MCC Finance, Investment, and Trade

Tunisian Port Concession Valuation Analyst

STATEMENT OF WORK

A. Introduction

The Millennium Challenge Corporation (MCC) is a U.S. Government corporation whose mission is to provide assistance to support economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizens. For more information on the MCC please visit www.mcc.gov.

B. Scope

The MCC Finance, Investment, and Trade (FIT) practice group requires an independent consultant to estimate the commercial value of the proposed future container terminal concession at the Port of Rades in Tunisia. FIT works in tandem with the MCC Transport and Vertical Structures (TVS) practice group on the development of the Transport and Trade project for the overall business climate modernization compact in Tunisia. The Government of Tunisia (GOT) and leading labor union UGTT have identified state-owned enterprise and current terminal operator Societe Tunisienne d’Acconage et de Manutention (STAM) as a priority for reform and restructuring. Both STAM and the port authority Office de la Marine Marchande et des Ports (OMMP) have agreed to rationalize operations at the Port of Rades by segregating container and ro/ro operations. The vision is for STAM, to whom OMMP granted the original concession, together with a strategic partner to operate the newly dedicated container terminal. A key input into the GOT's being able to draft tender documents to attract a strategic partner, for example an international port operator, is the commercial valuation of the proposed newly separated container terminal. The goal is to structure a concession agreement that is mutually profitable for the GOT and the strategic partner.

C. Country

Tunisia, and any eligible MCC countries

D. Tasks and Deliverables

Tasks:

The duties of the consultant will include (but are not limited to) the following.

This solicitation seeks an infrastructure valuation expert with specific expertise in port valuation projects and port concession agreements. The independent consultant is expected to create revenues-costs models from the perspective of the GOT as well as the strategic partner. Using these revenues-costs models, the independent consultant will create a whole project revenues-costs model based on the traffic forecast model that will provide figures for estimating net cash flows to indicate potential project profitability. MCC will assist in providing GOT port financials as well as port traffic forecast models and labor rationalization plans recently conducted by a third party engineering consulting firm. The independent contractor is encouraged to program its valuation modeling in Excel taking into consideration lease and royalty fees, tariffs, other fees, and equipment. MCC requires the independent contractor to integrate a minimum of two case studies of ports in the Mediterranean in determining the commercial value of the proposed future container terminal concession. The individual consultant may be asked to conduct additional follow-up work.
