About this file

This Statement of Work (SOW) outlines requirements for developing a Process Map to address deficiencies in AS-IS Architectural/MEP drawings and inspection programs for NIH campus construction projects. The work will be performed for the National Cancer Institute, Department of Health and Human Services.

The contractor must deliver two main components within 3 weeks of award: 1) A Process Map for AS-IS drawings that details procedures for surveying conditions, documenting architectural/MEP systems, and maintaining drawings, and 2) An Inspection Program Process Map covering inspection procedures, roles/responsibilities, and documentation requirements. The scope includes reviewing existing documentation, developing detailed process flows, ensuring coordination between A/E firms, construction contractors and NIH, and delivering comprehensive maps with an implementation summary report. All deliverables require NIH approval to ensure stakeholder needs are met and implementation feasibility.

Statement of Work (SOW) Process Map Development

Objective: To develop a comprehensive Process Map that addresses the deficiencies related to the lack of AS-IS Architectural and MEP drawings and an Inspection Program for construction projects on our campus. This Process Map will facilitate accurate project planning, enhance compliance with construction documents and codes, and improve coordination among the A/E, Construction Contractor, and NIH.

Scope of Work:

1. Review and Analysis:

· Conduct a thorough review of existing documentation and project history to identify gaps in AS-IS Architectural and MEP drawings.

· Evaluate current construction processes and identify deficiencies in the inspection program.

2. Development of Process Map:

· AS-IS Drawings Process Map: Develop a detailed Process Map outlining the steps required to produce accurate AS-IS architectural and MEP drawings for each building on campus. This should include procedures for:

· Surveying existing conditions.

· Documenting and verifying architectural and MEP systems.

· Updating and maintaining drawings.

· Inspection Program Process Map: Create a Process Map for establishing and executing a robust inspection program. This should include:

· Procedures for inspecting construction projects to ensure adherence to construction documents and code compliance.

· Roles and responsibilities for inspectors, including frequency and scope of inspections.

· Documentation and reporting requirements for inspections.

3. Coordination and Integration:

· Ensure the Process Map is designed to facilitate effective communication and coordination between the A/E, Construction Contractor, and NIH.

· Provide clear guidelines and interfaces to minimize additional workload or complications for stakeholders.

4. Deliverables:

· A comprehensive Process Map for AS-IS Architectural and MEP Drawings.

· A detailed Process Map for the Inspection Program.

· A summary report explaining the Process Maps and their implementation.

5. Timeline:

· The Process Map development should be completed within 3 Weeks from the date of contract award.

6. Acceptance Criteria:

· The Process Maps must be reviewed and approved by NIH to ensure they meet the needs of all stakeholders and are feasible for implementation.

Note: This Process Map development is intended to streamline existing processes and enhance project delivery. It is not meant to create additional problems or complexities for the A/E, Construction Contractor, or NIH. Instead, it aims to provide clarity, improve efficiency, and ensure high-quality outcomes for all construction projects on our campus.
