1. SCOPE. This statement of work (SOW) defines the effort required for the support of the Marine Corps Mountain Warfare Training Center Corps in providing Adaptive Threat Force (ATF) services.

1.1 BACKGROUND. This requirement builds on a prototyping effort conducted by the National Security Innovation Network (NSIN) through a Memorandum of Agreement from 1 July 2018 to 1 November 2019. The ATF provides a free-thinking, realistic and adaptive adversary force in order to incorporate live, virtual and constructive free-play during experiments, selected exercises, wargames and other events as required. The ATF is incorporated into an experiment from its initial planning through post experiment reporting. The methodology involves the use of a Red Team that challenges experiment and concept assumptions through a variety of methods and seeks to strengthen the experiment and/or concept by viewing it from an enemy perspective. A Red Cell will execute specified enemy courses of action against an identified friendly course of action to determine weaknesses in friendly concepts, planning, equipping, organizational structure, training and execution. This is conducted in wargames, modeling and simulation, experiment design and in live-force experiment execution. The final use of the ATF is incorporating the results of the Red Team and Red Cell efforts into creating a high-fidelity adversary to oppose friendly forces within an experiment or exercise. The use of this methodology has proved extremely beneficial in generating refined and realistic results from experiments and exercises, thereby advancing the Marine Corps force development and training efforts.

2. APPLICABLE DOCUMENTS.

3. REQUIREMENTS.

3.1 MCMWTC ATF. ATF is to provide training to the MCMWTC Exercise Control (EXCON) enhancing multi-domain capabilities from the squad upward in ADFOR in support of MTX. ATF provides expertise in emerging and adaptive force approaches; irregular force approaches; cyber and information operations approaches; local operations approaches; innovative management approaches; and other custom training areas. ATF will focus on illuminating emerging battlefield asymmetries, delivering a unique view of previously illusive adversary vulnerabilities, and providing MCMWTC direct feedback on current operations and approaches to prompt innovation considering the adversarial realities. Provide learning services include instructional courses, embedded advisor solutions, technology demonstrations, and pre-exercise activities. Services should consider echelons, regions, functions, time, and objectives, among other factors. ATF will be proficient in Outcomes Based Learning (OBL).

All ATF personnel will require a minimum U.S. SECRET clearance with the Team Leader and Deputy needing a U.S. Top SECRET (TS) with Sensitive Compartmented Information (SCI) eligibility.

It is the responsibility of the contractor to train and equip ATF personnel for these events with required uniforms, technologies, Threat Force Tactics, Techniques, and Procedures (TTPs) and overall mission guidance.

Working spaces within a government facility and computer assets will be provided at the base location in the vicinity MCMWTC.

The MCMWTC ATF will execute the following tasks;

3.1.1 Conduct one week (five days) of academic training and mission analysis with the MCMWTC EXCON personnel and other key MCMWTC staff members in order to improve the MCMWTC’s ability to provide realistic, pacing threat ADFOR while identifying a mid-term (three year) plan on improving the capabilities with the service level training event.

3.1.2 Prepared to teach the MCMWTC EXCON personnel on the following:

3.1.2.a MCDP-1 and MCDP-7, and Multi-Domain at all levels.

3.1.2.b Cyber Warfare.

3.1.2.c SIGMAN and EW Fires (Retired/Former officer) – Understands modern fires from mortars, artillery, missiles, air and naval fire support.

3.1.2.d Exercise Design (Academic officer) – Understands design from planning through programs of instruction.

3.1.2.e Intelligence – To provide expertise on the use of technology UAS and gathering of intelligence at all levels, research and technology integration.

3.1.2.f Information Operations – To provide expertise on the use of IO at the tactical level.

3.1.2.g Logistics - To assist with experiment planning and data collection and analysis plan (DCAP).

3.1.3 Analyze each event and concept of operations to create adversary force options focused on challenging the hypotheses (if utilized) and objectives. Results will be provided to MCMWTC leadership.

3.1.4 Research and recommend capabilities from various sources such as programs of record, commercial off-the-shelf products, and emerging/developmental technologies which could replicate current and potential future threat capabilities to enable live-force experiments and exercise support. All ATF-identified equipment for threat force use will be recommended to MCMWTC.

3.1.5 Conduct travel in support of events. Local travel, including to and from organizational facilities and the surrounding area, performed during the course of performance is considered the cost of doing business and will not be reimbursed. The contractor shall be reimbursed for actual allowable, allocable, and reasonable travel costs incurred during performance of this effort in accordance with the FAR 31.205-46 “Travel Costs” and the limitation of funds specified in this contract. This includes, but is not limited to, reimbursement of transportation, lodging, meals and incidental expenses. When the contractor invoices for the completed travel, the contractor shall submit copies of all receipts (regardless of travel value). Requests for approval of costs in excess of maximum per diem rates in accordance with the procedures contained in FAR 31.205-46(a)(3) must be submitted to the MCMWTC COR for final approval prior to commencement of travel.

4. Deliverables: In addition to the deliverables identified with the specific tasks above the ATF will provide;

4.1 At the conclusion of the training week in which the ATF participates they will prepare a report covering the opposition force perspective of the event and will include recommendations of both opposition force and friendly force way ahead, along with recommendations on MCMWTC and exercise organization, structure, training and equipment etc. This report will be delivered to the MCMWTC leadership no later than 30 days after the conclusion of the training.
