Statement of Work Telecommunications Infrastructure for
Former Department of Energy Buildings
Kirtland AFB, NM
Dec 2025

1. PURPOSE
1.1 Scope
This Statement of Work (SOW) provides for the establishing of network connectivity to the wider Department of Defense (DoD) telecommunications network for seven buildings located between Texas St. and Pennsylvania St., and the removal and installation of new internal communications infrastructure (ISP) for buildings 20386, 20389, and 20391. The outside communications infrastructure aspect of this SOW will require the installation of 4” conduit as both single and paired conduits, the running of 144 Strand Single Mode Fiber Optic, providing/installation of multicell fabric innerduct, installation of handhole mounting and grounding hardware, and performing splicing of cables within cases where necessary in order to provide each building the necessary strand cabling (buildings 20380, 20386, 20388, 20389, 20391, 20392, and 20393). The ISP for buildings 20386 and 20389 will require the removal and disposal of existing infrastructure (ex: network drops, cabling, faceplates), establishment of a primary telecom rooms, and installation of replacement infrastructure to bring the building in line with the Kirtland Air Force Base Comm Division Specs (KAFB Comm Standards).
Modifications to this SOW will be as authorized by the Contracting Officer. Authorized modifications shall be integrated into the project by the contractor. Change Orders must be approved by the Contracting Officer prior to implementing any changes or additions.
1.2 Objective
The objective of this SOW is to document the requirements to construct, install, and test the infrastructure necessary to bring seven buildings into the wider Kirtland telecommunications network, and bring the buildings 20386 and 20389 into compliance with the KAFB Comm Standards.
1.3 Background
Recently, the DoD has inherited several buildings from the Department of Energy (DoE). All buildings were connected to the DoE’s wider network infrastructure rather than that of the DoD.
Establishing connectivity to the DoD communication infrastructure is a required step for these buildings to be brought up to standard for occupancy and full functionality. Additionally, the existing ISP for the buildings 20386 and 20389 does not meet the KAFB Comm Standards for proper occupancy of the building.
2. Requirements
2.1 Requirements
Establish DoD network connectivity capability to the buildings through the providing for and installation of communications infrastructure. The primary ISP requirement for the buildings is to establish network connectivity for the planned occupants in accordance with Kirtland Air Force Base Comm Division Specs. This will require the tracing, cleanup, and removal of all existing telecommunications cables and equipment such as patch panels. Replacing these items with CAT6 is required upon completion of removal. The same actions of removal and replacement are to take place for the network drops throughout the buildings to match the CAT6 capabilities of the cabling and patch panels. Installation and population of vertical cable raceways/poles for cabling to be effectively utilized with existing cubicles and future modular furniture will be required. Existing cable routing equipment (i.e. cable trays, conduit, j-hooks) can be reused, or supplemented with new routing equipment by the contractor if necessary for the installation of the replacement cabling. Labeling of terminating ends, in accordance with the KAFB Comm Standards, is necessary for all instances of internal network infrastructure that is to be installed. Testing of all cabling is to be performed upon their installation in order to acquire final acceptance of the work performed.
2.2 Places of Performance
The place of performance shall be at and in the vicinity of buildings 20380, 20386, 20388, 20389, 20391 20392, 20393 and 20449 located on Kirtland AFB, New Mexico. In addition to the buildings, manholes and handholes leading to and throughout the previous DoE building complex will be involved.
2.3 Performance Period
The Government desires delivery of all work to be accomplished within 365 calendar days, to include holidays, of contract award. Any request or justification for change shall be made to the Contracting Officer in writing and must be approved by the Contracting Officer.
2.4 Schedule
The contractor shall provide a preliminary Integrated Management Schedule (IMS) at time of contract proposal each individual site. The overall schedule shall not exceed 365 days.
Contractor shall provide a Government approved final schedule within 14 working days prior to on-site work.
3. Project Execution
3.1 Site Coordination
The contractor shall coordinate with 377 MSG/SCXP a minimum of ten (10) business days prior to arrival on site.
