STATEMENT OF WORK

1.0 CONTRACT PROJECT:

3.0 SCOPE OF SERVICES:

The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.

a. The Contractor shall provide services for the following tasks marked by an “X”:

GENERAL INFORMATION

1.0 Scope of Work: The site of the future USDA, ARS, ATRC in Davis, CA requires clearing of trees, brush, and other vegetation for safety and security. This work will include.

2.0 Background: The ATRC Davis is a new USDA, ARS research facility planned for construction in 2024. This facility will house researchers from the Crops Pathology and Genetics Research Unit (CPGRU), the Sustainable Agricultural Water Systems Research Unit (SAWSRU), the National Clonal Germplasm Repository – Tree Fruit and Nut Crops and Grapes (NCGRU – Davis) and the Invasive Species and Pollinator Health Research Unit (ISPHRU). Located at 3031 2nd Street, Davis, CA 95618, the property where the ATRC will be built is 6.56 acres. Existing infrastructure (access road/driveway, parking lot, and compound with a greenhouse complex, growth chamber building, two metal storage canopy structures, two modular buildings, and one storage shed) occupies approximately 2.5 acres.

Additional details are in attached site map. The property was acquired in July 2022 and is surrounded on the north, south, and east sides by a chain link security fence, except for a landscaped border and driveway extending from 2nd Street along the eastern property line. The western boundary lies within an open field shared with the University of California Agricultural and Natural Resources (UCANR). Interior security fencing surrounds the greenhouse complex and several outbuildings/structures.

The specific property coordinates are: A portion of Parcel 1 of Record of Survey, filed In Book 2015 of Maps at Page 95, Yolo County Records, being more particularly described as follows: Beginning at the Northeast corner of said Parcel 1; thence the following four (4) courses: 1) along the Easterly line of said Parcel 1, South 00°06'06" West, 651.60 feet to the Southeast corner of said Parcel; 2) thence along the Southerly line of said Parcel 1, South 72°47'00" West, 418.99 feet; 3) thence leaving said Southerly line, North 00°06'06" East, 776.33 feet to a point on the Northerly line of said Parcel 1; 4) thence along the Northerly line of said Parcel 1, South 89°53'54" East, 400.00 feet to the Point of Beginning. Further described as Lot 2 on that certain Grant Deed for Lot Line Adjustment recorded October 10, 2019, Instrument No. 2019-0025212, Official Records. APN: 071-403-023-000.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks: The contractor will clear the vegetation along the exterior and interior security fencing and additional areas as follows (see also attached site map):

1) Removal and pruning of dead and overgrown vegetation along the southern (2nd

Street) boundary of the site, specifically the area between the sidewalk and the security (chain link) fencing including vegetation overhanging or growing through and along either side the fencing.

2) Removal of trees (including stump grinding) located along the northwest section of security fencing adjacent to the north side of the growth chamber building (“A”) extending 3-5 feet from the security fencing so that area between fencing and the neighboring property’s fencing is cleared.

3) Trimming trees and other vegetation along the northern boundary of the property to clear an area of 3-5 feet from the security fencing, ensuring no tree branches hang over the security fencing.

4) Pruning and removal of any trees, shrubs or other vegetation along the east side of the property to provide a clearance of 3-5 feet between the shrubbery and the security fencing.

5) Pruning and cutting of vegetation and removal of any dead trees or shrubs along the security fencing running from 2nd Street northward parallel to the driveway and in the area between the security fencing and the driveway and along the east side of the driveway from 2nd Street to the vehicle gate.

6) Weed abatement in parking lot, paved areas within the greenhouse/outbuilding compound, gravel areas bordering the greenhouses and within the greenhouse structures including the exterior screened cooling pad areas to include application of herbicides and physical removal of weeds.

7) Removal and disposal of debris (e.g., leaves, branches, cuttings, clippings) from the site.

4.0 Government Furnished: No government-furnished support, data, property or facilities. USDA, ARS Davis, CA will be responsible for reviewing the work performed. Work will be performed at 3031 2nd Street, Davis, CA 95618 during normal business hours and excluding any federal holidays and weekends.

5.0 Deliverables / Schedule: 30 days ARO

6.0 GENERAL REQUIREMENTS:

6.1 Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.

6.2 Demolition: All disturbances of existing systems shall be thoroughly coordinated with the Owner to prevent disturbances that might jeopardize on-going operations and research. Contractor shall legally dispose all any materials removed.

6.3 Installation: It shall be the responsibility of the Contractor to complete work in accordance with Federal, State, and Local Code Standards.

Additional procedures and materials may be required than is indicated herein. If any item specified herein conflicts with the applicable codes and recommendations, the Contractor shall bring it to the attention of the Contracting Officer Representative for immediate resolution.

6.5 Quality Control: The work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor.

6.6 Protection of Work and Property/Safety Requirements:

a. Contractor shall furnish a Site Specific Safety Plan (SSSP) or Accident Prevention Plan (APP) 10 days after contract award. SSSP / APP shall be approved by the Government before construction work commences.

b. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR.

c. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities of the protection and security.

d. Contractor is responsible for verifying location of any underground utility and is responsible for any damaged caused to such utilities.

6.7 Cleanup: The construction site shall be kept clean and free of debris at all times. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.

Attachment: This project requires that the site clearing activities (e.g., pruning, tree and brush removal, weed abatement/application of herbicides) abide by all applicable regulations and ordinances of the City of Davis and laws of the State of California.
