About this file

This Statement of Work (SOW) details a contract for Analog Multiplexer (MUX) Circuit Card Assembly (CCA) repair services for the Naval Surface Warfare Center Philadelphia Division (NSWCPD). The requirement involves developing a circuit card test program for specific Analog MUX cards (Part Numbers 63E917152G1 and 63E917172G1) used in DDG-51 hull Data Interface Units, which are critical for ship engineering plant operations. The contractor will receive seven "F" condition Analog MUX cards to create a comprehensive test program, perform functional and in-circuit testing, diagnose failures, attempt repairs, replace damaged components, and provide detailed reports on test results and component-level failures.

The contract is a non-personal services agreement with a three-month period of performance, beginning from the award date. The work will be performed at the vendor's facility, with strict operations security requirements and controlled handling of unclassified information. Key deliverables include individual circuit test routines, reports of damaged components, evidence of repair attempts, and test results for each repaired Analog MUX CCA. The solicitation (N6449825-DCN-PD-55-0067) indicates the government intends to negotiate with a single source under FAR 13.106-1(b)(1)(i), with technical points of contact from NSWCPD Codes 551 and 554 available for communication.

1.0 INTRODUCTION

1.0.1 The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles. This requirement is for NSWCPD Code 554, which is responsible for IN-SERVICE DDG-51 Machinery Control Systems (MCS).

1.0.2 This contract is for non-personal services. It does not create employment rights with the U.S. Government whether actual, inherent, or implied

1.0.3 Government/Contractor Relationship

1.0.3.1 The services to be delivered under this Contract are non-personal services and the parties recognize and agree that no employer-employee relationship exists or will exist under the Contract between the Government and the Contractor's personnel. Therefore, it is in the best interest of the Government to provide both parties a full understanding of their respective obligations.

1.0.3.2 The Contractor employees shall identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishable badges or other visible identification for meetings with Government personnel. In addition, Contractor personnel shall appropriately identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.

1.0.3.3 Contractor personnel under this Contract shall not engage in any of the inherently Governmental functions listed at FAR Subpart 7.5 or DFARS Subpart 207.5.

1.0.4.2 Rules, regulations, directives, and requirements that are issued by the U. S. Navy and NSWCPD under its responsibility for good order, administration, and security are applicable to all personnel who enter a Government installation or who travel on Government transportation. This is not to be construed or interpreted to establish any degree of Government control that is inconsistent with a non-personal services contract.

1.0.4.3 Inapplicability of Employee Benefits: This Contract does not create an employer-employee relationship. Accordingly, entitlements and benefits applicable to such relationships do not apply.

1.0.4.4 It is the Contractor's, as well as the Government's, responsibility to monitor Contract activities and notify the Contracting Officer if the Contractor believes that the intent of this Section has been or may be violated.

1.1 BACKGROUND

DDG-51 Contract 2 and Contract 3 Hull’s Data Interface Units (DIUs) utilize numerous Analog Multiplexer (MUX) circuit card assemblies (CCAs) for signal processing. These CCAs are essential for operation of the ships engineering plant, including LM2500 Gas Turbine Modules (GTMs) and Gas Turbine Generators (GTGs). These CCAs experience high failure rates and are in short supply with 1-2 year lead times. Timely and reliable repair of these MUX cards is essential to the DDG-51 fleet’s execution of its mission.

1.2 SCOPE OF WORK

NSWCPD Code 554 is looking for engineering and technical services for the development, programming, and validation of a circuit card test program set for Analog MUX (P/Ns 63E917152G1 and 63E917172G1) for use in an automated circuit card test and diagnosis system. The circuit card test program should perform Functional Card Testing (FCT) utilizing card edge connectors to stimulate each channel, verifying analog ranges as well as monitoring memory addresses to verify end to end functionality in order to narrow CCA failures down to an ambiguity group of components. In-Circuit Testing (ICT) should be utilized afterwards to determine the exact components that have failed. NSWCPD Code 554 will provide seven “F” condition Analog MUX to be utilized in the creation of the card test program. The contractor shall utilize the program to perform a diagnosis on each of the 7 MUX cards. These seven Analog MUX will serve as a demonstration of successful repair and will be returned to NSWCPD Code 554 for validation of repair upon completion of the test program along with reports containing failed circuits and components, generated from the test program.
