6. Description of Work.

Continuous water flow at the site must be ensured for a minimum of 17 days, maintaining a flow of 40 cubic feet per second (CFS). Pumping operations should be prepared to continue for up to 21 consecutive days, although the actual duration may vary. The Government does not guarantee continuous pumping for the entire 21-day period, but the Contractor shall have the capability to sustain operations for at least 17 days. The 24/7 pumping activities are scheduled to occur between January 2025 and February 2025, specifically on or around January 21, 2025. The awardee is required to work in conjunction with other contractors to integrate their schedules and activities. The awardee must participate in weekly and daily coordination meetings and provide updates on progress to ensure that the overall project timeline is adhered to, and that no slippage occurs. To ensure the project remains on schedule, the awardee shall engage in joint task management with other contractors. This involves aligning work plans, synchronizing timelines, and promptly addressing any issues that may arise to avoid delays. The awardee must document and report any potential schedule risks to the project manager immediately. A schedule of activities and durations can be found in Paragraph 5.

The normal lake elevation at B. Everett Jordan is around 216 feet NVGD29 (215.2 feet NAVD88), but actual levels can vary significantly depending on recent and ongoing rainfall. The spillway crest elevation is approximately 240 feet NVGD29 (239.2 feet NAVD88), and the pump around discharge point of the tail race is about 154 feet NVGD29 (153.2 feet NAVD88) downstream from the end of its concrete structure.

The specific proposed pipeline route for the bypass is detailed in Figure 1 and shall be quoted as the primary route for bidding. All non-submersible pumps shall be positioned at an elevation no lower than 234.2 feet NAVD88 and shall not be placed on the dam slope. Cutting of any trees or vegetation with a diameter at breast height (DBH) greater than 3 inches requires prior approval from the Government.

a. Safety and Planning.

Prior to mobilizing to the project site, the contractor shall obtain Government approval for an Accident Prevention Plan (APP) and Pump Around Plan (PAP). The draft versions of these plans shall be submitted as part of the contractor’s bid.

The contractor is required to submit a site-specific APP that complies with the guidelines outlined in EM-385-1-1, Safety and Health Requirements dated March 2024. A copy of this manual is available upon request. The APP shall include the following: Activity Hazard Analyses (AHAs), an APP safety checklist, equipment safety checklist, daily quality control reports, and qualifications of the site safety and health officer (SSHO). Additional details and requirements can be found in EM-385-1-1. Mobilization cannot commence until all safety submittals required by the contract have been reviewed and accepted by the Government.

All mishaps involving injuries, illnesses, or property damage occurring during the contract execution shall be reported to USACE within 4 hours of the contractor becoming aware of the incident. Reporting to the Technical POC may suffice where applicable. Depending on the severity, more detailed reporting may be necessary.

The PAP shall include detailed plans and specifications for the bypass and operational procedures. The PAP will be reviewed and certified by a licensed professional engineer. The contractor shall also provide a detailed plan showing the location of bypass equipment, pipeline routes and piping materials, tanker(s), pump(s) and pump curves, backup equipment, work schedule, monitoring logs, erosion control measures, access/haul road plans, safety fencing locations (as provided by the Government for reference), staging areas, points of contact (POCs), list of personnel and corresponding roles/responsibilities, pump replacement procedures, proof (calculation or similar) of the ability to pump the required flow, and the method of verifying the flow at discharge, oversight responsibilities, and piping designed to withstand system pressures.

In addition, environmental controls will be described to demonstrate how gasoline, oil, grease, and other toxic materials that may spill from equipment, or during refueling, will be captured, properly discarded, and not released to the environment Mobilization will not commence until the PAP is reviewed and accepted by the Government.

Any changes to the accepted APP or PAP during the contract require communication with and approval from the Government. Updated documents shall be promptly submitted to the Government following any revisions.

Following approval of the APP and PAP, a preconstruction meeting will be held at B. Everett Jordan Dam, tentatively scheduled for December 2024. A representative from the contractor shall attend. The purpose of the meeting will be to introduce all participating parties and walk through the timeline, events, and safety aspects of this work which will include the pump-around.

b. Mobilization.

Following approval of the APP and PAP by the Government, the contractor may begin mobilizing equipment to the project site. The Government at B. Everett Jordan shall be notified 5-days in advance prior to the first piece of equipment arriving. Because these pump around activities are a 24/7 operation the contractor should provide sufficient lighting once mobilization begins. The Contractor, at no expense to the Government, shall protect all government facilities, dam instrumentation, riprap, grounds, equipment, sidewalk, and/or pavement during the execution of this work. The Contractor shall ensure no damage to dam instrumentation by keeping equipment and materials at least 25 feet from all dam instrumentation (weirs, piezometers, precise alignment monuments and reference monuments). The approximate locations of these dam instruments can be found in Figure 1. The contractor shall remove all trash and debris daily from the work site. A roll off dumpster or recycling bin may be used to remove trash pending USACE approval of the placement location. Damages to Government property that were caused by the operations of the Contractor and/or the Contractor’s crew shall be repaired and restored to prior existing condition at the Contractor’s expense.

c. Pump Around Set-Up and Inspections.

The Contractor is required to deploy equipment that satisfies minimum performance condition. The contractor shall provide and maintain adequate equipment, piping, labor, and other necessary appurtenances to maintain continuous and reliable service. No steel-tracked vehicles shall be permitted on pavement, riprap, or concrete. The Contractor may work 24/7 while onsite.

