CERTIFIED LARGE-SCALE SCRUM (LeSS) PRACTIONER TRAINING
STATEMENT OF WORK
1.0 INTRODUCTION
Naval Surface Warfare Center, Dahlgren Division (NSWCDD) has training requirements for their line managers, scientists, engineers and technical staff of all levels. Today, more than ever, we need to introduce efficient and effective processes to help our team members focus on improved team management, collaboration, training and mentoring. NSWCDD requires the knowledge and skills associated Large-Scale Scrum (LeSS) training based on system dynamics and mechanics for scaling lean and agile development.
Our objective of this requirement is to obtain two different classes, the materials and knowledge to understand, utilize and apply the LeSS framework and principles on a large scale to our product development. NSWCDD’s goal is to obtain learner-centric instruction optimized for maximum effectiveness and ensuring that the greatest amount of learning takes place during these sessions.
2.0 APPLICABLE DOCUMENTS

3.0 REQUIREMENTS
The Contractor shall provide on-site, instructor-led Certified LeSS Practitioner training performed by a Certified LeSS Trainer. The Contractor shall provide a certified LeSS instructor that is engaging with the students; has the ability to adapt the training during the session to accommodate the differences between industry’s commercial practices and the Department of
Defense (DoD) practices; and has familiarity and expertise in the subject matter being presented.
The Contractor shall be responsible for facilitating small group activities in a physical classroom if need to support the training sessions. The Government will not provide staff to support for these activities.
NOTE: The Government anticipates that one 3-day class will be funded at award. Additional optional classes will be exercised upon funding availability and successful completion and evaluation of the 3-day course initially held.
3.1 Class Requirements
3.1.1 The session requirements are applicable to all training sessions. The Contractor shall provide the following:
o 3-Day Certified LeSS Practioner Training o 5-Day Technical Practice Training
3.1.2 All training classes shall support up to 30 students. The students will be line managers senior level scientists, engineers and technical staff.
3.1.3 The classes shall be held from 0800 through 1700 each day with an hour break for lunch.
The instructor delivering the session must arrive to the classroom location no later than 30 minutes prior to the start time of the course.
3.1.4 The Government will provide training facilities with space reserved for the dates determined after the award. The Government will provide projection equipment and screens;
however, the Contractor is responsible to bring their own laptop to present the training. The
Contractor shall contact the technical point of contact (TPOC) no later than 5-days after award of order to establish the training date and location for the first session.
3.1.5 Each student shall be a Certified LeSS Practitioner at the end of the training course.
3.1.6 The Contractor shall provide each student with an active account and access to the
LeSS.Works website to access additional resources, case studies, coaching and community collaboration upon completion of the course. The Contractor shall provide each student with access to Larman/Boddington’s books on LeSS via electronic delivery at the end of the class.
3.1.7 The Contractor shall provide all course materials, to include hard or soft-copy participant manuals, worksheets, handouts, slide decks, name tents, job aids, or any other materials necessary for successful delivery of the training sessions. The Contractor shall provide sufficient hard copies of all materials for every participant to receive their own copy. The Contractor shall include a question and answer period before the conclusion of each session for interactive collaboration.
3.1.8 The Contractor shall contact the Technical Point of Contact within 10 days after receipt of the order to schedule the first class.
3.1.9 The Government will make a determination regarding the option exercise for additional classes after careful review of the course evaluations from the first training session provided.
3.2 3-Day Certified LeSS Practioner Training
3.2.1 The training shall address the following topics, at a minimum:
Introduction to product development
The issues with scaling
LeSS and LeSS Huge Overview
LeSS Principles
Systems Thinking
Lean thinking
Queuing Theory
Definition of Done and its impacts
Product Owner and Product Backlog
Role of Management and the Scrum Master
LeSS Product Backlog Refinement, Sprint Planning, Review and Retrospective
Integration & Coordination
Consideration on technical practices when scaling
Adopting LeSS
Organizational impacts and typical LeSS organizational structure
Role of Management and the Scrum Master
3.3 5-Day Technical Practice Training (Optional)
3.3.1 The training shall address the following topics, at a minimum:
Value of Scaling
Understanding Products versus Projects
Systems Thinking
LeSS Framework and Structure
Continuous Improvement
Splitting Big Items
Detailing Items
Estimations
3.3 Course Evaluation
3.3.1 The Contractor shall submit a course assessment questionnaire to the Technical Point of
Contact (TPOC) for approval at least 10 days before the training. The questionnaire shall address at a minimum:
Clearly defined objectives
Relevant tops
Encouragement of participation and interaction
Organized and easy to follow course content
Helpfulness of course materials
Knowledge and preparation of the trainer
3.3.2 The Contractor shall provide a written course assessment questionnaire to each student upon the completion of the first training session to be collected by the Government TPOC prior to the student’s departure. The Government will use the assessments to determine the effectiveness of the training prior to the exercise of any optional sessions.
4.0 TRAVEL
The Contractor shall travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the TPOC. All travel shall be conducted in accordance with the
FAR 31.205-46, “Travel Costs” and the Federal Travel Regulations (FTR).
5.0 TECHNICAL POINT OF CONTACT (TPOC)
5.1 The Technical point of contact for the initial training session is:
Provided upon award.
5.2 The TPOC may change for the optional classes, if exercised.
6.0 EVALUATION CRITERIA (TRADE-OFF)
An award will be made to a responsive offeror (who submits all required submissions on time), whose offer is Technically Acceptable and whose past performance does not pose a risk to the
Government. Offerors understand that the Government ranks all offers by price; however, pursuant to applicable acquisition regulations and/or departmental guidelines, Buyers may use criteria other than price to evaluate offers. Accordingly, please note that, to the extent required by applicable regulations and/or guidelines, award will be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Buyer on the basis of course content, instructor expertise, past performance and price.
6.1 Proposal Instructions
Offerors shall submit the following in order to be considered:

6.1.1 Technical Proposal
The Offeror shall include the course content and instructor’s resume in the technical proposal.
The course content shall include at a minimum:
1) Syllabus for each course
2) Detailed agenda with learning objectives
3) Interactive class activities with description, if any.
The offeror shall include a resume of the proposed instructor(s) that describes experience and expertise conducting the required training sessions.
6.1.2 Past Performance
The Offeror shall include three references from customers who have received similar training sessions within the last five years. It is preferred that at least one reference be from the
Department of Defense (DoD). The following information shall be included: Organization, Point of Contact Name, email address, phone number, the name of the training and dates the training was held.
6.1.3 Price Proposal
Total fixed price quotation - be sure to consider all costs associated with the delivery of this training course including but not limited to training design, training delivery, training materials, preparation of course materials, preparation of course survey, delivery of course, and transport of training materials (if any).
