STATEMENT OF WORK

VISN 1 RETRO-COMMISSIONING (RCx) REPAIRS AT WEST ROXBURY

PROJECT #523A4-22-011

This project will implement recommendations identified by previously completed retro-commissioning (RCx) activities as included as individual item repairs from a RCx Master Issues Log (MIL). This project will include equipment repairs, equipment replacement, and upgrading and/or optimizing Trane controls. All work will be done at the West Roxbury VA Medical Center in West Roxbury, Massachusetts. In general, work shall include all labor, material, equipment, and supervision to perform the required mechanical, electrical, and programmatic work discussed below.

All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.

The Period of Performance for this project is 180 calendar days from the Notice to Proceed.

The goal of this work is to make corrections to existing equipment and systems to improve energy efficiency. All issues within the scope of work are shown below as they were represented in the MIL.

The return fan variable frequency drive is essentially disabled as it has been manually set to 75%. This was done in an effort to circumvent an issue with the damaged drive. (Priority: 4 - Facility Improvement)
Replace the drive, place in AUTO mode, and verify the drive's functionality via point-to-point and functional performance testing.

The outside air damper is stuck open at all times. When the unit was shut down during functional testing, the building automation system showed the outside air damper as being closed. The damper was observed as not physically moving. The actuator is not responding. This could lead to dangerous conditions for the coils during extreme weather conditions if the unit is shut down. (Priority: 1 - Health & Safety)
Replace the damper actuator. Run the actuator through point-to-point and functional performance testing to confirm normal damper operation.

The building automation system displays the outside air damper as being 23% open, the chilled water valve as being 100% open, the outside air temperature as being below the supply air temperature setpoint, and the mixed air temperature as being 13.5˚F above the mixed air temperature setpoint. The outside air damper should open more to limit demand for cooling from the chilled water coil. (Priority: 3 - Energy Conservation)
Review the sequences of operation as it relates to the outside air damper and chilled water-cooling valve. Update the sequences of operation as necessary to optimize the demand for cooling from the chilled water coil.

The outside air damper is stuck open at all times. When the unit was shut down during functional testing, the damper was observed as not closing. The damper did not modulate when directly commanded by the building automation system. This could lead to dangerous conditions for the coils during extreme weather conditions if the unit is shut down. (Priority: 1 - Health & Safety)
Replace the damper. Run the damper through point-to-point and functional performance testing to confirm normal operation.