3.2 Government Delays
In the event that a government-caused delay requires the contractor to incur schedule delays or additional costs, the contractor must document and submit these changes to the Contracting Officer for their review and consideration prior to any change in schedule.
3.3 Routine Working Hours
Routine work efforts shall be performed during normal installation operating hours with exception to the cutover. Cutovers and any other service-affecting actions must be pre-approved by the Government and scheduled during maintenance windows (Approved Service Interruption
– ASI). Normal installation operating hours are Monday through Friday, 06:00 to 17:00.
3.4 Contractor Supervision
The contractor shall be responsible for supervision of all contract personnel and performance of all contractor-related functions.
3.5 Safety
No personnel presenting potential threats to the health, safety, security, general wellbeing, or operational mission of the installation and its population shall be employed by the contractor during the execution of this SOW. Compliance with AFI 91-202, Air Force Mishap Prevention Program is mandatory. The contractor must develop a site-specific Safety and Health Plan.
3.6 Environmental
The contractor will be required to coordinate, populate, and submit any documentation required by Kirtland AFB, the city of Albuquerque, state of New Mexico, and Federal Government for environmental sensitive actions and materials. Examples include, but are not limited to:
• Fugitive Dust Permit
• Storm Water Pollution Prevention Plan (SWPPP)
• AF 103 Digging Permit
• Form 592 Burn Permit
• Kirtland AFB Landfill Permit
Coordination by the contractor with the Civil Engineering and Environmental offices of Kirtland AFB is to be performed for acquisition and submission of environmental documentation.
3.7 Implementation
The contractor shall have ultimate responsibility for the successful deployment and cutover to the new infrastructure. Any work deemed non-compliant shall immediately be re-worked at the contractor’s expense. This task shall include all necessary work required to connect to the existing infrastructure providing a fully functional network solution.
The contractor shall plan and manage daily operations and activities associated with providing this requirement to ensure necessary processes and activities are performed to provide an effective and acceptable system. The contractor will employ effective management tools and methods to assure control of cost, schedule, and performance.
The contractor shall conduct, support, or participate in program management and technical reviews, meetings, and conferences, as required, to ensure effective and efficient SOW execution.
The contractor shall be responsible for preventing any unscheduled outages (i.e. cutting or disabling any in-service cables or equipment.). The contractor shall coordinate scheduled outages with Customer POC at least 24 hours in advance of the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities).
The contractor shall ensure protection of government property to prevent damage during the period of time the property is under the control or in possession of the Contractor. The Contractor shall ensure that any damages incurred during the execution of this SOW shall be repaired at the contractor’s expense.
3.8 Conformance to Standards
All equipment and system solutions shall conform to the applicable industry standards and mil specs as identified in attached KAFB Comm Standards document. Also, if any standards are not identified, but are applicable, the contractor shall conform to those as well.
3.9 System Turn Over
The contractor shall assist the Government in completing the AFTO Form 747, Communications and Information Systems Acceptance Certificate. Configuration Management information shall be provided to 377 MSG/SCXP and the site as part of this SOW as PDF files. The contractor shall provide as-built documentation including, but not limited to:
a) The as-built documentation shall also include cable and power drawings/specifications, floor plans, and engineering specifications generated in support of the installation of the system.
b) The documentation shall include drawings that depict the overall installed system configuration.
c) The documentation shall include GPS coordinates for all installed materials, equipment, and cabling.
d) The documentation shall also include an equipment listing with serial/model numbers and manufacturer specifications.
e) The Contractor shall provide an inventory of any newly installed equipment, identification of test results, site-specific “as-built” engineering drawings, and a summary of any open items.
e) Completed test results.
All newly installed/reconfigured equipment and material (i.e., cabinets, racks, termination blocks, patching, cables, etc.) shall be permanently identified through stenciling or tags.
Handwritten tags are not permitted. Red-lined drawings are unacceptable. All network topologies in the Air Force are considered both sensitive and proprietary.
