About this file
This Statement of Work (SOW) details a procurement by U.S. Customs and Border Protection (CBP) Special Response Team for 34 Vanguard VR Level III ballistic shields. The shields must meet NIJ Standard 0108.01 Type III protection, capable of defending against high-powered rifle threats including 7.62mm full metal jacket rounds, with additional protection against various handgun and rifle calibers. Specific technical requirements include a 21"x36" rectangular shield with a viewport and light, weighing no more than 21 lbs, featuring an internal battery-powered light with 1200 lumens, hook and loop forearm strap, and high-density foam pad.
The procurement requires shields to be manufactured in the United States, with delivery within 120 days after order receipt to Justin Vettori at CBP/SRT in Lorton, VA. The solicitation (RFQ20152903) is open until September 2, 2025, with submissions via email to Gary.Orr@cbp.dhs.gov. The primary program point of contact is Justin Vettori from the Special Operations Division, and the Contracting Officer's Representative (COR) is Diana Estevez from CBP's Office of Field Operations. The procurement aims to enhance operator safety during missions by providing advanced ballistic protection against contemporary threats.

STATEMENT OF WORK

Office of Field Operations
Special Response Team
Vanguard VR Level III (Brand Name or equal) Shield 21”x36” with Viewport & Light (Qty: 34)
Prepared By:

1300 Pennsylvania Ave, NW. Suite 2.4E-36 Washington, DC 20229-1012
1. AUTHORITIES & OBJECTIVES
Under the authority of Title I, Sec. 101 Homeland Security Act of 2002 as amended, the Department of Homeland Security (DHS) was established to prevent terrorist attacks within the United States; reduce the vulnerability of the United States to terrorism; and minimize the damage, and assist in the recovery, from terrorist attacks that occur within the United States.
The Office of Field Operations (OFO), Special Response Team (SRT) Headquarters has identified the need for lightweight Level III ballistic shields that provide SRT Operators’ protection against high velocity firearms encountered by transnational and domestic threats during operations. SOD does not currently have an adequate supply of Level III ballistic shields to outfit SRT teams and operators in the field.
SRT requires Ballistic Shields that meet the National Institute of Justice (NIJ) Standards NIJ 0108.01 Level III (High-Powered Rifle) Threats. Type III armor protects against the standard test round, 7.62 mm full metal jacketed (FMJ) (U.S. military designation M80). It also provides protection against lesser threats such as 223 Remington (5.56 mm FMJ), 30 Carbine FMJ, and 12-gauge rifle slug, as well as handgun threats .357 Magnum jacketed soft point (JSP), 9mm, and .44 Magnum Semi-Wadcutter (SWC). The same considerations for the viewport ballistic level should be given as the Shield.
NIJ Standards 0108.01 Certified Level III Ballistic Shields meet or exceed the Customs and Border Protection (CBP) threshold for ballistic protection as established by CBP Office of Training and Development (OTD), Law Enforcement Safety and Compliance (LESC).
2. SCOPE
This Statement of Work (SOW) defines the minimum physical, functional and technical requirements for ballistic shields. SRT’s objective is to provide each DHS/CBP OFO SRT team, as mission dictates, ballistic shields for operator safety. The selected ballistic shield will enhance our operators’ ability to complete their respective missions with the confidence of knowing that they are equipped with proven ballistic protection to defeat the threats that they face daily.
