SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENTS
C.1.0 GENERAL
C.1.1 PROJECT DESCRIPTION
The DeSoto National Wildlife Refuge had one underground storage tank (UST) installed to provide regulated heating oil to heat the visitor center. It is located on the north side of the visitor center building and was registered with the Iowa Department of Natural Resources (IDNR) on 10/1/1995. The system is comprised of a 5000-gallon fiberglass double-walled tank, interstitial monitoring leak detection system, dispenser, piping, and controls. In 2018 the old oil burning boilers system were replaced with a new liquid propane (LP) system. The old fuel oil tank interstitial monitoring system has malfunctioned rendering it out of compliance with the Iowa Administration Code 567-135.15 and requires abandonment. It is estimated to contain approximately 250-gallons of remaining fuel.
The tank currently provides fuel to an emergency generator that is located in the basement of the Visitor Center. The emergency generator is connected directly to the tank with a recirculating system.
The Government, US Fish and Wildlife Service (FWS), requires:
A) An Iowa state licensed tank removal service to permanently close the UST system in strict accordance with the State of Iowa Administrative Code rules and to the attached Iowa DNR guide “Underground Storage Tank Closure Guidance”.
B) An Iowa state licensed tank installer to install and hook up a 250-gallon tank on the outside of the visitor center to the emergency generator located in the basement of the Visitor Center. The contract shall conduct the work in in strict accordance with the State of Iowa Administrative Code rules and National Fire Protection Association (NFPA) 30, Flammable and Combustible Liquids.
All work shall be done in strict accordance to all Federal, state, and local rules and regulations.

C.1.3 Government Review Prior To Project Implementation
The Contractor shall meet with the Refuge staff and COR to review plans and design prior to beginning Work.
A. A work plan shall be provided for review by the Service, prior to submittal to Iowa DNR for removal of the underground 5,000-gallon tank for review.
B. A work plan shall be provided for review by the Service, prior to submittal to Fire Marshall for the installation of the new 250-gallon tank connected to the emergency generator. The work plan shall include tank information, tank base (Cement Pad), components of the tank, and connection to the emergency generator, and procedure to test system.
C.1.4 Safety
| A. | All equipment and work activities shall done in strict accordance to the U.S. Environmental Protection Agency (EPA), Iowa Department of Natural Resources Underground Courage Tank Section, Occupational State and Health Association (OSHA), and all other Federal, State, and local rules and regulations. |
| B. | Contractor shall provide all necessary Personnel Protective Equipment (PPE). |
| C. | All personnel working on the site shall have Hazardous Waste Operations (HAZWOPPER) training with a current annual refresher course. Contractor shall provide documentation showing proof of HAZWOPPER certification. |
| D. | Residual diesel fuel shall be reclaimed as much as possible. The diesel fuel shall be recycled or used as fuel. Contractor will provide documentation on how fuel was handled. |
E. All hazardous waste material shall be disposed of at a landfill certified to accept that type hazardous waste.
| F. | All excavations deeper than four (4) feet shall be in compliance with OSHA 29 CFR Part 1926. A competent person as defined by OSHA 1926.651 shall be on-site during all excavating activities. |
| G. | The contractor is responsible for determining the exact locations of underground structures, utilities, power lines and wires. The Contractor shall be responsible for repair of such structures, utilities, lines and wires when broken or damaged. |
| H. | Notify the Government representative immediately if any cultural artifacts are found or disturbed. |
C.1.5 Change Orders
| A. | In the event of a need for a Change Order the Contractor will receive a letter requesting a price quote for proposed change(s). |
| B. | Any request for time extension must be justified and supported in detail. |
C.1.6 Submittals
| A. | Submit copy of DNR Form 542-1308 “Notification of Closure/Change in Service" to COR. |
| B. | Submit name and certification of the licensed tank removal service. |
| C. | Submit name and certification groundwater and soils professional. |
| D. | Submit name and certification of groundwater and soil sampling laboratory. |
| E. | Provide a copy of the official closure report to the station and COR. |
| F. | Provide product specification for 250-Gallon above ground storage tank and all accessories for the tank (i.e., fuel gauge, interstitial tank monitor). |
| G. | Provide diagram of for cement pad, placement of tank, and connection to emergency generator. |
| H. | Contractor shall submit a price breakdown for all lump sum items as required by FAR clauses. |
| I. | Submit material tickets of fill material and all other materials delivered to the site. |
| J. | Submit disposal and/or hazardous material tickets for the tank, hazardous materials, and other materials removed from site. |
C.1.7 Inspection Intensity
There may be periodic inspections by the Government’s Construction Inspector, COR, or the Site Inspector.