3.10 Performance of Services During Crisis
Performance of Services During Crisis Declared by the National Command Authority or Overseas Combatant Commander. Services covered by this task are determined to be non-mission essential for performance during crises according to DoDI 3020.37. However, in the event of a crisis, or a significant emergency is declared, the Contracting Officer will contact the contractor to notify them of the situation and any possible changes to responsibilities. Upon notification, the contractor shall perform special event services due to contingencies, natural disasters, including facility operation on an extended basis up to 24 hour per day, etc, as required. In the event of verbal notification, written confirmation of such notification will be provided within 5 calendar days. If addition costs are incurred under this paragraph the contractor shall have up to 30 calendar days to request equitable contract price adjustment.
3.11 Conditionals
Throughout the execution of work, the Contractor will need to coordinate with any tenants of the buildings detailed within the 2.2 Places of Performance to minimize impact of each entities’ presence.
4. Technical Requirements
Require the addition of 4” PVC conduit, installation of customer provided hardware within handholes, cutting of handholes for drainage if required, installation of multicell fabric innerduct, and the running of Single Mode Fiber Optic cabling to the buildings.
4.1 Outside Communications Infrastructure Technical Requirements
4.1.1 Handhole Mounting and Grounding Hardware
Mounting hardware for handholes is to be installed by the contractor. This hardware should be mounted in such a way as to be aligned/flush with the conduits connected to the manhole to allow for ease of cable running. Additional hardware shall be provided for and installed in manholes/handholes as required by the contractor. Splices shall not be supported by the cables that enter each end of the splice case. The splices shall be supported by cable hooks under the splice case.
The handholes will also require installation of grounding rods which will be provided with the mounting hardware. These rods are to be used to ground any items contained within the handholes that require grounding and bonding to follow Kirtland Air Force Base Comm Division Specs and industry standards/best practices.
The handholes requiring the hardware installation have been marked in green and named within Figures 1 and 2 at the end of this SOW.
4.1.2 Underground Conduit System
4.1.2.1 Destinations
All manholes/handholes that have conduit running to a building for the purpose of cable routing must have the conduit terminate within the primary telecom room of the building.
4.1.2.2 Conduit Installation
There are four buildings which will require additional 4” Schedule 40 or Schedule 80 PVC conduit provided for and installed by the Contractor.
• From MH-DOE 3, one 4” conduit is to be installed to MH-DOE 2
• From HH-DOE-NEW 6, one 4” conduit is to be installed to building 20380.
• From HH-DOE-NEW 7, one 4” conduit is to be installed to building 20388.
• From HH-DOE-NEW 8, one 4” conduit is to be installed to building 20392.
• From MH-DOE 3, one 4” conduit is to be installed to building 20391. An option for installing one 4” conduit from MH-DOE 2 to building 20391 is present should MH-DOE 3 be deemed inefficient for the installation of the one 4” conduit.
4.1.2.3 Bends and Sealing
All bends between MHs shall be a minimum 40-foot radius with the sum of bends in all directions not exceeding a total of 90 degrees. Ducts shall have bell ends and enter a MH perpendicular to the surface of the wall through which it is entering. All ducts/inner-ducts entering MH shall be sealed. Universal duct plugs may be used. Upon completion of conduit sections, a test mandrel ¼” (6.4mm) to ½” (12.7mm) smaller than the inside diameter of the conduit shall be pulled through each duct to ensure proper alignment. In addition, all ducts shall be cleared of loose materials such as concrete, mud, dirt, stones, etc.
4.1.2.4 Spacers and Tracer Wire
Along the length of the duct run, if the ducts are installed by trenching, spacers shall be placed at an interval of four (4) spacers per 20 feet and cable warning tape shall be buried one (1) foot below the surface and shall follow the duct route. The tape shall be a minimum of three inches wide and orange in color with the appropriate warning message. At least one duct shall have tracer wire or be otherwise locatable from the surface.
4.1.2.5 Splice Cases
All splicing is to be performed with appropriately sized stainless steel splice cases within the manholes/handholes where the splicing is to occur. Splice cases are to be bonded and grounded, and pressure tested and remain pressurized within the housing manhole/handhole.
4.1.2.6 Locations and Distances
Figure 2 at the end of this SOW marks in red, and the option for building 20391 in blue, the estimated routes that the new conduit can take to reach the primary telecom rooms for each building. Additionally, floorplans which mark the primary telecom room for each building are provided at the end of this SOW. Provided distance measurements are estimates and should not be used for the purpose of ordering materials or determining duct lengths or placement of manholes/handholes.
4.1.3 Fiber Optic Installation
4.1.3.1 Quantity
The requested 144 strand single mode fiber optic cable is to begin its run/termination at building 20449. The cable is to follow the conduit and manhole system outlined in Figure 1 utilizing the new ducts where applicable. All former DOE buildings are to receive one 12 strand single mode fiber optic cable each. The original 144 strand single mode fiber optic cable is to be initially spliced within MH-DOE 3. This splicing is to acquire the fiber optic cable(s) required to provide each of the southern buildings (20386, 20389, 20391, and 20393) with their own 12 strand cable.
Additionally, three fiber optic cables consisting of 12 strands are to be acquired through splicing and ran to the northern buildings (20380, 20388, and 20392). Additional splicing due to distances, angles, and/or more efficient locations can be performed as requested after acquiring 377 MSG/SCXP approval of such action(s). Handholes are to only be used for the transport of cables, not for splicing.
4.1.3.2 Distribution
The Contractor will provide and install a new mountable 12 strand fiber optic distribution panel for each building and a new mountable 144 strand fiber optic distribution panel for building 20449. These are to be located within the primary telecom rooms, where cabling enters the buildings, unless constraints of the primary telecom room prevent proper installation. In such instances, discussion/agreement with the 377 MSG/SCXP is to take place for an alternative location for the fiber optic distribution panel. Removal and disposal of existing fiber optic distribution panels within the buildings’ primary telecom rooms is to be performed by the Contractor. Terminations for the fiber cabling are to be LC connectors. Labeling of fiber optic distribution panels is to contain to/from buildings involved on both terminating ends.
4.1.3.3 Housing
In addition to the fiber optic distribution panels, the Contractor is to provide lockable network equipment cabinets in each of the buildings’ primary telecom rooms, or best suitable location determined through discussion/agreement with the 377 MSG/SCXP. Both full sized, standing cabinets and half or quarter sized, wall mountable cabinets are acceptable based on hosting room’s size, building size, and estimated interior infrastructure that network equipment is to support. Cabinets are to be mounting location of the fiber optic distribution panels. Keys to access these lockable cabinets are to be turned over to the 377 MSG/SCXP upon completion of the contract.
4.1.3.4 Cable Tags
All tags shall be permanently labeled, easily visible and corrosion resistant. Install cable tags in all manholes/handholes, cable vaults, pull boxes and at fiber optic distribution panel locations.
When cables pass through a manholes/handhole, put a tag on the cable, approximately 2 feet from each duct entrance. Information on the cable tag shall identify cable by size, type, cable number and count. Discussion/determination of installed cable(s) designation/name is to be performed with the 377 MSG/SCXP.

4.1.3.5 Remaining Fiber Optic Cabling
Excess fiber optic strands from the original 144 strand single mode fiber optic cable are to be left within new splice case(s) in manhole MH-DOE 3 for later use.
4.1.4 Fabric Innerduct
All 4” conduit utilized for running the fiber optic cabling to the buildings is to utilize 3x3 fabric innerduct for the cabling. Should innerduct be absent within a conduit being used for the cabling, addition of new innerduct is to be performed by the Contractor prior to running of the cabling.
Known areas where new innerduct is required are: the handhole run connecting MH-TEX 1 to
MH-DOE 3, the handhole run from MH-GA to building 20388, and all newly installed 4” conduit from manholes/handholes to buildings.
