STATEMENT OF WORK
Title of Project: Interchangeable walkway and liaison services to aid in the Measurements and Dissemination of the Coefficient of Friction (CF) of Footwear on Slope Roof Surface.
The services contemplated under this contract are considered to be “Other Functions” as defined by the Office of Federal Procurement Policy in OFPP letter 11-01 and by HHS in Acquisition Policy Memorandum 2012-01.
C.1 Background and Need –
Roofers potentially experience both Traumatic Injuries (TIs) and Musculoskeletal Disorders (MSDs) due to their particular work environment. We hypothesize that many injuries may directly or indirectly result from the exposure to the same physical hazards such as sloped roof surface, awkward working posture, and forceful actions or overexertion. The contracted work is a part of our project that will systematically investigate the effects of footwear on safety and MSDs among roofers and the related influencing factors. The most important physical factor that directly determines the slip/fall potential is the dynamic coefficient of friction (CF) between footwear and roof surface. While many CF studies have been reported, no study on the footwear CF on a sloped roof surface was found in the current literature. Furthermore, the available methods may not be directly applicable to measure the in-situ CF on a sloped roof surface. Different from many metallic engineering materials, the CF between footwear and roofing surface may be dependent on the normal contact force. Therefore, the measurements of the CF should be performed by applying different contact force. In order to perform the study of the friction characteristics between the footwear and roofing surface, we need many different components to complete the study.
C.2 Project Objective – To develop interchangeable walking pathways of various roof coverings they can be rapidly exchanged during a human subject testing session for measuring the in-situ coefficient of friction (CF) of footwear on roofing surfaces.
Coupled with the development and deployment of the interchangeable walkway, the vendor will also offer consultation for project refinement as well as data interpretation and liaison services with local construction companies.
C.3 Scope of Work
Is to develop, build and deploy interchangeable walkways. Each walkway will need to be able to be affixed to the sloped roofing simulator located in the biomechanics lab (H3608) at NIOSH Morgantown. The interchangeable walkways will be used in testing the effect different roofing covers have on walking and posture while on a sloped roofing environment in various footwear. The specially designed interchangeable walkway system should satisfy seven requirements: (1) walkways should be able to be changed in less than 5 minutes; (2) the walkways should function at each of the sloped roofing simulator’s positions (slope 0°, 15°, and 30°); (3) the walkways should allow for both cross slope and up/down slope walking; (4) the width of each walkway should be three feet; (5) the length for the cross slope portion should be sixteen feet and for the up/down slope portion, the length should be eight feet; (5) the total number of walkway materials to be constructed will be six (Tyvek no slip underlayment, Tyvek underlayment, Felt Roof Deck Protection underlayment, Owens Corning Oakridge Laminated Architectural Roof Shingles, and American Slate roof tiles); (6) the walkways must be exchangeable without assistance from mechanical devices to ensure quick set-up times; (7) the walkways must incorporate the force plates in a seamless manner to guarantee accurate ground reaction force collection. In addition, the vendor will offer consultation for project refinement and data interpretation. Furthermore, the vendor will provide liaison services with local construction companies and NIOSH given the technical requirements outlined in section C.4. At no time will the vendor interact with subjects nor partake in data collection.
C.4 Technical Requirements –
The researchers should provide the required liaison services and they should meet the following technical requirements:
(1) They have good knowledge and experiences in the measurements and analyses of the biomechanical and mechanical analyses.
(2) They have conducted some experimental studies on the ergonomics of roofing workers, which may also be proved from their publications or their graduate students’ theses.
(3) They should be able to provide direct guidance on the study by participating in the preparation and experiments in our motion analysis lab.
(4) They have prior relationships with local roofing construction companies.
(5) They will provide a technical report on the scientific evaluation of the effectiveness of the device.
C.5 Reporting Schedule –
• The first walkway should be constructed and delivered for initial testing on/before December 30, 2020.
• The remaining walkways will be working to desired specifications and the final written report will be delivered on/before May 31, 2021.
• A mid-contract presentation reporting on the status of potential contacts of local construction companies will be on/before April 30, 2022.
• An end-of-contract presentation reporting on the status of potential contacts of local construction companies will be on/before September 30, 2022.

Addendum to Statement of Work
HHSAR Provision, 352.239-73: Electronic and Information Technology Accessibility Notice
(a) Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998 and the Architectural and Transportation Barriers Compliance Board Electronic and Information (EIT) Accessibility Standards (36 CFR part 1194), require that when Federal agencies develop, procure, maintain, or use electronic and information technology, Federal employees with disabilities have access to and use of information and data that is comparable to the access and use by Federal employees who are not individuals with disabilities, unless an undue burden would be imposed on the agency. Section 508 also requires that individuals with disabilities, who are members of the public seeking information or services from a Federal agency, have access to and use of information and data that is comparable to that provided to the public who are not individuals with disabilities, unless an undue burden would be imposed on the agency.
(b) Accordingly, any offeror responding to this solicitation must comply with established HHS EIT accessibility standards. Information about Section 508 is available at http://www.hhs.gov/web/508. The complete text of the Section 508 Final Provisions can be accessed at http://www.access-board.gov/sec508/standards.htm.
(c) The Section 508 accessibility standards applicable to this contract are: 1194.
205 WCAG 2.0 Level A & AA Success Criteria 302 Functional Performance Criteria 502 Inoperability with Assistive Technology 504 Authoring Tools 602 Support Documentation 603 Support Services
In order to facilitate the Government's determination whether proposed EIT supplies meet applicable Section 508 accessibility standards, offerors must submit an HHS Section 508 Product Assessment Template, in accordance with its completion instructions. The purpose of the template is to assist HHS acquisition and program officials in determining whether proposed EIT supplies conform to applicable Section 508 accessibility standards. The template allows offerors or developers to self-evaluate their supplies and documentation detail - whether they conform to a specific Section 508 accessibility standard, and any underway remediation efforts addressing conformance issues. Instructions for preparing the HHS Section 508 Evaluation Template are available under Section 508 policy on the HHS Web site http://hhs.gov/web/508.
In order to facilitate the Government's determination whether proposed EIT services meet applicable Section 508 accessibility standards, offerors must provide enough information to assist the Government in determining that the EIT services conform to Section 508 accessibility standards, including any underway remediation efforts addressing conformance issues.
(d) Respondents to this solicitation must identify any exception to Section 508 requirements. If a offeror claims its supplies or services meet applicable Section 508 accessibility standards, and it is later determined by the Government, i.e., after award of a contract or order, that supplies or http://www.hhs.gov/web/508 http://www.access-board.gov/sec508/standards.htm http://hhs.gov/web/508 services delivered do not conform to the accessibility standards, remediation of the supplies or services to the level of conformance specified in the contract will be the responsibility of the Contractor at its expense.
