A] GENERAL INFORMATION
1] This Statement of Work contains the requirements for Nitrox system refurbishment services on the NOAA Research Vessel Manta R8301.
2] The general characteristics of the vessel are as follows:
Length on deck: 83 feet Length overall: 90 feet Beam: 30 feet Draft: ~4 feet
Displacement: ~78 long tons
3] All work defined below will be accomplished at the Manta’s mooring at Texas A&M University in Galveston, Texas. The period of performance for all work is;
Date of Award to July 1, 2024.
4] The Contractor shall be responsible for coordinating the efforts of their employees, subcontractors, and vendors in order to avoid any delays or disruptions and to meet the period of performance. The Contractor shall provide all facilities, labor, materials, tools, and services required to complete the work.
5] NOAA employees and contractors may be working on board the vessel during the period of performance on a not to interfere basis. During this period, these personnel shall have full access to the vessel during normal working hours.
6] The Government reserves the right to award some or all tasks defined herein. Additional work outside of this contract may only be authorized based only on a condition found report.
7] All work performed under this (SOW) shall meet or exceed all current requirements of ABYC and USCG (Subchapter T) as applicable to this size and type of vessel.
8] In the event defects or damage unrelated to the work tasks defined below are discovered, the Contractor shall submit a Condition Found Report (CFR) to the TPOC. The CFR shall define corrective actions needed, the cost for that work (separated into labor, materials, services, and total), and the impact to the period of performance. No additional work shall be performed without approval from the Contracting Officer.
9] All welding required as part of the tasks defined below shall be performed by welders certified by ABS or USCG working in accordance with welding procedures approved by ABS or USCG. Certifications and procedures issued by other nationally recognized authorities may be considered.
10] NOTE: All work performed on the vessel shall be accomplished as described below unless alternatives are presented in writing BEFORE the work commences, and are agreed to by NOAA and approved by the Contracting Officer.
B] SPECIFIC WORK TASKS
1] Refurbish low‐pressure compressor Refurbish the low‐pressure compressor in accordance with the following:
a) Change compressor oil, oil separator and oil filter
b) Change intake air filter
c) Change 2 LP V‐belts
d) Change LP air filters, replace housings as necessary
e) Change pressure gauges as necessary
f) Test high temp shutdown switch
g) Replace back pressure regulator and pressure gauge
h) Test the membrane temperature controller and high limit safety
i) Replace both LP pressure relief valves
j) Replace hoses and fittings as necessary
k) Test air chiller and auto drain system
l) Replace seawater pump with a self‐priming unit of equal or greater capacity
m) Change carbon and two screens in the carbon tower, replace hoses
n) Inspect Seawater strainer. Rebuild or replace, as necessary
o) Replace the existing LP chiller with a flat‐plate heat‐exchanger
2] Refurbish high‐pressure compressor Refurbish the high‐pressure compressor in accordance with the following:
a) Change compressor oil and oil filter
b) Change compressor intake air filter
c) Replace O‐rings inside 2nd, 3rd and 4th stage intercoolers
d) Replace 1st stage valves
e) Replace 2nd stage valves
f) Replace 3rd stage valves
g) Replace 4th stage valves
h) Replace 4th stage piston/liner
i) Inspect HP filter chamber for pitting and/or corrosion.
a. Replace O‐rings (If corrosion is present, replace separator)
j) Replace HP breathing air filter cartridges
k) Inspect 4th stage final separator for pitting and/or corrosion.
a. Replace O‐rings and final separator element. (If corrosion is present)
l) Replace final stage relief valve. Set pressure and test
m) Test 1st, 2nd, and 3rd stage relief valves (replace as necessary)
n) Replace final stage check valve
o) Replace all pressure gauges
p) Replace seawater pump with a self‐priming unit of equal or greater capacity
q) Inspect Seawater strainer. Rebuild or replace, as necessary
r) Replace all water lines
s) Replace the HP flex hose from the final separator to the filter chamber
t) Replace propylene glycol in the chilled water system
u) Inspect Auto drain housing and seats for pitting and corrosion

NOAA staff will assist with determining best location for the new chiller. Remove the standard chiller electrical box and wire chiller controls into the existing Nitrox system electrical enclosure. Install all required hoses and fittings to complete the seawater and chilled water circuits, re‐using the existing chilled water tank. Include and connect a separate radiator coil, complete with hoses and fittings, to cool the compartment in which the Nitrox equipment is installed.
5] Remove old refrigerant and oils Have old refrigerants and oils removed from the Nitrox system and disposed of them in an environmentally safe manner.
6] Testing Operate all components of the Nitrox system to demonstrate that no leaks or faults exist. Operate all components and circuits at maximum pressure, flow, and load. Allow all components in the system to reach maximum operating temperature. Demonstrate the output of both low‐pressure and high‐ pressure compressors are in accordance with compressor ratings. If any leaks or faults are detected, resolve the problem and re‐test the system.
