SCOPE OF WORK- USCG MSRT West Deployable Kennel

The following scope of work has been prepared to outline work to be completed for the US

COAST GUARD, MSRT West located at National City, CA 91950.

I. General Notes

MSRT West is a Coast Guard Deployable Specialized Forces unit that operates on the

United States west coast to include Alaska and Hawaii. The unit is home to three Canine

Explosive Detection Teams each consisting of one K9 working dog and a handler. The deployable kennel system we wish to purchase will be used to house all three dogs within the unit’s current facility but must be capable of rapid deployment via ground, air or ship to any location in our area of operations. The unit must be self-contained and able to operate in a “forward” or deployed environment with minimal external support. Our

CDET teams may grow to 4 teams in the near future and the kennel system must be outfitted to support 4 dogs.

II. Specifications

Layout

Kennel system should be made of an ISO compliant 20-foot intermodal shipping container capable of expedient deployment via air, shipping or ground transportation.

The shipping container must be transportable with forklifts and shall not exceed

15,000lbs.

Kennel must be Air Transportability Test Loading Activity (ATTLA) certified for military and civilian air movement.

Kennel container should be 20’x 8’x 8’, of steel construction with insulation.

Kennel must have separate enclosures for 4 military working dogs (MWD).

Kennel must have indoor kennel and outdoor exercise area enclosures for each MWD.

Indoor area will be designated space for MWD to sleep and should be 7’x 3’x 8’.

Outdoor areas will be designated for MWD exercise and should be 7’x 7’x 8’. Outdoor areas should be confined by wire mesh or similar material, should have a floor elevated off the ground, and an overhanging roof/top guard to protect MWD from direct sunlight and prevent escape. Outdoor area must be modular in that it can be broken down and store within the 20ft container during transportation.

Indoor and outdoor enclosures should be connected with a guillotine-style door adequate for the comfortable passage of a 90-lb MWD.

Each kennel enclosure must be separated by a plastic or metal opaque barrier (dimensions to cover the entirety of the barrier between MWDs) to avoid visibility between the

MWDs.

Kennel container must have a door for foot traffic. Door should have a single point locking system. No windows are required.

Features

Indoor enclosure must be well-ventilated and climate controlled (between 50°F to 86°F;

between 40% and 70% relative humidity) via thermostat-controlled, through-wall heating/cooling unit and adequate insulation.

The interior of the kennel and enclosures must be adequately lighted with pin-type fluorescent or compact fluorescent lights (40 average maintained footcandles).

The kennel floor must be mounted at least 3 inches above ground level. The flooring of each enclosure must be a graded and sealed, moisture-resistant surface to allow water runoff and prevent standing water.

Each enclosure must include floor drains for sanitization, with connection points to collection tank or installed sewage system.

The kennel must include hookups for connection to installation water supply and 110v house power, as well as a power distribution panel with circuit breakers for all electrical circuits. Must include connections for washer and dryer (washer/dryer units will be purchased separately by MSRT West).

The kennel must include one food preparation area and one dog wash area to accommodate a 90-lb MWD.

The kennel must include installed shelving for storage of supplies and equipment. Each indoor area should have shelving of at least 3’x 2’.
