About this file

This document is a Statement of Work (SOW) for a federal contract opportunity to develop a field-loadable Magnetic Variation (MagVar) table for the CNI-SP and C-130J Flight Management System (FMS). The objective is to allow units to keep the MagVar tables up to date, which is necessary for accurate navigation when flying outside the air route structure in remote areas. The contractor (Honeywell) will be responsible for providing the MagVar table, ensuring no configuration conflicts, and providing technical support during platform installation and the TCTO process. The contract is a one-year Firm Fixed Price contract, with a one-time payment schedule. The agency involved is the Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base. The SOW outlines specific technical, security, safety, and quality control requirements for the contractor.

Statement of Work for

Magnetic Variation Table

PR FD2060 24 30051

08 February 2024

1.0 Purpose:

The objective of this acquisition is to contract with the OEM (Honeywell) for the CNI-SP and the C-130J Flight Management System (FMS) to develop a field-loadable Magnetic Variation (MagVar) table. This will allow units to keep the Magnetic Variation tables up to date. It is recommended that a loadable table be developed for the last update accomplished in 2015. DTADS already has the built-in function to load an updated Magnetic Variation table. Out-of-date tables introduce errors between magnetic card heading and desired course. Implementation of this modification will allow operators to stay on course when flying outside the air route structure in remote areas. This update will be applied to 318 USAF-C130J aircrafts.

2.0 Scope of Work

2.1 Navigational Database:

The Contractor (Honeywell Nav Database) has Magnetic Variation corrections for referenced navigation points in the database (e.g., runways NAVAIDS, etc.) When operating in the air route structure and using NAVAIDS, reference points define a current navigation database, the CNI-SP flight management functions are using up to date MagVar information for navigation purposes (e.g., for ground tracks, navigation updates using ground-based NAVAIDS, etc.) When this is not the case, MagVar data is only as current as the 2005 hard-coded database or the loaded database information, as applicable. Robins AFB tasked Lockheed to investigate impacts for current MagVar implementation under task LTS-0625 (attached).

When operating outside of the air route structure, the system will correctly navigate point to point, but displayed heading may be off by value equal to the error in MagVar. A regular updated MagVar table in the CNI-SP is recommended every 10 years to avoid this situation. No testing required: TCTO Val/Ver

2.2 Configuration Control:

The Contractor shall ensure there are no configuration or system interface conflicts. If such an event arises, the Contractor shall immediately notify the government of the issue with a mitigation plan. If there is future potential of conflict, the Contractor shall submit an Engineering Change Proposal (ECP).

2.3 Technical Support:

The Contractor shall provide technical support, as required for the Magnetic Variation Database during platform installation and the duration of the TCTO of 270 days. This support may include telecoms and meetings. The Contractor shall review and analyze failures and faults arising from field users and simulators.

3.0 Place of Performance:

These services will be performed at the Contractor and its subcontractor’s facilities.

4.0 Period of Performance (PoP): One year, estimated to be 10 July 2024 until 09 July 2025.

FD2060 24 30051 2

5.0 Contract Type:

The contract type is Firm Fixed Price.

6.0 Payment:

Since the updates are only every 5 years, the payment schedule is a one-time payment.

6.1 The Contractor shall submit/process payment requests and receipt/acceptance documents via Wide Area Workflow (WAWF). Use FA8504 for WAWF.

7.0 General Information:

The SPO will contract with Honeywell to provide the field loadable Magnetic Variation table, add requirement to Honeywell contract to provide new Magnetic Variation update every five years, and after testing successfully, release TCTO to have units upload Magnetic Variation table into the CNI-SP (flight management system). Database will be provided on Honeywell’s website (as is navigational database for download by units. Alternately, database could be released via CPINS library.

7.1 Continuation of Mission-Essential Services During a Crisis:

The Functional Commander (FC) or civilian equivalent has determined these services are not mission-essential and will not continue in the event of a crisis.

7.2 Security Requirements

7.2.1 Security Regulations:

The Contractor shall ensure personnel, information, system, property, facility and, if applicable, international security requirements are met. The Contractor shall comply with all applicable Government regulations including, but not limited to, Department of Defense Directive (DoDD) 5205.02E, DoD Operations Security (OPSEC) Program; Department of Defense (DoD) Manual 5205.02, DoD Operations Security (OPSEC) Program Manual; and DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM). The Contractor shall ensure contractor/subcontractor personnel who perform work on a Government facility comply with the security requirements of the facility.

7.2.2 Operations Security (OPSEC):

The purpose of OPSEC is to reduce the vulnerability of USAF missions to adversary collection and exploitation of critical information. The Contractor shall comply with DoDD 5205.02E and DoD Manual

5205.02 to protect United States (U.S.) Government interests. The Contractor shall ensure Contractor personnel who perform work on a Government facility comply with the OPSEC procedures of the facility.

7.2.3 Communications Security (COMSEC):

The Contractor shall use only secure communications methods and/or equipment to transmit or otherwise transfer classified information and/or Controlled Unclassified Information (CUI) in accordance with DoD 5220.22-M. Applicable equipment shall be safeguarded, maintained, and operated in accordance with DoD 5220.22-M.

7.2.4 Security Clearance:

It is not expected contractor/subcontractor personnel will require security clearances for proper accomplishment of contract requirements. Contractor/subcontractor personnel shall not be authorized access to classified information and/or CUI and classified items or be permitted to work on classified projects and/or programs without an appropriate security clearance and a need-to-know.

FD2060 24 30051 3

7.2.5 Security Incident or Violation:

The Contractor shall immediately notify the Government Security Office of any potential or actual security incident or violation.

7.3 Environmental Management System (EMS):

These services will not be performed at a government facility; therefore, the EMS requirement does not apply.

7.4 Agency Affirmative Procurement Programs:
