PROVIDE DISASSEMBLY, REMOVAL, AND DISPOSAL SERVICE
FOR
FURNITURE AND EQUIPMENT

101.1 SCOPE OF WORK: Furnish all labor, materials, equipment, and professional services.
necessary to conduct the following for District Honolulu:
A. BASE ITEMS: Work includes but is not limited to:
1) Disassemble furniture, equipment, and residual items
2) Remove furniture, equipment, and residual items from premises. Contractor may only use the freight elevator to move furniture, equipment, residual items, materials, and debris.
a. A list of furniture and equipment can be found in the Excel Spreadsheet ‘Encl A JRCC and PJKK Spaces Consolidated Furniture Disposal Inventory’. Items marked in yellow require transport to Base Honolulu for disposition.
b. Furniture to be removed is included but not limited to what is listed on the spreadsheet. Contractor is highly encouraged to conduct a site walkthrough of the PJKK.
c. Encl B Imagery of Furniture Disposal Items, provides example images of included but not limited to, furniture to be removed.
3) Move furniture identified by District 14 to USCG Base Honolulu for disposition storage.
a. A list of furniture and equipment can be found in the Excel Spreadsheet ‘FINAL – Consolidated Furniture Disposal Inventory’. Items marked in yellow and orange require disposal. Items not marked in any color require transport to Base Honolulu for disposition. A color key is listed on each tab of the spreadsheet and below.

b. Furniture to be removed is included but not limited to what is listed on the spreadsheet. Contractor is highly encouraged to conduct a site walkthrough of the PJKK.

4) Move safes identified by District 14 DRI and JRCC staff to locations within the PJKK, Continuity of Operations Plan (COOP) site in Wahiawa, and to Base Honolulu.
a. Further information on safes is listed in 101.1 B SAFES
5) Wrap, secure and palletize all items brought to Base Honolulu.
a. Contractor is responsible for providing wrapping material. Base Honolulu will provide pallets.
6) Dispose of remaining furniture, equipment, and residual items.

