About this file

This Statement of Work outlines requirements for mobile crane rental services to support wire rope inspections on the derrick crane at NASA's B2 test stand. The contractor must provide one mobile crane operator, crane, rigging, and personnel basket for wire rope inspections to be performed by NASA/S3 personnel, with work planned for March 2024 requiring approximately 5 days of 10-hour shifts.

The contractor must submit several key documents for NASA approval, including a lift plan, NCCCO certifications for crane operators and riggers, medical certifications, crane load test documentation, and inspection records. The crane must meet NASA STD-8719.9C standards for critical lifts, undergo proof load testing at 0.95-1.00 times rated capacity, and complete periodic load testing. The government will provide test weight apparatus rated for 200 tons maximum. All equipment must be thoroughly inspected during setup and after load testing, with NASA performing NDT inspections of the hook after contractor load testing is complete.

Statement of Work

Mobile Crane Rental to Support B2 Wire Rope Inspections

1.0 Scope

The contractor shall supply one mobile crane operator and crane to support wire rope inspections on the derrick crane at the B2 test stand. The contractor shall also supply the rigging and a personnel basket to facilitate the wire rope inspections that will be performed by NASA/S3 personnel. All ancillary equipment, labor, and materials necessary to assemble and disassemble the crane shall be supplied by the contractor. All equipment shall be rated for critical lifts in accordance with NASA STD-8719.9C and SWI 8834-0001. These maintenance and inspection efforts usually take 5 days of good weather working 10 hours per day. This work is tentatively planned for the first week of March 2024.

S3 employees will perform all maintenance and wire rope inspections on the B-stand derrick crane. The following submittals shall be provided in advance of the work taking place for NASA’s approval:

Lift Plan NCCCO Crane Operator and Rigger Certifications Crane Operator Medical Certifications in accordance with NPR 1800.1E Crane load test documentation Crane annual inspection documentation Rigging load test documentation Personnel basket load test documentation

2.0 Safety Hazard Analysis

A recognized safety hazard analysis shall be provided for the primary crane only. The safety hazard analysis shall, as a minimum, identify potential sources of danger and recommend resolutions for those conditions that could cause loss of life, personal injury, and loss of or damage to the LDE, facility, or load.

3.0 LDE Operator Requirements

LDE Operator Requirements: Crane operators, riggers, and signal persons shall be trained and/or licensed/certified.

a. Crane operators shall hold current certification through the National Commission for the Certification of Crane Operators (NCCCO) or equivalent approved certification.

b. Riggers, used to assist with assembly/disassembly of the crane, shall hold current certification through NCCCO or equivalent approved certification.

c. Signal persons, used to assist with assembly/disassembly of the crane, shall hold current certification through NCCCO or equivalent approved certification.

4.0 Load Test Requirements

A recognized safety hazard analysis shall be provided for the primary crane only. The safety hazard analysis shall, as a minimum, identify potential sources of danger and recommend resolutions for those conditions that could cause loss of life, personal injury, and loss of or damage to the LDE, facility, or load.

4.1 Proof Load Test

A proof load test shall be performed after the primary crane is assembled at SSC, except a valid proof load test certification from the crane manufacturer may be substituted for the onsite proof load test with the approval of the NASA Lifting Device and Equipment Manager. The Government can provide the test weight apparatus. The Government’s test weight apparatus is rated for 200 tons (400,000 lbs.)

maximum. Varying test weights between approximately 50 tons and 200 tons are achievable. The crane provider shall provide all rigging equipment necessary to perform all load tests. The proof load test shall be performed with a dummy load of 0.95 to 1.00 times the rated capacity of the crane at the maximum and minimum working radius not to exceed the rating of the Governments test weight apparatus.

4.2 Periodic Load Test

A periodic load test shall be performed after the crane is assembled, unless the crane has undergone a verifiable periodic load test within 1 year of the Core Stage lift date. The periodic load test shall consist of the following:

a. With a dummy load equal to 0.95 to 1.00 times the rated capacity at the minimum practical working radius:

(1) Hoist and lower the load at various speeds with the boom at the minimum radius.

Note: Testing at the minimum practical working radius that does not interfere with the crane structure is acceptable.

(2) Hold the load for a sufficient duration to verify no drift occurs.

Note: The load should be held long enough to allow any dynamics to dampen out.

b. Check hoist brake system functionality by placing the load on the hook, hoisting up a few inches, holding the load for a time sufficient for the power-controlled lowering mechanism to bleed off fluid (verifies the functionality of the holding brake), then slowly lowering the load to the ground (verifies proper operation of the power controlled lowering mechanism).

c. With a dummy load not less than 0.50 times the rated capacity at a radius that will safely clear the outriggers (for telescopic boom cranes, use a boom length where all sections are partially extended, if possible):

(1) Perform boom hoisting and lowering.

(2) Check swing mechanism operation, pausing at each outrigger (when so equipped) for sufficient duration to verify no drift occurs.

d. With no load on the hook:

(1) Test all limit switches and E-stop switches.

(2) Test locking devices, boom angle indicators, and other safety devices when possible.

5.0 Inspections

The primary crane shall be thoroughly inspected during and after setup and prior to use. The inspection shall, at a minimum, meet the requirements for a comprehensive annual inspection in accordance with OSHA, National Consensus Standards, and the requirements of the crane manufacturer. Any deficiencies shall be corrected prior to use of the crane.

A thorough crane inspection shall be performed after the proof load and periodic load tests are complete. Any deficiencies shall be corrected prior to use of the crane.

The hook shall be given a surface nondestructive test immediately after all proof load and periodic load tests are completed, and prior to further use of the hook. NASA will perform the NDT inspections after the contractor has completed the load testing.