4.1.5 Labeling
The Contractor shall label all equipment and cables they install in accordance with ANSI/TIA- 606 and as directed by the base communications organization. New ducts shall be permanently labeled on the wall of each building/maintenance hole indicating the connecting building/maintenance hole at the other end of the duct (for example, “To MH-200”).
4.1.6 Maps and Floorplans
Locations for manholes, conduit, and buildings involved can be found in Figures 1 and 2, located at the bottom of this SOW, along with distance estimates where needed. Floorplans for each building are also included at the bottom of this SOW. Primary telecom rooms, where 4” conduit and cables are to enter the building, have been marked as PTR and circled in red on each floorplan.
4.1.7 Site Restoration/Debris Removal
The Contractor shall restore all disturbed grounds to the “as found” condition or better after installation. Base grounds restoration requirements shall be complied with. Common use areas shall be restored with sod.
4.2 Building ISP Technical Requirements
4.2.1 Removal and Disposal
The buildings are to have their old internal comm infrastructure removed, disposed of, and replaced with CAT6 cabling to ensure the building is brought in line with the Kirtland Air Force Base Comm Division Specs. Reuse of existing cable routing equipment is to take place unless capacity has been reached. In such instances, providing for and installation of additional cable routing equipment may take place by the contractor. Cabling and equipment that are removed are to be disposed of by the Contractor.
Building 20386 has separate, newly installed internal comm infrastructure that belongs to the current occupant. This newly installed infrastructure is to not be removed and remain in the state it is prior to execution of this Statement of Work. Coordination between Contractor, 377 MSG/SCXP, and occupant can be performed to identify this infrastructure to mitigate chances of it being affected by the removal and replacement of the old comm infrastructure.
4.2.2 CAT 6 Replacement
4.2.2.1 CAT 6 Outlets
Existing telecom outlets are to be replaced with CAT6 terminations. Additional telecom outlets for rooms are to be installed as needed to be in accordance with Kirtland Air Force Base Comm Division Specs and to allow occupant flexibility for rooms. For instances of rooms with modular walls, usage of the permanent building wall(s) for additional telecom outlets is to take place.
Each telecom outlet location should consist of two unclassified data keystones at a minimum as called for within the Kirtland Air Force Base Comm Division Specs. Keystones and cabling are to be colored green for the unclassified, government network in each building. Keystones and cabling are to be colored red for the classified, government network in building 20391.
Keystones and cabling are to be colored black for the commercial networks in building 20386.
4.2.2.2 Cubicle Installation
Cubicle locations, where present, without a wall to support a telecom outlet are to receive new vertical cable raceways/poles to allow effective cable routing to the workstations that they are to support. Placement of such raceways/poles should be done with potential future modular furniture or newer cubicles in mind. Unless the contractor proposes a more effective design which is approved by the 377 MSG/SCXP, raceways/poles should have their base consist of telecom outlets which cables intended for the cubicles are to terminate.
4.2.2.3 Cable Routing
New CAT 6 cabling is to make use of existing or new routing equipment (ex: cable trays, conduit, j-hooks) as necessary to reach CAT 6 outlets for interfacing.
Building 20386 – All telecom cables are to terminate in the existing telecom room for the building utilizing the new patch panels and into the outlet that the cables are to be associated with.
Building 20389 – Telecom cables are to terminate in the telecom room that are on the same floor (ex: telecom cabling on 2nd floor terminates in telecom room on 2nd floor) utilizing the new patch panels and into the outlet that the cables are to be associated with. The telecom rooms will require both routing and interconnecting 12 strand single mode fiber optic cabling terminated on LC connectors. Interconnecting cabling is to follow the Kirtland Air Force Base Comm Division Specs in implementation.
4.2.2.4 Labeling
All terminating ends (ex: patch panels and outlet faceplates) for internal comm infrastructure are to be labeled as defined in the Kirtland Air Force Base Comm Division Specs.
4.2.3 New Telecom Rooms
Building 20386 – There is no requirement for establishing new telecom rooms beyond the existing primary telecom room.
Building 20389 – The existing primary telecom room is to remain for building 20389. Additional telecom rooms will be required for the other floors. These telecom rooms will act as distribution for the internal comm infrastructure for their respective floor.
