NASA SOFIA Aircraft Disinfectant Services Statement of Requirements
June 24, 2020
Introduction
The NASA Stratospheric Observatory for Infrared Astronomy (SOFIA) is an international science program with joint participation by NASA (National Aeronautics and Space Administration) and the German DLR (German Aerospace Center). To conduct its scientific mission, SOFIA operates a modified Boeing 747SP aircraft (N747NA), which flies an on-board infrared telescope assembly, collecting astronometric science data during nighttime hours, while flying at altitudes of 35,000-45,000 feet. The SOFIA aircraft is based at the AFRC Aircraft Operations Facility (B703), located at 2825 E. Avenue P, Palmdale, CA.
To conduct SOFIA operations during the COVID-19 pandemic, NASA requires regular cleaning and disinfectant services for the protection of its flight and ground support personnel. This includes disinfection of aircraft cabin interior surfaces and environment, such as countertops, tables, seats, galley, lavatory, doors, and other touch surfaces.
Summary of Requirements
The contractor shall provide:
1. Aircraft Deep Cleaning Service. Provide deep cleaning and disinfection of aircraft interior, including interior surfaces and environment, such as countertops, tables, seats, galley, lavatory, doors, and other touch surfaces for both aircraft main and upper decks. Use disinfectant and antimicrobial agents as appropriate to remove any on-board viruses (including Coronavirus disease 2019, or COVID-19). Cleaning should be restricted to areas of access for flight and ground crew. Special care is required to protect sensitive on-board hardware (to be coordinated with NASA).
2. Aircraft Daily Cleaning Service. Provide daily cleaning and disinfection of aircraft interior common touch surfaces, including cockpit, countertops, tables, seats, galley, lavatory, doors, etc., for both aircraft main and upper decks. Note: Sensitive equipment, including computers, displays, and scientific hardware, is not included in the daily cleaning.
3. Proof of aircraft compatibility with cleaning agents. All cleaning and disinfectant agents shall be compatible with aircraft systems, surfaces, and operations.
4. Material Safety Data Sheets (SDS) for all chemicals used in the aircraft.
5. Compliance with FAA and CDC aircraft cleaning requirements and protocols, and proof of accreditation (certification) to perform cleaning services.
NASA shall provide:
1. Vendor badging and access to B703 facility in Palmdale, CA.
2. SOFIA aircraft access, including schedule of aircraft availability.
Additional Requirements
1. Vendor staffing may be required to take personal safety training prior to working in B703 facility.
2. Contractor staff will be required to comply with all NASA health and safety procedures and protocols while operating in its facilities (e.g., B703). Contractor will be expected provide their own Personal Protective Equipment (PPE). NASA may inspect contractor PPE to confirm compliance with health and safety procedures and protocols.
Cleaning Schedule
Note: Dates and times are approximate, and are subject to SOFIA flight schedules.
1. Deep Cleaning: Initial: July 10-12, 2020. Additional: October 10-13, 2020.
2. Daily Cleaning: Four-five times/week, starting July 13, 2020, continuing through March 31, 2021. To be coordinated in conjunction with SOFIA daily flight schedule.
3. Options: Deep cleaning and Daily cleaning, optional additional services, scheduled upon request through September 2022.
Supplemental Information
• Aircraft access and cleaning to be coordinated with SOFIA Operations Engineering and
Ground Crew Chief.