All piping joints shall be flanged or fused and all non-submersible pumps should be placed at an elevation no lower than 234.2ft NAVD88. Discharge is to be downstream of the riffles, and discharge onto the rip rap area is not allowed due to erosion concerns. The discharge shall not cause erosion or scouring of the river bottom. The contractor shall locate bypass pumping suction and discharge lines to not cause undue interference with the use of streets and/or access roads, to include the possible temporary trenching of piping at critical intersections. Ingress and egress to surrounding areas shall be always maintained. Ramps, steel plates, or other methods shall be deployed by the contractor should they facilitate traffic over surface piping. Suction inlets and discharge outlets shall be protected from public access by land or water.

The contractor shall provide at a minimum 4-foot temporary fencing and signage warning of construction hazards that are clearly posted around construction activities. This includes fencing and signage within the bypass and staging area and the deployment of buoys to include danger markers on the inflow and outflow areas. Safety fencing and appropriate signage should also be required around any land-based pumps. Silt fence and/or other erosion controls are required to prevent material dislodged by the work from entering the lake and tailrace water. If constructing an access road, the contractor shall protect the spillway crest for 50 feet to either side of the crest centerline to ensure that the original crest elevation is not changed. Excavation in this protected area is not allowed.

Removal of an access road/staging pad constructed by the contractor will not be required after completion of temporary bypass pumping if the road is left free of ruts and potholes and the original grade of the spillway is restored for 200 feet to either side of the spillway crest centerline.

Following the placement of the bypass piping and pumps, the contractor shall notify the government 5-days in advance for a schedule inspection of the bypass route. The inspection will ensure the constructed bypass matches what is presented in the PAP and that all safety measures are met before the bypass is activated for testing. It is ultimately the contractor’s responsibility to ensure the constructed bypass works effectively and safely to meet the requirements within this statement of work.

d. Activation of Pumps After the Government accepts the bypass inspection, the contractor shall demonstrate to the Government's satisfaction that the pumping system is fully operational and adequately sized to handle a continuous flow of at least 40 cubic feet per second (CFS). This demonstration involves conducting a test run lasting 12 hours, which shall be completed before USACE ceases flow through the dam. A flowmeter or other automated instrument may be used to monitor the outflows, ensuring a minimum of 40 CFS is maintained. Tests of the flow should be conducted every hour during this 12-hour period. During the 12-hour test run, the contractor shall continuously monitor the inflow and outflow areas to prevent debris blockage and inspect the bypass system for leaks. Immediately after completing the test, a written report detailing the test results and observations shall be submitted to the Government within one calendar day via email.

This report will enable the Government to determine whether the bypass operations can proceed to 24/7 operation.

e. Bypass Operation Following the bypass system meeting the requirements of achieving a minimum of 40 CFS for a 12-hour period, the Contractor will be ready to perform 24/7 operations. The contractor shall maintain continuous water flow at the site for a minimum of 17 days but not to exceed 21 days.

Onsite, continuous monitoring of the bypass shall be a 24/7 operation to ensure a minimum of 40 CFS is maintained, and no leakage is present even if a minimum of 40 CFS is being achieved.

Any leakage of the bypass system may result in the Government issuing a stop-work order. The method of monitoring bypass operation shall be detailed in the PAP. In addition, continuous monitoring of the inflow and outflow locations should be performed to ensure no debris is blocking these areas.

In the event a pipe leaks, pump goes down, or a minimum of 40 CFS is not maintained the contractor shall immediately notify a USACE representative (i.e. project staff or COR). The contractor shall have backup pump(s), piping, and appurtenances ready to deploy immediately to restore flow within a 4-hour period. When bypass operations are complete, all bypass piping shall be drained into the tail race or lake prior to disassembly. To prevent any damage to the dam and its earthen structures, the contractor shall be prepared to shutoff any pump immediately if a pipe is damaged, leakage occurs, or discharge begins to damage the dam structure.

f. Demobilization.

The contractor will have 14 calendar days to demobilize all equipment from the site once the 24/7 pump around is no longer needed. Should there be additional repairs due to government property being damaged from any of the pump around activities the contractor may receive an extension upon request.

7. Daily Reporting and Monitoring The contractor shall maintain 24/7 monitoring of the bypass operation to ensure a minimum flow of 40 cubic feet per second (CFS) at the discharge point. At the end of each workday, the contractor is required to submit a Quality Control Daily Report to the Government. This report should include details such as hours worked, work areas covered, personnel involved, pump maintenance performed, debris removed, encountered problems, observations made, and any other relevant information. Additionally, the contractor should be capable of providing regular CFS readings from the discharge area to the Government. They shall be prepared to furnish these readings promptly upon request from the Government.

8. Completion and Acceptance.

A final inspection of the impacted area will be conducted by a USACE representative upon completion of the work and demobilization prior to final payment. This is to ensure damages to

Government property did not occur and all equipment and trash is removed from the construction site. If seeding is necessary to restore Government property to pre-construction condition, the contractor shall use the following seed mix: Pure Live Seed, Little Blue Stem and Millet, 8-12 pounds per acre, containing 20% Foxtail Millet. The contractor may, as part of its demobilization, return no later than March 12, 2025, to complete reseeding and restoration that is affected by winter weather. Returning to the project site for seeding should be coordinated with the Government Representative at B. Everett Jordan Dam.

9. Security.

Pre-screen candidates using E-Verify Program: The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the Government no later than 3 business days after the initial contract award."