C.1.8 Special Notes
| A. | All respondents are encouraged to visit the job | site. |
| B. | Work scheduled on Saturdays, Sundays, Federal Holidays or other normal working hours shall be approved by the Government. | |
| C. | Maintain and restore all Government roads, service areas and utilities used to pre-construction conduction. |
C.2.0 DEFINITIONS
C.2.1 Contracting Officer - The officer signing the contract on behalf of the Government. The Contracting Officer has overall responsibility for the contract and is the only one who has the authority to terminate a contract, to authorize changes or modifications and to issue final decision. C.2.2 Contracting Officer's Technical Representative (COTR) - The COTR who will have the following authority under the contract.
C.2.2.1 Represent the Contracting Officer for all technical matters that may arise under the contract.
C.2.2.2 Shall remain cognizant of the Contractor's technical efforts and progress and discuss these matters with him as appropriate.
C.2.2.3 Respond to the Contractor's inquiries on purely technical aspects of the contract.
C.2.2.4 Review progress payment requests from the Contractor.

C.3.0 CONTRACTOR-FURNISHED ITEMS
C.3.1 Contractor shall provide all tools, equipment and supplies necessary to complete work.
C.3.2 Contractor shall obtain and pay for all permits required to perform work.

C.5.0 TASKS
C.5.1 Pre-Tank Removal Procedure
C.5.1.1 Attend a preconstruction conference as scheduled by COR to verify all contract and tank abandonment activities.
C.5.1.2 Provide DNR Form 542-1308 “Notification of Closure/Change in Service” to the UST section of the DNR 30 days prior to the tank closure is scheduled to take place. Contractor is responsible to contact local fire authority for any local requirements (permits, site inspections during excavation, etc.) prior to tank removal. Contractor is responsible for all permitting and inspection costs associated with abandonment of the UST.
C.5.1.3 Contact local DNR field office at least 24 hours prior to actual closure to confirm the removal date. This phone call must be made weekdays between the hours of 8 AM and 4:30 PM.
C.5.1.4 Obtain a tank removal service certified to remove tanks in the state of Iowa.
C.5.1.5 Obtain a Certified Groundwater Sampling Professional to conduct or supervise closure sampling.
C.5.1.6 Obtain necessary sampling equipment and packing materials to store the samples at approximately 40° Fahrenheit after collection and during shipment. Samples must be received by the laboratory within 72 hours of collection.
C.5.1.7 Contact Iowa One Call at 811 or 800-292-8989 to locate and mark locations of all utilities a minimum of 48 hours before excavation commences.
C.5.1.8 if for any reason there is a delay prior to the date of excavation ensure to contact the DNR field office to inform them of the delay.
C.5.2 UST Closure Activities
C.5.2.1 Drain and flush piping into the tank, and disconnect piping from the tank. Remove product piping.
C.5.2.2 Empty the tank of all remaining fluids and purge all combustible vapors by venting through the walls and vent line.
C.5.2.3 Properly dispose of Diesel fuel. It is encouraged to use material as fuel or recycle fuel. Fuel that cannot be salvaged shall be treated as hazardous waste and properly disposed of using a certified hazardous waste hauler and facility.
C.5.2.4 See that Monitor the tank for combustibility with combustible gas meter until the tank atmosphere is less than 10% of the lower flammable or explosive limit LFL/LEL.
C.5.2.5 Remove tank appurtenances (gauge pipe, tailpipes, turbines, etc.). Leave vent line connected until the tank is purged.
C.5.2.6 Plug the openings and removed the tank from the excavation. Place it on a level surface and block it, or fill the tank to 100% capacity with an inert material.
C.5.2.7 Clean and remove the tank according to industry standards:

C.5.3 UST Sampling Protocol
C.5.3.1 An Iowa Certified Groundwater Professional (CGWP) must be present to supervise:
| A. | The excavation, removal, and cleaning of the underground storage tank |
| B. | The collection of all soil samples. |
| C. | All sampling procedures to ensure that follow Iowa DNR sampling protocols. |
| D. | And the shipping of samples to a certified lab for analysis within 72 of collection. |
C.5.3.2 If contamination or “a release” is detected contact the Iowa DNR and COR immediately.

