Statement of Work (SOW)

Youth Leadership Recruitment Lead Generation

GENERAL INFORMATION:

AmeriCorps NCCC needs to increase public awareness of its opportunities for the purpose of recruiting highly qualified young people, ages 18-24, to serve in its programs.

Since recruitment is vital to the continued operations of NCCC, the program seeks to expand its reach through a targeted recruitment partnership with a youth leadership development organization. The purpose of this award is to gain access to a large, diverse population of service-minded young adults who are already inclined to pursue national service opportunities with organizations like NCCC. Since a large percentage of NCCC members are 18-20 years old, this partnership will target high school aged individuals.

These individuals, or recruitment leads, will be more inclined to consider service with

NCCC because they will be introduced to NCCC by a familiar and trusted source—the

Contractor.

The Corporation for National and Community Service (CNCS) is a federal agency whose mission is to improve lives, strengthen communities, and foster civic engagement through service and volunteering. AmeriCorps National Civilian Community Corps (NCCC) is a ten month, full-time, team-based residential national service program for young men and women ages 18-24. The specific mission of AmeriCorps NCCC is to strengthen communities and develop leaders through direct team-based national and community service.

AmeriCorps NCCC has four regional campuses located in Sacramento, California;

Vicksburg, Mississippi; Aurora, Colorado and Vinton, Iowa, and members complete service projects in all 50 states and the U.S. territories in partnership with nonprofit organizations, state and local agencies, and community and faith-based groups.

AmeriCorps NCCC maintains two programs, Traditional NCCC and Federal Emergency

Management Agency (FEMA) Corps. Traditional NCCC is a program where members perform a variety of service projects, such as leading youth development activities, constructing and rehabilitating low-income housing, performing environmental clean-up, helping communities develop emergency plans, and addressing other pressing local needs.

FEMA Corps members deploy to different project sites and serve to support FEMA in various capacities in areas such as disaster preparedness, mitigation, response and recovery. Project settings may include active disaster areas, recovery sites, and FEMA regional offices.

Statement of Need, Purpose, and/or Objective:

Background Information:

In recent years, AmeriCorps NCCC has engaged a vendor in a recruitment services contract

(award #95332A18C0001) to provide the program with recruitment leads. While the provision of these leads is helping to expand NCCC’s reach when it comes to awareness and promotion, the vendor is unable to guarantee that the leads fall within the target age range, due to privacy laws; nor is the vendor able to guarantee the leads provided are service-minded youth. NCCC is seeking to expand its recruitment strategy by engaging a youth leadership development organization with access to a large number of high-quality, high school aged recruitment leads. By directly targeting the population most qualified for its programs, NCCC will see an increased rate of conversion from leads to members.
