STATEMENT OF WORK
FOR
KAALA AIR FORCE STATION
INSTALL GUY WIRES ON ANTENNA POLES
30 May 2020
1. GENERAL OVERVIEW:
1.1. The Contractor shall provide all management, tools, equipment, transportation, supervision and labor necessary remove and install guy wires on all antenna poles on Kaala Air Force Station. The Contractor shall perform all work in accordance with this Statement of Work (SOW). The Contractor shall coordinate all work with the Contracting Officer and is subject to the work schedule as stated in this document.
1.2. ALL CHANGES to this statement of work must be approved by the Contracting Officer.
Contractor shall not perform any work outside the scope of this contract.
1.3. Unless otherwise noted in writing by the Contracting Officer, the Contracting Officer is the only person with the authority to change, modify, deny or approve any part and has the sole authority for all aspects of contract, SOW’s, contract changes, approvals, payments and project changes.
2. SPECIFIC REQUIREMENTS:
2.1. Contractor shall install new guy wires on all antenna poles. If site visit finds that any piece of the system needs to be replaced, the contractor shall replace that piece.
2.1.1. Contractor will remove and dispose of all dilapidated guy wires.
2.2. Contractor shall ensure that all antennae are operational during the removal and installation of the guy wires.
3. SITE WORK REQUIREMENTS:
3.1. GOVERNMENT OCCUPANCY: Coordinate with the Contracting Officer
Representative (COR) and cooperate fully with the occupant(s) during construction operations to minimize conflicts and to facilitate government usage. Perform the work so as not to interfere with the government’s operations. Immediately report any issues/conflicts to the Contracting Officer or COR.
3.2.RADIO/SIGNAL TRANSMITTER RESTRICTIONS: The contractor shall not utilize a radio or signal transmitting devices with the exception of cellular telephones while on site.
3.3. WET WEATHER CONSTRUCTION: All appropriate measures shall be taken to account for Wet Weather.
3.4. STORAGE AND DISPOSAL OF CONTRACTOR MATERIALS:
3.5. The Contractor shall be responsible for the receipt, unloading, security and handling of all equipment and materials required for the completion of this work. The Contractor shall identify storage requirements and coordinate with the COR.
3.6. The Contractor shall secure all material and equipment at the end of each working day.
Trash and debris may be left on the work site, but shall be secured/placed in designated waste containers protected from the weather or in designated area. No hazardous materials or waste may be left on site at the end of the work day.
3.7. All materials are the responsibility of the Contractor; Government will not reimburse contractor for stolen items or delivery related additional incurred costs (such as weather related materials delays).
3.8. The Contractor shall remove and dispose of all construction debris prior to final inspection.
3.9. SITE DIG PERMIT APPLICATION:
3.10. The Contractor will coordinate with 298th Air Defense Group & US Army Garrison – Hawaii dig permit processes. Dig permit must be approved prior to any construction.
4. GENERAL SCHEDULE:
Award: Begin scheduling construction activities.
Pre-Con Meeting: Notice To Proceed (NTP) will be issued.
Work shall be completed NLT 90 days after NTP issued