| 3. A written report of release is required within 30 days of the verbal notification. |
B. Forms for reporting a release are provided on the IDNR website. Provide a copy of the written notification of release form to the COR.
C. If it is the CGWP’s opinion that over excavation required while the excavation is open, contact the COR immediately for modification to the contract. Maintain grass area for one year to ensure 90% coverage of area.
C.5.3.3 Backfill the excavation with clean fill authorized by the government. Compact backfill in 6 inch lifts to 80% standard Proctor and to 6 inches below grade. Place topsoil to bring to grade as shown on drawings. Place Refuge approved grass seed to top of excavation and water.
C.5.3.4 Repeat the process above for removal of all tank lines from the UST to the building.
C.5.4 Closure Report
C.5.4.1 Within 45 days of the tank and piping removal, submit a copy of the DNR’s closure report form and the tank registration tags to the DNR. Also, submit a copy of all reports and manifests to the owner and COR. These must be kept for a period of at least three (3) years.
C.5.4.2 A complete written report shall be provided to the Iowa DNR, COR, and station which consist of at the minimum:
| A. | Complete detailed steps of UST and Piping removal and sampling processes and procedures including photo documentation. | |
| B. | A copy of the Notification of Closure/Change in Service" form. | |
| C. | Certification of soil and groundwater sampling professional. | |
| D. | Certification of UST tank removal service. | |
| E. | Certification of certified laboratory. | |
| F. | Certification of UST tank hauling company. | |
| G. | Certification of received Closure form from DNR. | |
| H. | Location of backfill material. | |
| I. | Include all soil and groundwater sampling, sampling data, and chain of custody records. | |
| J. | Waste manifest of all waste material removed from the site including in derived waste. |
K. Recycling receipt for all materials that could be recycled.
C.5.4.3 Provide written confirmation of receipt of the closure report is mailed to the owner after all these items have been received and reviewed by the Department.
C.6.0 Above Ground Storage Tank
A. The contractor shall install one (1) Round Horizontal Flameshield®, 250-gallon, above-ground, UL 142 listed, doubled walled steel tank for storage of (petroleum products at near atmospheric pressure with accessories and services.
B. The tank system shall be warranted by the manufacturer against defects in material or workmanship for 30 years following the delivery and installation of the tank. Warranties that limit such coverage for shorter periods will not be permitted.
C. Constructed with steel meeting ASTM A-36 U.L. Listed Steel Tank standards.
D. Tank(s) shall be designed for use aboveground and include integral secondary containment. The tank shall be a horizontal steel tank with interior steel not less than 10 Gauge and exterior tank not less than 7 Gauge.
E. The steel shell (encasement) must contain an interstice (space) for leak monitoring between it and a primary (internal) steel tank which must be constructed of not less than 10-gauge carbon steel with continuous weld along seams, and fitted with a steel bill tube not less than four (4)-inch inside diameter, and terminating not less than six (6) inches from the bottom of the steel tank to prevent static spray (the primary tank must meet UL Standard 142, and have a 2-hour fire rating, NFPA Standard 30, and American Welding Society Standard for continuous welds). Further, all exterior surfaces of the steel tank must be effectively protected against corrosion and thermal extremes.
F. The tank system shall be tested, certified and approved for Vapor Recovery by the State of California Air Resource Board (CARB) under Executive Order VR-302-B Standing Loss Control Recovery System for New Installations of Aboveground Storage Tanks effective 11/30/09.
G. Provide one (1) normal atmospheric or pressure/vacuum vent for the primary tank(s). Vents shall discharge upward or laterally, and be protected from intrusion of rain. When applicable, tanks located in Stage II Vapor Recovery mandated air quality areas shall be provided with pressure/vacuum vents.
H. Vents for tanks shall terminate at least 12 feet above ground level and be located at least five feet from building openings.
I. Provide one (1) Emergency Vent Provide emergency vent for each primary tank or primary tank compartment. Vent size shall be determined by the tank configuration, the primary tank capacity, and the product stored. Emergency venting shall comply with provisions of NFPA 30A or NFPA 30.
J. Provide one (1) emergency vent for each secondary containment tank interstice. The venting capacity is determined by the tank configuration, secondary tank capacity, and the product stored. Emergency venting shall comply with provisions of NFPA 30A, NFPA 30, and UL 142.
