STATEMENT OF WORK FOR

2022 N AVAL INNOVATION SCIENCE AND ENGINEERING (NISE)

TECHNICAL EXCHANGE MEETING (TEM)

1. Scope Naval Air Warfare Center Weapons Division has a requirement to host a Two-day Department of Defense (DoD) sponsored technical event occurring September 21st and 22nd, 2022 from 0700 (8:00 am) to 1700 (5:00 pm) PST.

The event will be held on the lawn in front of the Head Quarters Building, Naval Air Weapons Station, China Lake.

The contractor shall set up the event area no later than 1700 (5:00 pm), September 18th, 2022.

The contractor shall tear down all material/equipment used for the event by 1700 (5:00pm) September 24th, 2022.

The contractor shall set up/tear down for the event and configure furniture for each of the following areas: One First Aid Station, One Main Auditorium (configured for theater seating), Three Technical Presentations Tents, One Collaboration Tent and setup for Poster Board Session. All tents shall be spaced a minimum of 10’ from each other (reference diagram 1).

2. Requirements

2.1. Main Auditorium

1. One 50’x100’ white walled, clear view tent with non-flapping sidewalls with three 8’ entry/exit points

2. LED High Bay Lighting, 100W, 120V to illuminate entire interior

3. Stage: 12’ X 20’ X 2’

a. Skirting

b. Steps w/railing, and Turf Black stage floor covering

4. 10’ Pipe and Drape Black

5. 3 Powered Exit Sign

6. 5 Secured Fire Extinguishers

7. 4 32 Gallon Trash cans

8. Theater Seating Configuration (reference diagram 2)

a. 410 Non-Metal, Light Colored Chairs in theater seating configuration

b. 4 - Banquet Tables 8’ w/Linen Drape 8’ Black to accommodate coffee/water/snacks/and catered lunch

9. Lunch Configuration (reference diagram 3)

a. 176 Non-Metal, Light Colored Chairs

b. 8 - Banquet Tables 8’ w/Linen Drape 8’ Black to accommodate catered lunch

c. 18 – 60” Round Tables w/Linen Drape Black

d. 14 – 36” Round Bar Height Tables w/ Linen Drape Black

e. Main Tent will be rearranged on September 21st and 22nd for Lunch after 09:30AM and will be ready for Lunch before 11:00AM. Main tent will be set up in the theater seating layout after Lunch on September 12st and 22nd after 1:00PM and ready by 2:30PM

2.2. Technical Presentation Tents (reference diagram 4 and 5)

1. Three 20’x40’ white walled, clear view tents with non-flapping sidewalls with two 3’ entry/exit points with the following requirements for each tent:

c. 2 Tables (Classroom 6’ X 18”),

5. 2 Secured Fire Extinguishers

6. 1 32 Gallon Trash cans

7. 70 Non-Metal, Light Colored Chairs, lecture style setup

2.3. Collaboration Tent (reference diagram 5)

1. One 20’x40’ white walled, clear view tent with non-flapping sidewalls with two 3’ entry/exit points

2. LED High Bay Lighting, 100W, 120V to illuminate entire interior

3. 2 Powered Exit Sign

4. 2 Secured Fire Extinguishers

5. 1 32 Gallon Trash cans

6. 32 Non-Metal, Light Colored Chairs

7. 4 – 60” Round Tables w/Linen Drape Black

8. 4 – 36” Round Bar Height Tables w/ Linen Drape Black

2.4. First Aid Station (reference diagram 6)

1. One 20’ x 10’ white walled, clear view tent with non-flapping sidewalls with one 3’ entry/exit point

2. LED High Bay Lighting, 100W, 120V to illuminate entire interior

3. 1 Powered Exit Sign

4. 1 Secured Fire Extinguisher

5. 3 Tables (Classroom 6’ X 18”) and black linen drape

6. 8 Non-Metal, Light Colored Chairs

2.5. Poster Board Session (reference diagram 7)

1. 8 – 36” Round Bar Height Tables w/ Linen Drape Black

2. 80’ Pipe and Drape Black

3. Items will be setup and uninstalled by NAWCWD personnel. Contractor will not be required to access any restricted facilities.

2.6. Subcontractors and Consultants: Provisions stated herein shall be clearly and effectively communicated to all subcontractors providing support under this contract. All applicable provisions of this SOW and contract shall flow down to subcontractors providing support under this contract. (reference diagram 7)

2.7. Management of Contractor Personnel: The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances will the Government assign tasks to, or prepare work schedules for, individual contractor employees. The contractor shall manage its employees and guard against any actions that are of the nature of personal services, or give the perception of personal services.

3. Security:

3.1. Contractor shall not have access to any CUI data or access to restricted facilities.

3.2. Contractor shall be required to obtain a Naval Air Weapons Station visitor badge.

3.3. Citizenship Requirements: Only U.S. citizens may perform under this contract. If the Contractor cannot find qualified U.S. citizens to perform the work, the Contractor shall submit a citizenship waiver request with justification to the Government Security Office. The waiver request should include:

a. The individual's name, date and place of birth, position title, and current citizenship.

b. A statement that a qualified U.S. citizen cannot be hired in sufficient time to meet the contractual requirements.

c. A statement of the unusual expertise possessed by the applicant.

d. A statement that access will be limited to a specific government contract (specify contract number).

e. A statement that the Contractor has obtained an export license for the information required to perform the contract.
