About this file
This document is a Statement of Work (SOW) for a fuel oil purchase by Pine Ridge Hospital in South Dakota. The SOW outlines requirements for a Blanket Purchase Agreement (BPA) to supply approximately 150,000 gallons of #2 S15 ultra-low sulfur dyed fuel oil annually, typically delivered in 8,000-gallon shipments within 10 business days of facility request. The fuel will be used for hot water boilers, domestic hot water heaters, and emergency power generators.
The procurement includes specific quality requirements meeting ASTM standards, with third-party inspection reports to be submitted annually. The contract period is one year with four potential one-year option periods. Notably, the contract includes Tribal Employment Rights Office (TERO) compliance requirements for work on the Pine Ridge Indian Reservation, which involves a 4% fee on the total contract price, weekly certified payroll reporting, and work permits for non-local Indian employees at $250 per employee. The solicitation appears to be structured to potentially provide preference or set-aside opportunities for Indian Small Businesses Economic Enterprise (ISBEE) or Indian Economic Enterprises (IEE).
