STATEMENT OF WORK
FOR
AUTOMATIC DISTILLATION INSTRUMENTS
Revised, 17 May 2023
National Museum of the United States Air Force, Wright-Patterson Air Force Base, Ohio
I. SCOPE OF WORK:
The Aerospace Fuels Laboratory (AFPET/PTPLE) has a requirement for one automatic ASTM D86 Distillation instrument and one ASTM D7345 micro distillation instrument. This is a requirement to support the launch mission of Vandenberg Space Force Base.
Vandenberg’s mission supports West Coast launch activities for the Air Force, Department of Defense, National Aeronautics and Space Administration, national programs, and various private industry contractors. Vandenberg supports the processing and launch of a variety of expendable vehicles including Atlas V, Delta IV, Pegasus, Minotaur, and Falcon 9. The rocket vehicles use rocket propellant called RP-1. There is a requirement per the engine manufacturers to test the product to MIL-DTL-25576. Both D86 and D7345 may be used per MIL-DTL-25576, and both are required due to the shortened run time of instruments conforming to D7345 and the time constraints for launch product testing. If the product cannot be quickly and properly tested with these distillation instruments, the lab cannot verify the quality of the RP1. Without properly testing the RP1, the rockets either cannot launch or the launch companies must accept much increased risk of using bad product which may even lead to a rocket explosion on the launch pad. Explosions on the pad may lead to national level discussions of not wanting this risk of explosion in California where safety of personnel is rightly highly valued. If we cannot launch at the western range (Vandenberg), all US launches will default to Cape Canaveral, potentially increasing the workload beyond the station’s capability. If the United States cannot maintain a rigorous and competitive and timely launch schedule, then neutral nations will (and have in the past) turn to our adversaries for their launch requirements. Being able to provide accurate quality testing of RP1 prevents funding our adversaries launch programs and maintains the air and space advantage of the United States thereby maintaining our political influence and decreasing the risk of regional or global combat which adversely affects the United States.
Additionally, and similarly, these instruments, are used to test jet fuel for the western half of the United States. Not properly testing the jet fuel leads to increased risk of fuel issues in aircraft. With increased risk of fuel issues, comes increased risk of aircraft incidents and lives being lost. Being able to provide accurate quality testing of jet fuel saves lives and maintains the air and space advantage of the United States.
II. TECHNICAL REQUIREMENTS:
This document covers the purchase, installation, service, warranty, training, and commissioning of a one automatic ASTM D86 Distillation instrument and one ASTM D7345 micro distillation instrument.
2.1 Furthermore, the Automatic Particle Counter (APC) must conform to the following specifications:
2.1.1 Include one instrument capable automatically running ASTM D86 configured for standard 120V single phase, 60Hz electricity.
2.1.2 Include one instrument capable automatically running ASTM D7345 configured for standard 120V single phase, 60Hz electricity.
2.1.3 Quick connection for flask
2.1.4 Self-positioning heater lift
2.1.5 Automatic heater base plate detection for the D86
2.1.6 Straight forward operation
2.1.7 Measuring of the Charge Volume of the receiving flask for D86
2.1.8 Reduced emissions
2.1.9 Stand-alone Unit
2.1.10 Customized Printer Reports
2.1.11 Built in or included Printer
2.1.12 Small Footprint –equal to or less than 29" x 24" x 42"
2.1.13 Able to store the sample ID.
2.2 Both (2) instruments should self-clean or be able to be cleaned in a matter of a few seconds.
2.3 Both (2) instruments should be easy to use for new analysts with minimal experience.
2.4 Include installation and familiarization of both instruments.
III. DELIVERY & INSTALLATION: Delivery of equipment, installation, integration and set up shall be completed by 90 calendar days after date of contract award to the following address:

3.2 Installation, integration and set up shall be completed shall be completed by Contractor within ninety (90) days after receipt of award with all manuals and instructions for instrument operation as electronic.
3.3 A DELIVERY POINT OF CONTACT (POC): A Point of Contact (POC) will be identified in the schedule of the final awarded contract who will be responsible for coordinating delivery, installation, and training.
IV. WARRANTY: At least a one-year manufacturer warranty shall be honored by contractor for all products delivered for this requirement.
V. QUALIFYING COUNTRY PRODUCTS: All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.
VI. INVOICE AND PAYMENT: The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line-item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.
The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award
VII. Delivery Procedures Commercial Vehicles:
All vehicles larger than a large pick-up truck are required to be inspected prior to entering the installation.
7.1 Vehicles to be inspected include, but are not limited to, the following:
i. Step van/panel truck
ii. Tractor/trailer, box, and flatbed containing cargo
iii. Tanker trucks
iv. Box Trucks
v. Tour buses
vi. Garbage/recycled waste trucks
vii. Concrete trucks/mixers, dump trucks
viii. Cranes, recreational vehicles, petroleum tanker
7.2 This inspection will be conducted at the truck gate. The following are exceptions to vehicles utilizing the Commercial Vehicle Delivery Gate (CVDG):
i. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base.
ii. This shall be accomplished 24 hours prior to requested entry time. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
iii. All irregular deliveries will be sent for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed.
iv. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
