SCOPE OF WORK
Landscape Maintenance
US INTERNATIONAL BOUNDARY AND WATER COMMISSION (US IBWC)
MERCEDES FIELD OFFICE
1. HISTORY/BACKGROUND
The International Boundary and Water Commission (IBWC), U.S. Section, requires Landscape Maintenance services at the Mercedes Field Office. The contractor shall provide all necessary personnel, supervision, quality control, equipment, tools, services, supplies, chemicals and other items necessary to perform all operations in connection with the Landscape Maintenance for the Mercedes Field Office, located at 325 Golf Course Road, Mercedes, TX 78570.
The Contractor must have their own transportation and equipment to perform the duties mentioned in this SOW.
The contractor will provide all Landscape Maintenance supplies and chemicals to perform the duties mentioned in this SOW. They must have all state licenses to apply herbicide as needed.
1. SERVICES TO BE PERFORMED
Landscape Maintenance requirements to be performed once a month, on Mondays through Thursdays between the business hours of 0800 to 1630, excluding Federal Holidays.
1. AREAS TO BE MOWED and MAINTAINED:
a. The Lawn, which is approximately 7 acres
b. Hedges besides the Personnel Building and in the front of the Main Building
c. The Property Fence which is approximately 4000’ (feet)
2. WORKED TO BE PERFORMED
a. Mowing of All Lawn within our boundaries including the front area between the fence and the road.
b. Edging of all lawn boundaries.
c. Trimming the vegetative growth below and around equipment Storage Areas.
d. Trimming of Palm trees (Every 3 months)
e. Herbicide Application to be applied 1’ (foot) on either side of the Property Fence as needed.
f. The Lawn and Property Fence should be free of limbs, palm leaves, grass, trash and debris.
g. The trees and all shrubs should be trimmed (Every 3 months)
1. PERIOD OF PERFORMANCE
The services are to be performed for at least 1 year with the option of up to an additional 4 years at the discretion of the Program Manager in LRGFO. The periods of service are to be determined.
1. PAYMENT AND INVOICES
The contractor shall invoice for services provided in accordance with this SOW as applicable. All invoices shall be submitted to the USIBWC Finance and Accounting Division (FAD) via e:mail to invoices@ibwc.gov. Copies of all invoices shall be submitted to the Contracting Officer and the Contracting Officer Representative (COR) Juan Uribe, juan.uribe@ibwc.gov. Final payment of invoice must be marked “FINAL.” Failure to adhere to these invoice instructions can result in late payment or payment rejection.
1. POINT OF CONTACT
The Contractor shall appoint a coordinator or manager and an alternate to serve as a single point of contact and liaison between the Contractor and the Contracting Officer (CO) and/or Contracting Officer's Representative (COR) for the services required under this contract. The coordinator or manager shall be responsible for the coordination of the services provided under this scope of work and shall respond to discrepancies and questions regarding this contract.
1. SALARIES AND BENEFITS
The Contractor shall be responsible for complying with all Department of Labor requirements and labor wage determinations.
