About this file
This document is a Statement of Work (SOW) for Prepreg Testing Qualification for the Naval Air Warfare Center, Aircraft Division (NAWCAD). The SOW requires a contractor to receive cured composite panels from NAVAIR and perform comprehensive testing on four panel types: lamina, quasi-laminate, hard laminate, and soft laminate. The testing involves nondestructive inspection, specimen machining, conditioning, and testing across multiple temperature and moisture conditions using specific ASTM standards.
The period of performance is no later than two years from contract award, with the contractor required to provide raw and reduced test data (CDRL A001) and a material property B-Basis allowables generation report (CDRL A002). The testing matrix includes physical properties, lamina properties, and laminate properties, with specimens tested at temperatures ranging from -65°F to 250°F under dry, ambient, and wet conditions. An optional contract matrix is also included for additional testing. This pre-solicitation opportunity (Solicitation Number: N0042125R0042) is currently seeking information from potential sources, with responses due by 2:00 p.m. EST on April 23, 2025.

SOW – Prepreg Qualification April 9, 2025 Statement of Work Prepreg Testing for Qualification
Period of performance: No later than two (2) years from contract award.
The contractor shall receive cured composite (AMS 3970) panels from NAVAIR and perform the following tasks to support testing in accordance with (IAW) the test matrix for a full 3-batch material qualification. The contactor shall provide back to NAVAIR the raw and reduced test data (CDRL A001) and a material property B-Basis allowables generation report (CDRL A002).
1.0 Receive cure composite panels from NAVAIR. The panels will be of four (4) types:
1.1 Lamina testing (Batches 1, 2, 3)
1.2 Laminate testing – quasi (Batches 1, 2, 3)
1.3 Laminate testing – hard (Batches 1, 2, 3)
1.4 Laminate testing – soft (Batches 1, 2, 3)
2.0 Perform nondestructive inspection (NDI) of the cured panels per standard NDI practices to confirm panel quality. The contractor shall inform NAVAIR Points of Contact (POC) of any indications discovered during these inspections, in case panels need to be replaced.
3.0 Machine specimens from the cured panels with passing NDI to the required dimensions detailed in the American Society for Testing and Materials (ASTM) standard for each test. Enough specimens shall be machined from the panels to cover the number of specimens required for each test, as detailed in the test matrix.
4.0 Label each specimen with a determined specimen ID. At a minimum, the specimen ID shall detail:
4.1 The specimen test ASTM number
4.2 The laminate family the specimen came from (lamina, quasi, soft, or hard)
4.3 The specimen material batch (1, 2, or 3)
4.4 The specimen conditions for that test (CTD, RTA, ETW1, or ETW2)
4.5 The specimen number (1-6)
5.0 Condition test specimens.
5.1 For the room temperature ambient (RTA) specimens detailed in the test matrix, store the specimens in a controlled ambient environment after machining until ready for testing. Ambient condition shall be defined as an environment between 70°F and 80°F and between 40% and 60% relative humidity (RH).
5.2 For the cold temperature dry (CTD) specimens detailed in the test matrix, weigh each specimen after machining, record the weight, and condition the specimens per ASTM D5229 Procedure D until dry.
5.3 For the elevated temperature wet (ETW1 and ETW2) specimens detailed in the test matrix, weigh each specimen after machining, record the weight, and condition the specimens per ASTM D5229 Procedure BHEP, until saturated.
6.0 Test all specimens IAW the ASTM standards detailed in the test matrix.
6.1 For CTD specimens, pre-chill test chamber to -65°F. Attach a thermocouple (TC) close to the midplane of each specimen and, according to the TC reading, ramp down in temperature to -65°F ± 5°F. Soak at temperature for 3 minutes, and then begin the test sequence. Weigh specimens pre and post testing.
6.2 For ETW1 specimens, pre-heat test chamber to 180°F. Attach a TC close to the midplane of each specimen and, according to the TC reading, ramp up to a specimen temperature of 180°F ± 5°F. Soak at temperature for 3 minutes, and then begin the test sequence. Weigh specimens pre and post testing.
6.3 For ETW2 specimens, pre-heat test chamber to 250°F. Attach a TC close to the midplane of each specimen and, according to the TC reading, ramp up to a specimen temperature of 250°F ± 5°F. Soak at temperature for 3 minutes, and then begin the test sequence. Weigh specimens pre and post testing.
7.0 Test Reports
7.1 The contractor shall provide the following data to NAVAIR upon completion of testing and data analysis:
7.1.1 Raw data for each test specimen and reduced data for each test type (CDRL A001). This should include all information detailed in the “Reporting” section of each relevant ASTM.
7.1.2 Material property B-Basis allowable generation report (CDRL A002).
7.1.3 All temperature, humidity, and weight information that was recorded during Tasks 5 and 6.
