About this file

This Statement of Work (SOW) details the implementation of a Trusted Thin Client (TTC) system at Robins Air Force Base, supporting access to five Secret and Below Interoperability (SABI) networks for up to 30 users. The project involves deploying two Distribution Console (DC) servers in two buildings, with 10 Gb Ethernet networks and six dual-port 10 Gb fiber NICs per server, utilizing pre-purchased hardware.

The scope of work encompasses comprehensive services including technical project management, site survey, pre-onsite engineering, Assessment and Authorization (A&A) services, on-site implementation, and training. Key deliverables include developing a System Design Document, configuring and installing TTC servers, integrating with existing Virtual Desktop Infrastructure (VDI), performing functional testing, conducting privileged user training, and supporting site-based security assessment activities. The implementation will involve one contractor engineer for two weeks of deployment and two engineers for seven business days of A&A testing, with the ultimate goal of establishing a multilevel access solution for the Air Force Materiel Command Air Force Sustainment Center.

Purpose

This Statement of Work (SOW) defines the scope of work to be performed in support of a Trusted Thin Client (TTC) implementation for Robins AFB.

Background

Robins AFB intends to implement the TTC multilevel access solution to support access to up to five (5) Secret and Below Interoperability (SABI) networks for up to thirty (30) users.

1. Technical Summary:

a. TTC will be configured to provide connectivity to virtual applications or desktops hosted within a virtualized environment (e.g. Virtual Desktop Infrastructure) located on each network.

b. The contractor will provide installation, training, and assessment and authorization (A&A) services for two (2) TTC servers at one (1) location (two buildings) in Robins AFB.

2. Hardware/Software Summary:

a. TTC hardware has been purchased.

b. There are two (2) Distribution Console (DC) servers included with this effort.

c. Each DC server is based on Medium 2U DC hardware.

d. The data networks are expected to be 10 Gb Ethernet, with each DC server having six (6) dual port 10 Gb fiber NICs (includes SR SFPs with LC connectors)

3. Scope of Work

a. Technical Project Management (oversight, resourcing, budgeting, scheduling, risk mitigation)

b. Conduct kickoff and site survey for the TTC implementation.

c. Pre-Onsite Engineering Services:

i. Develop the appropriate configuration for the deployment

ii. Create System Design Document (SDD) to include TTC design and configuration information using the pre-purchased hardware.

d. Pre-Onsite A&A Services:

i. Provide input to a Cross Domain Services Element (CDSE) Questionnaire, Cross Domain Enterprise Services (CDES) Questionnaire, Cross Domain Validation Approval Request (CDVAR) and a Cross Domain Appendix (CDA) for the TTC

ii. Update/modify Site-Based Security Assessment (SBSA) tests for TTC

e. Onsite Implementation Services – at Robins AFB:

i. Onsite implementation services include one (1) contractor engineer for up to two (2) weeks.

ii. Deployment of the TTC solution

1. Installation and configuration of one (1) TTC Distribution

Console (DC) at Building #1

2. Installation and configuration of one (1) TTC Distribution

Console (DC) at Building #2

3. Integration of the TTC solution within extant network

iii. Integration of the TTC cluster with VDI system on each network enclave

iv. Support the deployment of five (5) TTC endpoints for functional testing purposes

v. Perform functional end-to-end testing

vi. Provide TTC over-the-shoulder system administrator training

f. Onsite A&A Test Services – at Robins AFB:

i. Onsite implementation services include two (2) contractor engineers for up to seven (7) business days.

ii. Assist site in performing TTC SBSA dry-runs and conducting TTC SBSA testing

iii. Assist site in creating TTC SBSA Report and Plan of Action and

Milestones (POA&M) findings, if necessary.

g. TTC Training Services:

i. Provide TTC Privileged User training sessions for up to five (5) planned TTC Administrators

h. Post-Onsite Follow-Up Services:

i. Update and deliver final revision of System Design Document.
