1.0 Background
This technology refresh request is to update printing services in the Armstrong Flight Research Center (AFRC) Reproduction Center. There are two leased service asset devices on two separate services contracts, providing critical printing and reproduction services. The AFRC Repro Center provides essential services to the Center for both mission and administrative printing needs. The current printers (Xerox C60 and Konica Minolta C6000) are near or beyond end of life. AFRC’s intent is to simplify services and support of the printers in the Repro Center and procure printing services on one contract that include support, consumables, maintenance, etc.
Historical information: FY2019 annual impressions for the two current printers:
Production Printer Annual Color Impressions: 130K+
Production Printer Annual B&W Impressions: 125K+
Large Production Printer Annual Color Impressions: 185K+
Large Production Printer Annual B&W Impressions: 55K+
2.0 Objectives
The objective is to provide printing services for the requirements stated below. The goal is to lease two identical base model service asset devices (production printers) with one printer configured with more hardware options, functionality, and capability (e.g. finisher, stand-alone Fiery print controller). Using a common model will simplify operations, support and logistics both for the Repro Center and for the service provider. Printing services include, but are not limited to support, all consumables (except paper), maintenance, training, etc. The response must address both production printer requirements.
3.0 Requirements
The contractor shall provide printing services that meet the following requirements:
Requirements for Both Printers
Print, copy, and scan capability with document feeder
Minimum 1200 dpi print resolution/600 dpi scan
Minimum 60 ppm output
Color and B&W output
Oversize high capacity multi‐drawer paper feed unit
Auto duplexing of at least 80#/220 GSM preferably from all trays
8‐Bit/256 Gradation
Accurate duplex registration (+/‐ 1mm)
Capable of processing production‐grade graphics
Lease with cost per copy, maintenance agreement, and consumables included
Negotiated cost per copy rates for B&W and Color impression
8 hour Return to Service (RTS) Service Level Agreement (SLA)
Production Printer Additional Requirements
Finisher with:
o Saddle‐stitch booklet finishing with support for 11x17 stock o Multi‐position stapling of up to 50 sheets o Off‐set and punch A5 media
Integrated (embedded) Fiery print controller with minimum 2GB RAM, 500MB hard drive
Large Production Printer Additional Requirements
Finisher with:
o Saddle‐stitch booklet finishing with support for 11x17 stock o Multi‐position stapling of up to 100 sheets
Inserter
Inline spectrophotometer/automatic calibration; Calibration controlled and performed via the stand‐alone Fiery
Stand‐alone Fiery print controller w/ Graphic Arts package, CWS, Fiery remote scan, Compose, Impose, Secure Erase, a minimum 4GB RAM, 1TB hard drive, Windows 10 compatible
Service Delivery Schedule and Logistics
The Contractor shall coordinate the delivery and removal of the service asset devices (production printers) with minimal burden and reliance upon the Government. The two service asset devices are on two different contracts which will require close schedule coordination to minimize service disruption. The Government will approve the service delivery sequence and schedule. The Contractor shall submit completed visit requests (form AFRC10735) in advance of the seventy-two hours prior notice which is required for all visit requests. Service delivery may require four separate visits to deploy the two new and to remove the existing printers.
Note: The Government will provide assistance if a current service vendor is not responsive to scheduling requests for removal.
COVID-19 Safety Information
At this time AFRC is currently on mandatory telework, and all on-site work is limited to mission-essential and approved mission-critical work. Access to AFRC may be constrained further, with the potential for AFRC to be closed, with access limited to mission-essential personnel.
Questions / Assumptions
Verify if a Single-side 11” x 17” print job counts as one or two impressions.
Please provide power and physical space requirements.
Please provide the early termination fee (if any) if the government cancels the service contract before the end of period of performance.
Please provide the removal fee (if any) to remove the equipment from NASA AFRC, if the service contract is terminated before the end of period of performance.
4.0 Deliverables
The Contractor shall provide the services and support to the ARFC Reproduction Center, located in Building 4800, Room 1708.
The Contractor shall provide monthly invoicing with accurate meter reads (see below) that allow the Government to verify receipt of the services.
The Contractor shall provide monthly meter reads / totals:
Large Production Printer monthly Color impressions and cost per copy charges
Large Production Printer monthly B&W impressions and cost per copy charges
Production Printer monthly Color impressions and cost per copy charges
Production Printer monthly B&W impression and cost per copy charges
5.0 Period of Performance
The period of performance will begin within 30 days of contract award. There will be a 3 Year base period with two 1 year option periods.
6.0 Travel
