About this file
This request for quotation (RFQ) solicits a contractor to perform a wetland delineation survey of approximately 537 acres of land located at Stennis Space Center in Hancock County, Mississippi. The selected contractor will be required to complete a wetland delineation of the specified area of investigation and determine the amount of acreage that would be considered jurisdictional wetlands under the definition provided by the U.S. Army Corps of Engineers. The contractor must deliver a wetland delineation report with narratives, maps, photos, methodology, site description, and conclusions to the point of contact at the National Aeronautics and Space Administration. This is being conducted to assess the feasibility of potential future development or commercial use of the land as part of the Center-wide master planning effort.

Scope of Work
Summary Narrative
To provide a wetlands delineation on approximately 537 acres in the northeastern part of the government owned Fee area of SSC. As a part of the Center-wide Master Planning effort, this area has been identified as an area for potential future growth and NASA has an interested commercial customer in this land. This area was once a part of the Mississippi Army Ammunition Plant (MSAAP) site and a route by which raw materials were transported in and out via rail as evidenced by the remaining rail beds. Since the MSAAP was closed and now that the property transitioned back to NASA there are no remaining activities within the 537 acres but it does site adjacent to other commercial tenant at Stennis. In order to understand the feasibility of developing any or all of this property, a wetland delineation of the area is needed.
Deliverables Contractor to complete a wetland delineation of the 537-acre (more or less) area of investigation (AOI) located within the northeastern portion of the NASA (map attached) - Stennis Space Center (SSC) property located in Hancock County, Mississippi. Contractor will perform this wetland delineation at the government’s request in order to assess the amount of acreage within the subject AOI the United States Army Corps of Engineers (USACE) - Vicksburg, MS District would potentially consider being jurisdictional wetlands. Jurisdictional wetlands have been defined as areas that are inundated or saturated at a frequency and duration sufficient to support, and that under normal circumstances do support, a prevalence of vegetation typically adapted for life in saturated soil conditions. This definition and further clarification of wetland characteristics can be found in 40 CFR 230.3.
Contractor shall deliver a Wetland Delineation Report complete with all necessary narratives, maps, pictures, methodology, site description, and conclusions to the NASA POC listed in the
SOW.
