1.0 Background
There are a number of air receiver vessels at Armstrong Flight Research Center Main Campus (Edwards AFB) that are coming due for their periodic NDE inspections. There are 22 vessels comprised mostly of air receiver tanks installed on air compressor units. They range in sizes from about 1 gallon to about 660-gallon size tank. All the vessels are ASME code vessels. See attached MS Excel spread sheets for more information on the vessels. One spread sheet shows a small picture of each vessel. In addition, new compressed air piping on the main compressed air distribution system (ref. vessel system number 4820- EXT-873318) will need baseline thickness measurements. These vessels require periodic Non-Destructive Examination (NDE) inspections to ensure their structural integrity and to maintain their certification.
2.0 Objectives
The objective is to provide a mechanical integrity analysis for each pressure vessel and its ongoing fitness for service. The integrity analysis is needed to maintain its certification in accordance with NASA-STD- 8719.17.
3.0 Requirements
The contractor shall provide nondestructive examinations, engineering calculations and evaluations for each vessel. In addition, one piping branch for vessel system number 4820-EXT-873318. The specific tasks will include:
• External Visual Examinations of the overall air receiver vessel condition, including such items as critical weld configuration, condition and quality, corrosion, erosion, or other system deterioration
• Ultrasonic Thickness Testing (UTT) of the heads, shell, and nozzles for the air receiver vessels
• Ultrasonic Thickness Testing of the new compressed air piping for vessel system number 4820-
EXT-873318
• Provide ASME Section VIII Division 1 head, shell, and nozzle calculations to verify the vessel’s wall thickness is adequate for the maximum allowable working pressure (MAWP) of the vessel
• Provide engineering calculations to verify that the compressed air piping for vessel system number 4820-EXT-873318 has adequate thickness for the maximum operating pressure of the system
• Complete a remaining life assessment to include previous UTT data and determine the corrosion rate and the approximate remaining service life of the vessels
• Perform an engineering evaluation of all the NDE reports and field data and provide recommendations for continued safe operation of the pressure vessels
• Provide a summary report to include:
o NDE reports o Synopsis of all work completed and results
• Non-Destructive Testing (NDT) shall be performed by trained personnel qualified and certified to the requirements of ASNT SNT-TC-1A
RFP/Contract No. SOW Title Date or Version #
4.0 Deliverables
The contractor shall deliver the following:
• Mechanical Integrity Reports to include:
◊ Inspection results ◊ UTT measurements ◊ Inspection pictures ◊ ASME Section VIII Division 1 head, shell, and nozzle calculations to verify the vessel’s wall thickness is adequate for the MAWP of the vessel ◊ Calculations to verify that the compressed air piping for vessel system number 4820-EXT-
873318 has adequate thickness for the maximum operating pressure of the system ◊ Remaining Service life of the vessel ◊ Engineering evaluation of all the NDE reports and field data and provide recommendations for continued safe operation of the pressure vessels
5.0 Period of Performance
The period of performance will be the Summer of 2023 unless there are delays with the contract award process. The final reports are expected to be completed within 6 weeks after the final inspections are completed.
6.0 Travel
Contractor is responsible for all travel expenses to and from sites to meet requirements.
7.0 Other Special Requirements and Considerations
Prior to the start of work, the contractor must submit Safety Documentation as related to the planned inspection activities of the pressure vessels and pressurized systems. These include Site Safety Plan, Activity Hazard Analysis, Procedures for Personal Protective Equipment, and Fall Protection. Persons that will be performing work at the Center will need to submit a Visit Request at least 1 week prior to access to the Center.
