STATEMENT OF WORK
INSTALL FLOORING
IN BUILDING 500 Basement Auditorium
MALMSTROM AFB, MT
1. GENERAL
1.1. Summary of work: The contractor shall provide all labor, equipment, tools, accessories, and materials to properly remove existing flooring (carpet) and install approximately 1280 square feet of hard surface flooring (slip resistant sheet flooring) to include 7 rubber stair treads/stringers, rubber nosing on stage edge, and approximately 481 linear feet of 4” rubber cove base using the direct glue down method of installation in building 500 on Malmstrom AFB, MT.
1.2. Anti-Terrorism Awareness Training: In accordance with DoDI O-2000.16v1_AFI 31-145-O, Antiterrorism (AT) Program Implementation, ensure Level I - AT Awareness Training is completed by all contractors within 30 days of requiring access, and annually thereafter. The training will be provided by the government.
The objective of the training is to provide personnel with requisite knowledge necessary to remain vigilant and enable employment of AT tactics, techniques, and procedures.
1.3. Force Protection: Contractor personnel are required to abide by all real-world Force
Protection Condition (FPCON) measures, random anti-terrorism measures (RAMs), shelter-in-place orders, evacuations and lock-down notices as directed. Examples include mandatory badge or ID checks, facility single points-of-entry and searches of hand carried items.
2. MATERIALS
2.1.
The hard surface flooring shall be Mannington Assurance III Homogeneous slip resistant sheet flooring, color 16347 Moonlit Blue (or equal). Stair tread/riser shall be Flexco 1776 RGT, color 035 Delft Pansy (or equal). Stringers shall match stair tread. Cove base shall be 4” rubber and match stair treads.
3. EXECUTION
3.1. The performance period will be 60 calendar days after flooring is received on site.
Working hours will be from 7:00 AM to 4:30 PM, Monday through Friday.
3.2. The contractor shall coordinate all his activities with Facility Manager, this facility will be in use during installation. The government will remove the stadium seating, the contractor shall install flooring through existing mounting hardware for the stadium seating. The new flooring shall be installed on all previously carpeted areas except stairs which shall be rubber stair treads. The contractor shall provide edge protection to the edge of the stage.
3.3. The contractor shall install the flooring as recommended by the manufacturer, using the direct glue down method, using adhesives recommended by manufacture, all seams shall be heat welded with manufacture recommended weld rod. The contractor shall provide all materials required to clean, patch, level, and prepare substrate for the new flooring. Flooring shall be installed in accordance with attached floor plan. The contractor’s performance must meet or exceed The Carpet and Rug Institute’s Standard for Installation of Commercial Carpet, CRI 104-2002. Installation must be performed in strict compliance with all local, state and federal regulations. The Occupational Safety and Health administration Hazard Communication Standard must be followed.
3.4. The government will inspect and accept the areas as the contractor completes them.
If any areas are found to be unacceptable when inspected by the government, the contractor shall re-perform until the newly installed area meets standard commercial practices.
3.5. Cove Base, Edge Guards and Transition Strips. The contractor shall provide and install aluminum bend-down type edge guard and rubber /vinyl transition strips for direct glue down flooring where required.
4. CLEAN UP
4.1. Clean-up of the job site shall be the responsibility of the installation contractor. The contractor will perform a clean-up (sweep or vacuum) of all replaced surfaces when completed.
4.2 Waste generated by the Contractor in performance of the services specified with this SOW shall be disposed of by contractor off base in compliance with State and Local ordinances.