K. Leak Monitoring: A thru-tank leak detection monitoring tube terminating between the primary tank and the secondary containment shall be provided to monitor any leaks from the primary tank.
L. Spill/Overfill Containment: The tank system shall include a UL listed 7 gallon spill/overfill container manufactured as an integral part of the primary tank, surrounding the fill pipe, and protected by 2 hour fire rating of the enclosure. The spill/overfill container shall include a stick port and normally closed drain valve to release spilled product into the main tank. Exterior steel shall be anti-oxidant powder coated to inhibit rust. Overfill containment systems that are designed to release spilled product into the interstitial area will not be accepted.
M. Overfill Protection: Overfill protection shall be provided by the following methods: a) direct reading level gauge visible from fill pipe access; b) valve rated for pressurized delivery located within fill pipe to close automatically at 95% full level; and c) high level alarm.
N. The storage tank and supports shall be delivered as a complete UL listed unit. The steel outer shell shall be supported off the slab with runners integral with the shell and running the full width of the shell. The runners shall provide not less than four (4)-inch clearance between the shell and slab. Welded joints are required.
O. Neoprene bearing pad kit for tank.
P. The storage tank and supports shall meet all Uniform Building Code requirements.
Q. The tank shall be protected from lightning strikes using zinc grounding rod, provided with cathodic protection if tank sits on concrete slab (must be 4 inches off slab), R. Double-wall fuel hoses and/or piping suitable for the stored product, S. Where product piping extends below the top of the tank, the piping shall include a shut-off valve and normally-closed safety valve. The safety valve shall be an approved anti-siphon valve or electric solenoid to prevent siphoning or flow should fuel line break, T. Placards and labels are to be placed on all tanks, all sides, and be impervious to tank contents, UV, and extreme weather exposure. Furnish NFPA placards (gasoline=:1,3,0 or diesel=: 0,2,0). Additionally, label each tank with its capacity, contents and hazard warnings (“No Smoking, Gasoline, Flammable”; “No Smoking, Diesel, Flammable”), and sulfur content sticker for 15 ppm or 500 ppm as required, U. Galvanized steel stairs as supplied by tank manufacturer constructed with handrails, minimum 2’-6” wide, minimum 2’8” platform, with open serrated treads (stairs required for tanks equal or exceeding four (4) feet in height from base slab to fill inlet).
V. The tank must be designed to be anchored to withstand uplifting by hurricanes, tornadoes, floods, or high-water surges.
W. All exterior steel appurtenances shall be coated to inhibit corrosion (and meet ASTM B117 – Salt Spray Testing).
X. The fill tube must be equipped with a lockable cap.
Y. Location, size, and number of ports and tank-top openings shall be carefully coordinated with the installer and tank manufacturer prior to ordering tank.
C.6.1 The manufacture and installation of aboveground storage tank systems described in this section shall adhere to the following standards and regulatory requirements:
A) Underwriters Laboratories Inc.
1. Standard for Steel Aboveground Tanks for Flammable and Combustible Liquids, Standard UL 142,
2. Pipe Connectors for Flammable and Combustible Liquids and LP-Gas, UL 567,
3. Valves for Flammable Fluids, UL 842, and
4. UL Listed Non-Metal Pipe, UL 971.
B) Steel Tank Institute

In case of differences between building codes, state laws, local ordinances, utility company regulations, and contract documents, the most stringent shall govern.
The codes and standards listed are the latest as of this publication. Codes and standards are continuously updated. The Contractor shall confirm the construction standard edition enforced by the authority having jurisdiction.
C.6.2 Site Preparation
A. Tank location installation location shall meet the following:
1) The adjacent building wall has an exterior fire resistance rating of two hours.
2) The adjacent adjacent building wall has no openings at grade or above grade that are within 10 ft (3 m) horizontally of the storage.
3) The adjacent building wall has no openings directly above the storage.
4) The adjacent building wall has no openings below grade within 50 ft (15 m) horizontally of the storage.
B. The tank site topography shall slope away from all storm inlets, drains, ditches, and waterways to prevent possible contamination and to avoid creating a conduit of contamination should a leak or spill occur either from the tank, dispenser, or fueling truck
C. The site shall be prepared to ensure adequate support for the tank system and drainage of surface water.
D. The foundation and tank supports shall be capable of supporting the weight of the tank and associated equipment when full. The foundation shall be comprised of concrete and must be rated for the seismic zone #2.
