About this file

This document is a Statement of Work (SOW) for the modification of Advanced Technology Anti-Gravity Suits (ATAGS) to address a Diminishing Manufacturing Sources and Material Shortages (DMSMS) issue. The SOW outlines three Engineering Change Proposals (ECPs) to be incorporated into the modified ATAGS, including enlarged fabric panels, reinforced knee design, and covering of the waist slide fastener assembly. The contractor shall manufacture and test the modified ATAGS using Milliken Synergy Nomex and Milliken Style 7412 Nomex fabrics, and provide a test report to the government. The performance period is 10 weeks from contract award. The related federal contract opportunity is a solicitation (FA8533-24-Q-0003) for the procurement of the ATAGS, issued by the Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base.

Statement of Work (SOW)

Title: Advanced Technology Anti-Gravity Suit (ATAGS) Modifications for Diminishing Manufacturing Sources and Material Shortages (DMSMS)

1.0 The ATAGS is a critical life support item that protects aircrew members from the effects of a high-G environment and G-induced loss of consciousness (G-loc) by applying pressure to most of the lower body.

AFLCMC/WNUS Body Wear IPT program Advanced Technology Anti-Gravity Suits (ATAGS) experienced a Diminishing Manufacturing Sources and Material Shortages (DMSMS) challenge for Long Staple II (LS II) material currently used in the production of ATAGS and manufactured by Highland Industries, Inc.

Highland's (OEM for ATAGS fabric) material supplier, National Spinning, (yarn spinning company) went out of business. The LS II yarn is used by Highland to weave the LS II fabric used in ATAGS. If Highland is unable to find an alternative material or source to provide yarn for the LS II material, then mission readiness for the warfighter will be impacted.

To mitigate further delays and gap in the production with the new DLA supply contract awards WNUS has identified two potential alternative materials approved prior to DMSMS issue. However, First Article Testing (FAT) is required with additional enhancements needed to increase the alternative fabric's durability immediately into the new supply contracts for ATAGS.

The following three Engineering Change Proposals (ECPs) modifications are critical to achieving a better fit.

The first (1st) incorporates enlarged fabric panels to increase the width of the three (3) G-suit lacing areas (side waist, thigh, and calf) the entire length of the suit providing greater fit adjustability. The second (2nd) effort is to add the reinforced knee design delivering extended durability to heavily used areas. The third (3rd) effort is to cover the ATAGS waist slide fastener assembly. Parachute harness webbing abrasions are caused by rubbing against ATAGS hook\loop and slide fastener assembly. This effort will eliminate the excessive fraying, wear and replacement of the parachute harness when worn together with ATAGS. These enhancements were AF developed, tested, approved, and signed 1 Apr 2021 as permanent Safe to Fly (StF) with the LS II material.

ATAGS will be made with Synergy and Style 7412 fabrics and incorporate the same enhancements previously evaluated on ATAGS made with LS II fabric. These ATAGS will be tested and evaluated per the First Article Process outlined in MSF880/5-ATP-Gen-0 Rev B. Requirements for SPEC MSF880/5-ATP-GEN-0 Rev B, will be the standard to adhere while testing. Primary focus will be in testing operating pressure, leakage, dimensional inspection, product examination, restraint strength, inflation time, proof pressure and hose/bladder strength.

2.0 The objective of these efforts is to evaluate the performance of Milliken Synergy fabric and Milliken Style 7412

Nomex fabric for use on the modified ATAGS to provide continued product support.

3.0 The Contractor shall manufacture and test the modified ATAGS for First Articles Testing using the AF approved ECP’s described in section 1.0.

3.1 Testing Methodology

Purpose: Ensure every modified ATAGS manufactured with Milliken Synergy Nomex fabric and Milliken Style 7412 Nomex fabric meets the design intent IAW Acceptance Test Procedure (ATP) MSF880/5-ATP- GEN-0 Rev B.

Objective: Manufacture and perform First Articles Testing of modified ATAGS manufactured with Synergy Nomex fabric and Milliken Style 7412 Nomex fabric IAW section 6. Qualification and First Article Testing of MSF880/5-ATP-GEN-0 Rev B.

Setup: For both fabrics, 4 modified ATAGS will be manufactured (total of 8 modified ATAGS) and will undergo First Articles Testing IAW MSF880/5-ATP-GEN-0 Rev B, section 6. Manufacture and testing of the 3 separate (6 total) bladder assemblies will be waived. Successful completion is a destructive Endurance Test that validates the fabrics will perform to the original design intent and will not degrade the durability of the original ATAGS design.

1. Distribution: The contactor shall ship all endurance tested suits after completion to the Government at FOB Origin.

4.0 The contractor shall provide a Test Report (CDRL deliverable) which details the First Articles Testing results to verify that the Milliken Synergy fabric and the Milliken Style 7412 fabric is viable for the modified ATAGS.

The performance period for this effort shall no more than (10) weeks from the date of contract award. The Contractor will interface with Human Systems Sustainment, AFLCMC/WNUS, at Robins AFB, GA.

The Contractor shall submit the first article test report within 42 calendar days from the date of this contract to Human Systems Sustainment, AFLCMC/WNUS, at Robins AFB, GA marked "FIRST ARTICLE TEST REPORT: Contract No. TBD, Lot/Item No. 0006. Within 7 calendar days after the Government receives the test report, the Contracting Officer shall notify the Contractor, in writing, of the conditional approval, approval, or disapproval of the first article. The notice of conditional approval or approval shall not relieve the Contractor from complying with all requirements of the specifications and all other terms and conditions of this contract.

A notice of conditional approval shall state any further action required of the Contractor. A notice of disapproval shall cite reasons for the disapproval.

New material for the manufacture and FAT of modified ATAGS are as follows:

1. Synergy Nomex

2. Milliken Style 7412 Nomex

5.0 SECURITY REQUIREMENTS

5.1 POSITION OF TRUST.

All contractor personnel require a minimum of a National Agency Check with written Inquires (NACI)/SF85 for any position that requires access to the internet, use of automated systems or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any task order. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoD 5200.1-R and AFI 31-501 Information Security. All documentation required for security certification shall be the responsibility of the contractor.
