MOTORCYCLE SAFETY CLASSES
Statement Of Work
Dyess AFB, TX
1. SCOPE OF WORK: The contractor shall provide all labor, equipment, tools, materials, supervision, and all other necessary items to provide motorcycle safety classes to authorized personnel assigned to Dyess AFB, TX. FY 25 with Base year plus four option years.
2. LOCATION OF WORK: Contractor shall provide a classroom and training range for required classes. Location of classroom and training range shall be provided to the government prior to start of contract performance. Any changes in the classroom and training range location shall be provided to the contracting officer no later than 15 days prior to the start of the next class. All training shall be held within a 20 mile range of the Abilene/Dyess AFB area.
3. CONTRACTOR RESPONSIBILITIES: Upon receipt of the Letter of Authorization from an approved student, the contractor will schedule students to commence the appropriate motorcycle safety training class within 30 days of Basic Rider Course (BRC) or within 60 days for Military Sport Bike Course/Advanced Riders Course (MSBC/ARC). The contractor will provide each authorized student written explanation of: 1) procedures for reporting to class, 2) clothing and personal protective equipment (PPE) requirements, and 3) directions to training site. The contractor will not accept expired vouchers.
*If the contractor cannot provide commencement of the BRC training within 30 days or commencement of the MSBC/ARC training within 60 days due to circumstances beyond the control of the contractor (i.e., inclement weather which adversely affects the safety of students), the contractor will notify the students and 7 BW/SEG of the delay and provide the training within 90 days. If the Letter of Authorization has expired in this situation a new Authorization will be issued by 7 BW/SEG.
4. CONTRACTOR CORRESPONDENCE: The Contractor shall furnish evidence of successful completion, non-completion, and withdrawal on all students not later than three days after completion of each course. Copies of the completion, non-completion, and withdrawal shall be sent by fax, e-mail or mail to: POC will be emailed upon award
5. FAILURE TO PASS THE COURSE: Students who fail to meet passing criteria as determined by the certified instructor(s) using BRC-established criteria or MSBC/ARC- established criteria shall be scheduled for one (1) remedial training session, at government expense, within 30 days as scheduled by contractor. If the student fails to achieve a passing score on the second training course, no further reschedules will be permitted by contractor unless directed by 7 BW/SEG.
6. INJURIES: Injuries Sustained During Training. Any student participating in training provided under this SOW who is injured during the course of training shall be provided with immediate first aid or medical services.
7. DOCUMENTATION AND PAYMENT: Contractor will maintain a class roster of approved students. The roster shall include the student's name, type of course completed, the date of completion and the control number issued by 7 BW/SEG.
8. CANCELLATION: Once a student is scheduled for a course, the student must provide 7 BW/SEG and the contractor notice of no less than 3 calendar days if they must cancel their attendance at the scheduled course. If 3 calendar days notice is not given to the contractor, the government is obligated to pay for the course. The contractor will allow any stand-by military personnel to take the class if approved paperwork is on hand. The contractor will notify 7 BW/SEG of any and all no shows (identified by control number) and the final determination of whether the government will be charged for the class space. This notification will be made within 3 working days after the no show occurs. Contractor shall invoice only for the number of students who attend class or who were valid no shows. 7 BW/SEG will keep track of all cancellations.
9. CONTRACTOR CERTIFICATION: Contractor shall ensure all Motorcycle Safety Foundation (MSF) class instructors hold a valid MSF certification for motorcycle training and meet all requirements for the specific course of instruction taught prior to teaching this class.
Course content: The BRC will meet all requirements of the MSF and Texas Department of Public Safety in regards to course content and training criteria. MSBC/ARC will meet all requirements of the MSF, DOD and Texas Department of Public Safety in regards to course content and training criteria. The contractor will provide the training range for the on-motorcycle portion of the training for the BRC/MSBC/ARC courses meeting both MSF and Texas Department of Public Safety requirements.
10. CLASS REQUIRMENTS:
a. The Contractor will provide the use of a motorcycle as well as an approved Department of Transportation (DOT) helmet to students attending the BRC. Personal helmets may be used if they meet DOT specifications. The contractor will verify that all equipment used and gear worn meets DOT and Air Force Instructions. The contractor will not allow a student who does not have the proper safety equipment to participate in the course.
b. Students attending the MSBC/ARC will be required to provide their own motorcycles (along with all appropriate registration paperwork and insurance) and all personal protective equipment required by MSF and Air Force Instructions. The contractor will verify all equipment and gear used meets the above requirements. The contractor will not allow a student who does not have the proper safety equipment to participate in the course.
11. e-Contractor Manpower Reporting (e-CMR) Contract Performance Work Statements
“The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the [NAMED COMPONENT] via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.”
*Reporting Period: Contractors are required to input data by 31 October of each year.
Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