C.6.3 Installation A. Contractor shall complete permit application with Office of State Fire Marshall (OSFM) prior to installation of new tank if required.
B. Contractor shall familiarize himself with the location of all public utility facilities and structures that may be found in the vicinity of the construction.
C. The contractor prior to conducting excavation shall contact utility company to have all underground utilities located prior to conducting work.
D. The Contractor shall conduct his operation to avoid damage to the utilities or structures. Should any damage occur due to the Contractor's operations, repairs shall be made at the Contractor's expense in a manner acceptable to the Contracting Officer and Project Leader.
E. If site does not already have foundation for tank installed, contractor shall prepare the site to ensure adequate support for the tank system and drainage of surface water. The foundation and tank supports shall be capable of supporting the weight of the tank and associated equipment when full. The foundation may be comprised of concrete and must be rated for the seismic zone #2.
F. Manufacture of the new tank will have a minimum of 10 years of experience in producing specified tank for commercial used or manufacturer must have certified ISO 9001 Quality System in place 60 days prior to award. Contractor must have documentation of at least 10 installations in satisfactory operation.
G. The contractor if not the manufacture shall install the tank, accessories and connections in strict accordance with the manufacturer’s recommendations, with latest edition of federal, state and local environmental, safety, and fire regulations; National Fire Protection Association Code and/or standards; federal, state and local electric and plumbing codes. Electrical work shall be performed under the direct supervision of a licensed electrician. All state and local permits shall be obtained prior to installation. Coordinate work and site visits as required with Station Manager and/or Contracting Officer Representative (COR).
H. The tank system shall be handled, lifted, stored in accordance with manufacture’s instruction onto a reinforced concrete base slab designed to support the fully loaded tank. Once the unit is set onto the pad, but before installation of accessories. The unit shall be tested by conducting an Air Pressure Test to ensure no damage occurred during shipping or handling. The results shall be provided to the Station Manager and/or Contracting Officer Representative (COR) prior to commencing additional work on tank.
I. Protective bollards shall be installed where required by state and local codes. Tanks shall be marked on all sides with warning signs and product identification as required by applicable codes.
J. Ground the fuel tank in accordance with the general requirements of NFPA 780, Lighting Protection Code. Grounding rod shall be ¾” diameter, 10’-0” zinc grounding rod or equivalent approved rod. Position rod in close proximity to the tank vent pipe to accommodate a #4 single strand zinc wire clamped from vent pipe to ground rod. The wire and rod must be installed in a manner as to prevent tripping hazards.
K. The tank must be suitably anchored to withstand uplifting by hurricanes, tornadoes, floods, or high-water surges. The tank system shall be anchored to the slab/ground with 3/8” 18-8 galvanized or stainless-steel cable secured to embedded eyebolts and maintained tightly with turnbuckles or secured per manufacture guidance to cement pad.
L. Connect the tank to the emergency generator and test the fuel storage and delivery systems to ensure the fuel is properly fed, leak free, and operates in a satisfactory manner. Repair and retest if necessary. Note: Installation of shut off valves shall be located in an easily assessable location.
M. Clean site of all materials and debris.
C.7.0 DELIVERABLES

C.7.1.2 Contractor shall provide the following copies of the Reports delivered to the specified locations:
· Refuge Field Station
· One (1) hard copy of the report
· Contracting Officer’s Technical Representative office
· Three (3) hard copies of the report
· One (1) digital .pdf copy of the report
C.7.2 Digital Files
C.7.2.1 The Contractor shall provide all digital files electronically.
C.7.3 Ownership of Documents
C.7.3.1 All documents and digital files submitted to the Government are considered to be the property of the Government once said documents are submitted. The Government shall have authority to use, modify, or supplement the documents as needed for staking the improvements and for future construction projects.
C.8.0 PROJECT SCHEDULE
C.8.1 Project Schedule and Submittals
C.8.1.1 The Contractor shall provide a schedule with the following milestones:
· Submittal of preconstruction safety checklist.
· Plan date of 10 day IDNR advanced notification.
· Plan to date of excavation and tank removal.
· Plan to date of installation of new above ground storage tank.
· Plan date closure report submittal.
C.9.0 PAYMENT
C.9.1 Payments shall be made to the Contractor monthly.
