STATEMENT OF WORK
1.0 Introduction/Background: NASA Langley Transformation Initiative’s mission is to enable the Center to thrive as a modern federal research institution by working more effectively to achieve NASA’s mission, while also increasing work product impact for the benefit of Earth’s inhabitants. A challenge area recognized by the Transformation leadership team is the need to clearly communicate the future vision state, i.e., Transformed Langley Research Center (LaRC), to the workforce, stakeholders, and leadership. A concrete vision is required to guide ongoing decision making towards that vision and to enable individuals to better understand their role/responsibilities in making the vision a reality. Steered by reported findings in the behavioral sciences for driving change and transformation; the Langley Transformation Initiative aims to engage global experts in the creation of a strategic narrative product, i.e., a LaRC transformation strategic narrative story, that will provide a concrete visualization of the targeted LaRC future state and generate an emotional connection to the vision for workforce, stakeholders, leaders. The intent is to share the narrative product with workforce, leadership, stakeholders, and partners and to use the product to help align senior leaders around a common detailed vision to aid them in making trade off decisions for today and the future. The vision narrative will inspire help guide LaRC workforce, leaders, and partners to continue creating impact for NASA and the Nation.
2.0 Scope of Work: The purpose of this work is to develop a strategic narrative product using established behavioral science based methods to communicate the NASA Langley Transformation vision to workforce, leaders and stakeholders. The scope of work includes application of strategic narrative development methods to develop a future focused vision story for NASA Langley.
3.0 Objectives: The objective is to use an established strategic narrative development process that engages the Transformation leadership team and stakeholders/workforce to create a strategic narrative product.

4.1.2 This task shall include contractor led interviews of stakeholders identified jointly by the contractor and Transformation leadership (minimum of 3);
additionally interviews of external experts (minimum of 3)
4.1.3 Task deliverable shall be a report (format can be powerpoint, word document, or similar).
4.2 Based on the outcome of Task 4.1, the contractor shall use established strategic narrative development and behavioral science methods to guide Transformation leaders in taking the 4.1 results combined with global, historical and broader considerations to define the future vision state. The expected duration of this task is 2 weeks.
4.2.1 The contractor shall lead a workshop on-site at LaRC guiding Transformation leaders/stakeholders in defining the future vision state and identify actionable recommendations for creating that future state. Contractor shall work with Transformation leadership to schedule workshop for date/time when targeted NASA staff can be present.
4.2.2 Task deliverable shall be a summary report (powerpoint, Microsoft word, or other similar format).
4.3 The Contractor shall use established strategic narrative and graphic novel development expertise to translate the results of tasks 4.1 and 4.2 into a strategic narrative story that includes characters, conflict and resolution.
