garbage dumpsters on site.
1.2 SCHEDULED SERVICES
1.2.1 Year-Round: Having units for full duration of period of performance (January to
December)
1.2.2 Year-Round (OHV): Having units for full duration of period of performance (January to December)
1.2.3 Year-Round Frequency of Service :
March-October – 2x/week, Friday & Monday. Extra Sunday services on Holiday weekends including Easter, Memorial Day, Father's Day, 4th of July, Labor Day, and Columbus Day. (5 extra Sunday services in total for each Year-Round unit) November-February – 1x/week, Friday
1.2.4 Year-Round (OHV) Frequency of Service :
January-December – 1x/week, Friday
1.2.5 Emergency Services : As needed services per request and capacity of the contractor in the event additional services are required due to unforeseen circumstances. (January- December)
If servicing of any recreation site is missed due to road closures, blocked access, and/or weather, the contractor shall immediately notify the COR.
1.3 QUALITY CONTROL:
The COR will perform periodic inspections of all work on site and will assist the contractor in identifying items to be repaired or replaced.
Acceptance of the work under the contract will be made when the Contracting Officer/COR determines it acceptable and processes and/or deliverables conform to the contract requirements.
When inspections indicate the performance objectives were not met, the work will be deemed unsatisfactory; and payment will not be made until the Contractor has assured the Government that its Quality Control measures have corrected the deficiencies. Inspections after rework will be made in the same manner as the first inspection.
Unless otherwise stated, the Contractor shall furnish all labor, supervision, material, equipment, tools, transportation, and supplies to perform all work required to complete the project in accordance with specifications and provisions of the contract. Payment for the contract will be made only for and under those pay items included in the Schedule of Items. All other work and materials will be considered incidental to and be included in the payment for items shown.
The unit of measurement for payment is monthly per each recreation site.
The Contractor will be paid at the monthly unit price quoted for each completed and accepted recreation site. Invoices and payments will be done through IPP.gov (Invoice Processing Platform)
SECTION 2
GOVERNMENT FURNISHED PROPERTY, MATERIALS, SERVICES
Government will provide no services to provided restrooms, unless general public safety is at risk.
SECTION 3
CONTRACTOR FURNISHED ITEMS/SERVICES
Contractor shall furnish all equipment including:
1. Motorized equipment in good operating condition for transportation to each designated recreation area.
