STATEMENT OF WORK
1. Objective/Requirements National Aeronautics and Space Administration (“NASA”) is seeking an assessment and training to enhance their Software Asset Management (SAM) capabilities, identify gaps in their current SAM program and efforts, and prioritize future SAM initiatives.
2. Characteristics
The contractor shall perform the following duties:
work with NASA to develop a project plan and schedule to address NASA’s goals and objectives within the bounds of the identified scope
3. Scope The in-scope IT (information technology) environment subject to the services consists of the devices and users on NASA’s network(s).
Any service or product not explicitly listed in this document is considered out of scope. For added clarity the following services are out of scope for this engagement o Implementation of any recommendations o Licensing reconciliation o Hardware Asset Management o Detailed process re-design o RFP (request for proposal) assistance for ITAM (IT Asset Management) tools o Audit and litigation support
4. Activities
Appropriately plan engagement to include but not limited to: scope review, approach, resourcing, project plan, data requirements, communication / engagement cadence
Conduct strategy workshop o Assess NASA’s current SAM goals, objectives, and success criteria o Review NASA current SAM environment (processes, policies, tools, etc) o Synthesize workshop output o Present findings / recommendations
Publisher Prioritization o Analyze current software publisher spend, historical and current audit risk and contract lifecycles to establish recommended priorities SAM coverage analysis o Analyze NASA provided information to evaluate the quality and health of inventory to support SAM o Develop guidance and recommendations to leverage existing systems and industry best practices to support identified goals and objectives
Provide Certified Software Asset Manager (CSAM) training course for three SLAM team members
5. Deliverables NASA approved project plan
Workshop Findings to include but not limited to: revised / validated SAM goals and objectives; RACI (responsible, accountable, consulted and informed) charts;
policy recommendations; roadmaps; etc.
Software Publisher Spend, Risk and Prioritization Assessment SAM coverage analysis findings and recommendations Provide instructor led CSAM training
6. Place of Performance Remote
7. Period of Performance Activities shall be performed, and deliverables provided June 30, 2023 through October 31, 2023.