Building 20391 – The existing telecom room, room 144, is the entrance location of outside plant cabling (fiber optic and copper cabling). A new primary telecom room, room 155, has been designated. The contractor is to extend the fiber optic cabling from room 144 to room 155, which will act as the primary telecom room.
4.2.3.2 Equipment Cabinets
Building 20386 – Within the existing primary telecom room, the Contractor is to provision and install a freestanding or wall-mounted locking communication equipment cabinet.
Building 20389 – Within the existing primary telecom room, the Contractor is to provision and install a freestanding or wall-mounted locking communication equipment cabinet. Additional wall-mounted locking communication cabinets will be provisioned and installed within the rooms marked on the provided floorplan for the first and second floors.
All equipment cabinets for the buildings will be where network switches, fiber LIU(s), and other telecommunications equipment is to be stored and must be appropriately sized. The equipment cabinet will require cable managers, vertical and/or horizontal, that are to be used between the patch panels and active equipment that are to be housed in it. A Power Distribution Unit (PDU) must be provided within the rack and a minimum of 20A for rack equipment and have a minimum of ten NEMA L5-20R output receptacles. Keys to access these lockable cabinets are to be turned over to the 377 MSG/SCXP upon completion of the contract.
4.2.3.3 Network Switch Equipment
Contractor is to procure the following network equipment for the unclassified network switches that are to support the drops installed throughout the buildings. The network switch equipment is to be provided to the government for installation into the cabinets.

This network equipment must be shipped to building 1010 on Kirtland Air Force Base, must meet TAA compliance.
4.2.3.4 CAT 6 Patch Panels
CAT6 patch panels are to be in the telecom rooms within the equipment cabinet and number enough to accommodate the new outlets within the area of performance for buildings 20386 20389 internal communications infrastructure reworking.
Building 20386 – An estimated total of 18 dual-outlet locations for a total of roughly 36 outlets.
Building 20389 – An estimated total of 114 dual-outlet locations for a total of roughly 228 outlets.
Patch cabling is to be provided and installed into the provided patch panels by the contractor.
The ends that are to connect to a network switch are to be left unconnected/for the government to perform connection of.
4.2.3.5 Equipment Grounding
All existing and new telecom rooms will require appropriate grounding and bonding to meet or exceed what is listed in the Kirtland Air Force Base Comm Division Specs, ANSI/TIA/EIA 607, MIL Standard 188-124B, and the NFPA 70. Provide a single-point ground for all communications/electronic equipment within the telecom room.
4.2.3.6 Power
All telecom rooms will require appropriate power that meets or exceeds the standards given in the Kirtland Air Force Base comm Division Specs in support of the network equipment they are to house. An appropriate power distribution (PDU) unit installed into the equipment rack that meets or exceed the standards given in the Kirtland Air Force Base Comm Division Specs is required and will utilize the new power outlets.
4.2.3.7 Backerboards
All telecom rooms will require a 8’ x 4’ x 3/4” exterior plywood backerboard. The backerboard must be flame retardant or covered with flame retardant coating. It must be installed vertically, a minimum of 9” above the finished floor. Provisioning and installation of the backerboard is to be performed by the Contractor.
4.2.4 Building 20386 Commercial Network Installation
Building 20386 will require internal comm infrastructure installed for commercial network. A combination of wall and ceiling based outlets are intended for the commercial network. The ceiling outlets are intended for Wireless Access Points (WAPs) mounting. Contractor is to provision and install a separate patch panel, cabling, and keystones for the commercial network.
The infrastructure supporting the commercial network will be required to follow the standards given in the Kirtland Air Force Base Comm Division Specs.
4.2.6 Floorplans
Floorplans for all buildings have been included at the very end of this SOW for the purpose of the ISP requirements. The telecom room(s) for each building has been marked as TR on the floorplan. In addition to the telecom room locations being marked, estimated telecom outlet locations are present for the rooms requiring them. Triangles denote wall outlets with squared denoting cable raceway locations for cubicle-based telecom outlets. Both the triangle and square outlet locations are to support the unclassified government network unless otherwise stated.
