About this file
This document is a Statement of Work (SOW) for the manufacture and supply of two new and unused replacement hydraulic cylinders to articulate an A-frame installed on the NOAA research vessel Manta, based in Galveston, TX. The SOW provides detailed specifications for the replacement cylinders, including dimensional requirements, materials, pressure testing, and other work tasks to be performed by the contractor. The related federal contract opportunity is a Special Notice for the manufacture and supply of the two new hydraulic cylinders. The period of performance is from contract award to 45 days after award. NOAA will perform the final inspection and acceptance of the work. The contractor will have full access to the vessel and its systems but will not require access to any government-owned IT equipment or privileged information.

TASK SPECIFICATIONS:
A‐FRAME CYLINDER REPLACEMENT
NOAA Research Vessel R8301 Req. #141014‐24‐0026 Revision A 1‐5‐24
A] GENERAL NOTES
1] This specification defines the requirements for the manufacture and supply of two new and unused replacement hydraulic cylinders to articulate an A‐frame installed on the NOAA research vessel Manta, based in Galveston TX.
2] The old cylinders can be transported by NOAA to the Contractor’s facility only if that is located within 100 road miles of Galveston TX. The Contractor will ship the new cylinders by fast road freight.
B] SPECIFIC WORK TASKS
1] Fabricate replacement cylinders The Contractor will fabricate and supply two each identical cylinders in accordance with the following specifications. Dimensional information below will be checked to the old cylinders if they are available, and any discrepancies will be discussed with NOAA staff prior to commencing new cylinder construction:
Extended length 109.12" Collapsed length 76.18" Stroke 32.94" (stop tubes may be required) Barrel 3.25” ID, 304 stainless steel End caps Welded, 304 stainless steel Rods 1.75" OD, 316 stainless steel End fittings 1.375" ID x 1.375" wide spherical ball joints at both ends, 304 stainless steel Working pressure 3500 PSI Controls Counter‐balance valves (#CBEA‐LAN or equal) on both A and B ports, housed in a 304 stainless steel integral control block welded to the ram base at the non‐ rod end.
Piping The pipe from the rod‐end port of each cylinder to the control block will be replaceable stainless steel secured with flare fittings at each end. Position the pipe to closely duplicate the welded pipes on the old cylinders.
Old cylinder ref: Cunningham drawing #C‐7467 (not available from NOAA).
2] Fabricate set of pivot pins The Contractor will fabricate and supply a set of four pivot pins (one upper and one lower per cylinder) that duplicate those provided with the old cylinders. Pins and welded securing plates will be made of 304 stainless steel.
3] Cylinder coating None. (Will be coated by installer)
4] Test new cylinders The Contractor will articulate and pressure test each of the new cylinders to 3500 PSI for five (5) minutes to demonstrate that the cylinders function as intended and that no leaks are present. If any faults are detected, repairs will be made and the cylinder retested in the same manner.
C] OTHER INFORMATION
1] TECHNICAL POINT OF CONTACT/TASK MONITOR
The Contracting Officer will assign a Technical Point of Contact (TPOC) that shall serve as a technical advisor to the Contracting Officer. The TPOC does not have any contractual authority and cannot obligate the Government or change the scope of work. The TPOC serves as a technical liaison between the Contractor and the Contracting Officer.
2] IT SECURITY REQUIREMENTS
The Certification and Accreditation (C&A) requirements of 48 CFR 1352.239‐73 do not apply, and a Security Accreditation Package is not required. The contractor will not have access to any government owned IT equipment or be furnished government privileged information. However, the contractor will have full access to the vessel and all of its systems.
3] PERIOD OF PERFORMANCE
The period of performance for all work defined herein will be from contract award to 45 days after contract award.
4] INSPECTION AND ACCEPTANCE
NOAA staff will perform the final inspection and acceptance of all work.
