About this file

This Statement of Work outlines contingency tug service requirements for the NOAA Ship Fairweather in Ketchikan, AK during March 4-21, 2025. The services are needed as a precautionary measure during sea trials following steering repairs, in case the ship experiences steering issues that require assistance docking at the NOAA pier.

The contractor must provide one tugboat capable of maneuvering the 231-foot Fairweather-class oceanographic research vessel (1,800 tons displacement), along with a pilot equipped with radio communication capabilities. The service period is for a minimum of 8 hours up to 12 hours. The contractor is responsible for all personnel, fuel, provisioning costs, carriage license fees, pilotage fees, and insurance costs. Coordination must occur directly with NOAA Ship Fairweather personnel rather than the Contracting Officer, though only the Contracting Officer can authorize contract changes. The vessel's specifications include a 42-foot beam, 15.5-foot draft, and call sign WTEB.