Circles denote the outlet locations for the commercial network intended for building 20386.
Information provided through the floorplans are estimates and should not be used for ordering of materials or determining true distances.
5. TESTING REQUIREMENTS
5.1 General Testing Requirements
The contractor shall perform testing and inspections of all systems solutions to ensure the technical adequacy and accuracy of all work, including reports and other documents required in support of that work. Test all fiber optic cable IAW TIA/EIA 568C using a qualified certification tester. Testing equipment must have passed calibration within five calendar years prior to date of testing.
5.1.1 Test Results
Test results shall be reviewed upon test completion, and a Microsoft compatible soft-copy test result to be provided to the 377 MSG/SC. Project acceptance will be contingent on “pass” results of testing. Where deficiencies of any type are discovered upon testing, the contractor must make all necessary repairs, including replacement, if necessary, at no cost to the government. Test results shall be included with the as-built documentation.
5.1.2 Site Acceptance/Project Completion
Site acceptance and project completion shall be considered as accepted/completed per the Services Summary in this SOW and the successful testing of the installation. Only a Government MFT member shall authorize site acceptance (receipt of a Contractor provided site acceptance form) showing the site agrees that all testing and implementation was successful. Site acceptance is required prior to invoicing.
The Contracting Officer Representative will be the final signatory on the site acceptance form.
The contractor shall notify the Government upon completion of all delivery order tasks. The Government reserves the right to refuse final acceptance until all discrepancies have been resolved to the satisfaction of the Government. The contractor shall prepare a project discrepancy list, report detected issues during meetings, and track all discrepancies until resolved. The Government will review and monitor all discrepancies and deliverables. The discrepancy list shall include any problem(s) detected and identified during the upgrade. The contractor shall retain a history of discrepancies. Problems identified during the upgrade period shall be documented, provided to the Government, and corrected prior to final acceptance.
Site acceptance shall conclude upon successful installation, commissioning, connecting, and testing of the system, and receipt of all deliverables. The contractor’s task completion form or an AFTO_747 shall be used to document this completion. The document shall be forwarded through the SOW manager for approval prior to base signature. Invoices shall be submitted no later than 10 business days after site acceptance.
5.1.3 Final Invoice
The 377 MSG/SCXP shall complete and authorize the final invoice upon receipt of the receiving report in Wide Area Workflow. The 377 MSG/SCXP shall validate the receipt of all CDRLs prior to authorizing the final invoice.
Once site finalize project acceptance then that site can be invoiced. Each contract CLIN shall be invoiced separately at project completion. Milestone based billing will not be accepted.
6. LOGISTICS SUPPORT
6.1 Warranty
Warranty period shall begin upon site acceptance (reference paragraph 5.1.2 of this SOW). The contractor shall provide post cut services and warranty support for workmanship deficiencies and equipment installed for a period of a twelve-month (12) warranty or manufacturer’s standard commercial warranty, whichever is longer. The contractor shall provide written procedures and required information (24/7 contact number) for sustainment and warranty services prior to cutover in the site acceptance form or as an attachment to the site acceptance form. This information shall include, but is not limited to, written confirmation of the warranty period and phone numbers and contact information/procedures for technical support, troubleshooting assistance, and replacement of faulty cards/equipment. The contractor shall notify the sites Program Manager or COR ninety (90) days prior to warranty expiration.
6.2 Packaging, Handling, Storage, and Transportation.
The contractor shall be responsible for packaging, handling, storage, transportation, staging, and deployment of any equipment and materials provided as part of this SOW. The contractor shall be responsible for the removal and disposal of items installed/replaced under this installation and shall comply with all applicable industry rules and regulations. Any equipment removal and/or disposal shall be coordinated with a designated official at the host base communications squadron.
6.4 Equipment Removal
Contractor shall be responsible to decommission and remove all wiring, equipment and associated hardware identified by the Government or site survey.