101.4 PERIOND OF PERFORMANCE: 5/13/2024 through 5/17/2024
101.5 CONTRACTOR SECURITY REQUIREMENT: The contractor shall provide a list of all onsite personnel, including sub-contractors (including second and third-tier subcontractors), to the GSA Liaison and Contracting Officer Representative (COR) prior to any site visit. Contractor personnel not listed may be denied access to the General Services Administration (GSA) facility. Contractor must work with GSA Liaison Ms. Susan Papuga (808) 535-3255 or 1-571-607-7883 to arrange access to the PJKK Federal Building, employee parking, and for reserving space, access, and scheduling of dumpster for disposal items as well as loading dock and/or to drop-off and pickup of dumpster as required. GSA limits onsite dumpster to a maximum of 3 days. Should space not be available for a dumpster, contractor is responsible for removing items set for disposal from premises and disposing off site. Contractor personnel will be restricted to designated working areas. Any personnel violating this policy may lose access to the GSA facility. Contractor personnel shall always have photo identification while working on Coast Guard facilities. All contractors, including second and third-tier subcontractors, shall enter through GSA security screening on the first floor of the PJKK site.
Base Honolulu Access: The contractor shall provide a list of all onsite personnel, including sub-contractors (including second and third-tier subcontractors), to the liaisons listed above prior to any site visit. Contractor personnel not listed may be denied access to the U.S. Coast Guard Base Honolulu facility. Contractor must work with Base Honolulu Property available Mr. Daniel Copp, 808-842-2691 to arrange access to Base Honolulu site and drop off of furniture identified for disposition at the Base Honolulu Warehouse. The Base Honolulu Property POC will provide instructions for where to place furniture within the warehouse. Contractor personnel will be restricted to designated working areas. Any personnel violating this policy may lose access to the GSA facility. Contractor personnel shall always have photo identification while working on Coast Guard facilities. All contractors, including second and third-tier subcontractors, shall enter through United States Coast Guard security screening through the main gate of Base Honolulu.
COOP Site Wahiawa Access: The contractor shall provide a list of all onsite personnel, including sub-contractors (including second and third-tier subcontractors), to the liaisons listed above prior to any site visit. Contractor personnel not listed may be denied access to the U.S. Navy Computer and Telecommunications Area Master Station (NCTAMS) facility. Contractor must work with JRCC Liaison OSCM Gregory Slusher 808-404-4772 for NCTAMS access and access to the COOP facility located at Building 242 on NCTAMS. The JRCC Liaison will provide instructions for where to place safes and furniture within the warehouse. Contractor personnel will be restricted to designated working areas. Any personnel violating this policy may lose access to the Navy facility. Contractor personnel shall always have photo identification while working on Navy facilities. All contractors, including second and third-tier subcontractors, shall enter through Navy security screening through the main gate of Base Honolulu.
101.6 CONTINUITY OF FACILITIES OPERATION: GSA, COOP Site Wahiawa and Base Honolulu will allow work during normal PJKK business hours, 8:00 am to 4:30 pm Monday- Friday, provided there is no excessive noise. Excessive noise may result in a “stop-work” order from GSA. No work is allowed on weekends or holidays.
101.7 SAFETY: During the execution of this contract, the Contractor shall conform to the rules and regulations as set forth by OSHA Safety and Health Standards, 29 CFR Part 1926 – Safety and Health Regulations.
101.8 TEMPORARY FACILITIES:
A. SANITARY FACILITIES: Toilet facilities are available for Contractors use at or near the job site. The Contractor shall ensure the facilities remain clean or permission shall be revoked.
B. WATER AND ELECTRICITY: Water and 120V electricity are available at no cost to the Contractor. Cost of these utilities connections and disconnection shall be the responsibility of the Contractor.
C. TELEPHONE: Not available at site.
D. GENERAL INFORMATION:
1) Contractor’s Storage Area.
(a) Storage of material and equipment is responsibility of Contractor.
(b) Coordinate storage area with GSA Liaison Ms. Susan Papuga.
(c) Contractor has full responsibility for security of all stored materials and equipment.
2) Permits and Notices. Notify Contraction Officer Representative (COR) and Contracting Officer 10 working days in advance of any of the following planned actions.
(a) Commencement or recommencement of work at the site.
(b) Shutdowns (Electrical, Water, HVAC, etc.)
(c) Request for inspection of critical job elements.
101.9 SITE VISIT: Bidder are encouraged to visit the site to verify existing conditions and to determine the extent of the work. Contact the liaison to arrange for a visit.
102.1 WORKING DIRCTIVES:
· It is the Contractor’s responsibility to cover surfaces that may be damaged during the work. Any damage as result of the Contractor ‘s negligence will remain the Contractor’s to correct.
· Litter, debris, and removal of construction materials shall be removed from the work site at the end of each workday. Health and safety cannot be stressed enough.
· The Contractor shall work from 8:00 am to 4:30 pm Monday through Friday with no work occurring on Federal holidays or weekends. Any deviation from the work schedule must have prior approval of the Contracting Officer.
· The Contractor is responsible to obtain all the necessary permits.
· All personnel employed on site shall keep within the limits of the work.
· Contractor’s equipment shall be conspicuously marked for identification.
· All litter and debris shall be cleaned and removed from the construction site at the end of each workday. Dumpster must be picked up and removed from GSA site after 3 days and conclusion of contractor work on site. Health and Safety cannot be stressed enough.
SPECIAL CONDITIONS
102.2 SCOPE:
This section contains pertinent information concerning work schedules, station regulations, and safety.
102.3 STATION AND LOCAL REGULATIONS:
· The Contractor shall comply with all station and local regulations concerning personal conduct, security, and safety.
· All personnel employed on site shall keep withing the limits of the work and shall not enter any restricted area unless required. The Contractor’s equipment shall be conspicuously marked for identification.
102.4 OFFICE TRAFFIC CONTROL AND PARKING:
A. The Contractor shall be responsible to provide office traffic control whenever work or equipment encroaches into occupied work spaces and hallways.
B. It shall be the responsibility of the Contractor to control his employee’s traffic on the site. Parking for all workers shall be in suitable locations as directed by GSA Liaison.
C. Prior to the start of the project, the Contractor shall submit a list of all personnel expected to be employed on the site, (including full name, social security number, home address, date of birth) to the Contracting Officer.
102.5 SECURITY
The Contractor shall be responsible for security of his material, tools, and equipment. The Government shall not be responsible for loss or damage.
102.6 COORDINATION
A. The Contractor shall coordinate all work with the Contracting Officer Representative (COR) and the GSA Liaison to minimize disruption in the daily operations to the Station.
B. The below order of contractor operations is recommended but not required.
1. Conduct site walk of PJKK and COOP Site
2. Transport and palletize identified items from PJKK and COOP Site to Base Honolulu Warehouse.
3. Move items to locations within the PJKK and COOP Site.
4. Dispose of identified items at dumpster on PJKK Site.
i. Contractor must work with GSA Liaison Ms. Susan Papuga (808) 535-3255 or 1-571-607-7883 to arrange access to the PJKK Federal Building, employee parking, and for reserving space, access, and scheduling of dumpster for disposal items as well as loading dock and/or to drop-off and pickup of dumpster as required.
ii. GSA limits onsite dumpster to a maximum of 3 days.
iii. Should space not be available for a dumpster, contractor is responsible for removing items set for disposal from premises and disposing off site.
102.7 FIRE PREVENTION DURING CONSTRUCTION
C. Paints: No more than one day’s supply of paints, materials, or compounds shall be allowed around the buildings, and shall be removed after each workday. No gasoline or similar low flash point flammable liquid shall be allowed within any building at the site.
D. Housekeeping: All accumulation of combustible material shall be removed from the site daily.
