STATEMENT OF WORK

Objective/Requirements

The Center for Advanced Life Cycle Engineering (CALCE) Electronic Products and Systems Consortium (EPSC) was supported by over 100 organizations from all over the world last year. They are mostly commercial companies and include several key NASA contractors.

CALCE is by far the largest organization of its kind, which enables it to do research that no one else can, using state-of-the-art equipment and techniques. The tasks are performed by graduate and undergraduate students, overseen by faculty members.

The CALCE is recognized as a founder and driving force behind the development and implementation of physics-of-failure (PoF) approaches to reliability, as well as a world leader in accelerated testing, electronic parts selection and management, and supply-chain management. CALCE provides international standards development for critical electronic systems and has chaired the development of several reliability and part selection standards.

This research is required in the effective execution of the NASA Electronic Parts and Packaging (NEPP) Program.

The CALCE’s products consist of test reports, scientific and technical papers, technical guidelines, and software models and tools concerned with electronic parts and circuit reliability and costs. NASA will use these products to make electronic parts selection and application recommendations for planning future systems, for understanding failure modes and mechanisms, and for predicting costs and reliability.

The NEPP Program’s goals in providing this membership to NASA are primarily to improve Agency knowledge in areas of current technical challenges such as: physics of failure modeling, increasing use of automotive electronics, lead-free solders, advanced packaging, and failure detection and prediction. This knowledge will augment knowledge developed by NASA projects and the NEPP Program itself. Because the EPSC is supported by a large base of contributors and has its work performed by graduate and undergraduate students, it can perform long-term, labor intensive studies, which are generally impractical for NASA.

Characteristics, Scope, and Specs This membership will provide access to researchers and a research database that is staffed by over 100 faculty, staff, and students, and in 1999 became the first academic research facility in the world to be ISO 9001 certified. Collectively, CALCE researchers have authored over 25 internationally acclaimed textbooks and well over 1000 research publications relevant to electronics reliability. Over the last 20 years, CALCE has invested over $100 million in developing methodologies, models, and tools that address the design, manufacture, analysis, and management of electronic systems.

Content made available to NASA will include technical reports, literature studies, presentation materials, program and task plans, program review materials, and computer models and tools. All deliverables are to be made available to NASA members through the CALCE EPSC secure website.
